Mr. Boxberger called the rescheduled September meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 68-21: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the August 3, 2021 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 69-21: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular October meeting of the Town of Watertown Planning Board to Wednesday, October 6, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Tnara Route 3, LLC – 20485 NYS Route 3 – Tax Map #82.11-1-36 & Tax Map #82.11-35.223 – 2 Lot Subdivisions

Legal notice was posted in the newspaper.

Mr. Busler stated he did not resend mail notices regarding these public hearing. He sent out notices for the public hearing held by the Town of Watertown Zoning Board of Appeals meeting for August 2, 2021 and no one from the public wished to speak as well as notices for public hearings scheduled for August 3, 2021 with the Town of Watertown Planning Board which were never held. Discussion followed.

Motion 70-21: Motion by Mr. Boxberger, seconded by Mrs. Desormo, to waive the by mail notification requirement to adjacent property owners for these public hearings since property owners were previously notified by mail by the Watertown Zoning Board of Appeals and no one appeared and the notice of the public hearing was posted in the Watertown Daily Times.

Ayes All: Motion Carried.

The public hearings were opened at 3:05 p.m. No one from the public wished to speak. The public hearings were closed at 3:06 p.m.

PUBLIC HEARING – SITE PLAN/SPECIAL USE PERMIT

Morgan Route 202 East, LLC – Tax Map #82.11-1-35.221 – Site Plan for a 257 Unit Apartment Complex

Legal notice was posted in the newspaper.

The public hearing was opened at 3:06 p.m. No one from the public wished to speak. The public hearing was closed at 3:07 p.m.

TI AG Park, LLC – NYS Route 3 – Tax Map #82.00-1-1.5 – Site Plan Lot #8

LOT LINE ADJUSTMENT

Tnara Route 3, LLC – Tax Map #82.11-35.223 & Tax Map #82.11-1-36.

The Board reviewed plans for a lot line adjustment with Tax Map #82.11-1-36 & Tax Map #82.11-35.223. The lot line adjustment is needed for a future road that will be dedicated to the Town. The Town Board agreed to accept this road at their August Town Board meeting. Discussion followed.

Motion 71-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve a lot line adjustment for Tnara Route 3, LLC. The lot line adjustment will remove 6.07′ x 339.54′ from Tax Map #82.11-1-36 and add it to Tax Map #82.11-1-35.223 for a future road, as shown on plans prepared by LaFave, White & McGivern, dated 6/30/21, with the latest revision date of 8/10/21, File #2021T-14, Sheet 1 of 1, drawn by Robert J. Busler, conditional upon satisfactory review of lot descriptions.

SUBDIVISION

Tnara Route 3, LLC – 20485 NYS Route 3 – Tax Map #82.11-1-35.223 – 2 Lot Subdivision.

Motion 72-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 2 lot subdivision to Tnara Route 3, LLC, Tax Map #82.11-1-35.223 to remove 1.06 acres for a future road, leaving a residual lot of 2.28 acres as shown on plans prepared by LaFave, White & McGivern, dated 6/30/21, with the latest revision date of 8/10/21, File #2021T-14, Sheet 1 of 1, drawn by Robert J. Busler, conditional upon satisfactory review of lot descriptions.

Ayes All: Motion Carried.

Tnara Route 3, LLC – 20485 NYS Route 3 – Tax Map #82.11-1-36 – 2 Lot Subdivision.

Motion 73-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 2 lot subdivision to Tnara Route 3, LLC, Tax Map #82.11-1-36. Lot #1 will be 1.77 acres and Lot #2 will be .96 acres as shown on plans prepared by LaFave, White & McGivern, dated 6/30/21 with the latest revision date of 8/10/21, File #2021T-14, Sheet 1 of 1, drawn by Robert J. Busler, conditional upon satisfactory review of lot descriptions.

SITE PLAN

Avichal Corp – 19784 Cady Road – Tax Map #90.18-1-28 – Site Plan for a Convenient Store/Gas Station.

Tom Ross, Storino Geomatics, on behalf of Avichal Corp, presented proposed plans for a Convenient Store/Gas Station at 19784 Cady Road, Tax Map #90.18-1-28. Discussion followed.

The following needs to be submitted:

$ Proof of an acceptable water supply needs to be submitted from the NYS Department of Health.

$ Letters from the NYS Department of Transportation, Jefferson County Highway Department, and Town of Watertown Highway Superintendent need to be submitted regarding highway cuts.

$ Proposed signage.

$ Elevation plans.

The proposed canopy over the gas pumps does not meet setback requirements on both Cady Road and County Route 62. Discussion followed.

This proposed project was referred to the Town of Watertown Zoning Board of Appeals meeting, Monday, September 13, 2021 7:00 p.m. for a variance request of setback requirements.

Motion 74-21: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan for Avichal Corp, 19784 Cady Road, Tax Map #90.18-2-28 on Wednesday, October 6, 2021 at 3:00 p.m., conditional upon a favorable variance decision by the Town of Watertown Zoning Board of Appeals for the canopy and submission of proof of acceptable highway cuts.

Ayes All: Motion Carried.

This matter will be referred to the Jefferson County Department of Planning for their review.

SITE PLAN/SPECIAL USE PERMIT

Morgan Route 202 East, LLC – Tax Map #82.11-35.221 – Site Plan/Special Use Permit for a 357 Unit Apartment Complex.

Mark Costich, Costich Engineering, appeared on behalf of Morgan Route 202 East, LLC.

The Jefferson County Department of Planning comments were entered into record (Attachment #1) and addressed by the Board.

$ Mr. Vaas stated that he is still reviewing the SWPPP.

$ He noticed that the general permit is still in place from 5 years ago. Mr. Costich stated that the applicant has been paying the permit fees annually, therefore, it is still valid.

$ Mr. Vaas still needs a letter stating that this is the same request from 5 years ago for SEQR review.

$ The application fee must be submitted. This fee is determined by the square footage of all structures in the proposed project.

$ A letter from the City Engineering Department regarding adequate water/sewer availability needs to be submitted.

$ The sign details for the monument sign citing size, exact placement, and vegetative plantings at the base needs to be submitted.

$ All 2014 approvals from DEC, Department of Health, Etc. need to be submitted.

$ Updated plans also need to include dark sky compliant lighting and vegetative plantings on County Route 202 and along the proposed road.

Motion 75-21: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval/special use permit to Morgan Route 202 East, LLC, Tax Map #82.11-1-35.221 for a 357 unit apartment complex as shown on plans prepared by Costich Engineering and approved on 9/15/14, Project #5601 consisting of Page CA100, CA110, CA 121, LA100, EA100, CA510 all with a latest revision date of 10/28/14 and 2 Sheets of elevation drawings prepared by James Fahy Design Associates

Ayes All: Motion Carried.

Permits will not be issued until all required information has been received.

SITE PLAN

TI AG Park, LLC – NYS Route 3 – Tax Map #82.00-1-1.5 – Site Plan Lot #8

The Jefferson County Department of Planning comments were entered into record (Attachment #2) and addressed by the Board.

Mr. Boxberger and Mr. Vaas had to leave the meeting early, however, they stated that they have no concerns with the proposed site plan for TI AG Park, LLC, Lot #8.

Mr. Lundy reviewed the proposed plans for a chicken hatchery on Lot #8 in the TI AG Park, off NYS Route 3, Tax Map #82.00-1-1.5. Discussion followed.

The agricultural data statement and color rendering drawing needs to be submitted.

Motion 76-21: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval for Lunco Corp – CWT Hatchery Project Lot #8 in the TI AG Park, LLC, NYS Route 3 for a 19,520 warehouse as shown on plans prepared by MBL Engineering, dated 8/17/21, Sheet C101, C102, C103, C104, dated 8/17/14, the color rendering prepared by Scott Soules, GYMO, conditional upon submission of the agricultural data statement and the color rendering.

Ayes All: Motion Carried.

Motion 77-21: Motion by Mr. MacAdam, seconded by Mrs. Desormo to adjourn the meeting at 4:15 p.m.
