Mr. Boxberger called the rescheduled October meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 78-21: Motion by Mr. Boxberger, seconded by Mr. Smith to accept the minutes of the September 7, 2021 meeting as amended.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Avichal Corp – 19784 Cady Road – Tax Map #90.18-1-28 – Site Plan – Convenience Store/Gas Station.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:03 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.

SITE PLAN

Avichal Corp – 19784 Cady Road – Tax Map #90.18-1-28 – Site Plan – Convenience Store/Gas Station.

The Jefferson County Department of Planning comments from 9/29/21 were entered into record (Attachment #1).

Tom Ross, Storino Geomatics, on behalf of Avichal Corp. reviewed the comments with the Board:

$ Mr. Ross will check with the owner regarding location of the dumpster and provide location to the Board.

$ Two road frontage setback variances were granted by the Town of Watertown Zoning Board of Appeals on Monday, October 4, 2021 regarding the canopy over the gas pumps.

$ Jefferson County Highway Department has no problem with the driveway on County Route 62. Avichal Corp will obtain the proper permit

$ Mr. Ross stated that he is in the process of filing the PERM 33 to the New York State Department of Transportation. Documentation will be forthcoming to the Board.

$ Mr. Ross contacted the NYS Department of Health regarding proof of acceptable water supply and was directed to the Department of Ag & Markets. Discussion followed. Mr. Ross will submit documentation when he receives approvals.

$ Mr. Ross will submit paperwork for proposed signage when the owner has completed the design.

$ The Board would like to see a stop sign on the left side of the property as you exit onto County Route 62.

Motion 79-21: Motion by Mr. Boxberger, seconded Mr. Smith to grant site plan approval to Avichal Corp., 19784 Cady Road, Tax Map #90.18-1-28, for a convenience store/gas station as shown on plans prepared by Thomas Ross, Storino Geomatics, consisting of Drawing C101, C102, C501, File #2021-011E, dated 8/30/21 signed by Jeffrey Tubolino, Professional Engineer and Drawing PH101, dated 8/30/21 from the Photometric Plan, conditional upon submission of documentation provided to the Planning Board concerning NYS Department of Transportation approval for the highway cut, Jefferson County Highway approval for the highway cut, Ag & Market/DOH certification regarding the water supply, citing the location of the waste water treatment system, the location of the dumpster, bulk tanks, and the location of a stop sign on the left side of the property as you are existing onto County Route 62 on the plans. Remove the sign location on the plans and return when details of the sign are available.

Bette & Cring – 18438 US Route 11 – Tax Map #90.12-1-23.3 – Construction of an 80′ x 30′ Building – Site Plan

Rob Sands and Joe Cring submitted a completed application and proposed plans to build a 80′ x 30′ three-sided building at Bette & Cring, 18438 US Route 11, Tax Map #90.12-1-23.3 for storage. Discussion followed. This matter will be referred to the Jefferson County Department of Planning for review.

Motion 80-21: Motion by Mr. Boxberger, seconded by Mr. MacAdam to scheduled a public hearing for Monday, November 1, 2021 at 3:00 p.m. for Bette & Cring, 18438 US Route 11 for the construction of a 80′ x 30′ storage building.

LOT LINE ADJUSTMENT

Freeman Transport – 18031 US Route 11 – Tax Map #90.12-1-29 – Donna Hodkinson – 17905 US Route 11 – Tax Map #90.16-1-8 – Lot Line Adjustment

The Board reviewed proposed plans for a lot line adjustment between Freeman Transport, 18031 US Route 11, Tax Map #90.12-1-29 and Donna Hodkinson, 17905 US Route 11, Tax Map #90.16-1-8. Discussion followed. Updated plans need to be submitted showing an inlay of the entire parcel for Tax Map #90.12-1-29.

Motion 81-21: Motion by Mr. MacAdam, seconded by Mr. Vaas to approve a lot line adjustment to Freeman Transport, 18031 US Route 11, Tax Map#90.12-1-29 and Donna Hodkinson, 17905 US Route 11, Tax Map #90.16-1-8. This lot line adjustment consists of taking .34 acre from Tax Map #90.12-1-29 and combining it with Tax Map #90.16-1-18 as shown on plans prepared by Michael Battista, Project #21—171R-2, dated 8/12/21 with a revision date of 8/27/21, conditional upon receipt of updated plans showing an inlay of the entire parcel for Tax Map #90.12-1-29.

Motion 82-21: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:40 p.m.
