Mrs. Desormo called the regular September meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 90-22: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a workshop meeting with the Tug Hill Commission to discuss zoning regulation on Monday, October 17, 2022 at 3:30 P.M.

Ayes All: Motion Carried.

Motion 91-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to accept the minutes of the August 1, 2022 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Burrville Power Equipment – 25371 NYS Route 12 – Tax Map #91.11-1-44 – Construction of a 5,000 Square Foot Addition to the Existing Building.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:01 p.m. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:02 p.m.

! Ed Valentine, owner of the adjacent property, Lot #9, spoke in favor of this proposed project. Mr. Valentine asked that a buffer of vegetation or privacy fence between his property and Mr. Lundy’s property be included in the site plan as required.

SIGN PERMIT

Joanne King submitted proposed signage for 18849 US Route 11, Suite B. Discussion followed.

Motion 92-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to approve a 2′ x 16′ sign for Joanne’s Northern Lights Dance/Gymnastics at 18849 US Route 11, Suite B, conditional upon submission of a drawing showing the building and placement of proposed signage.

A zoning permit will be required.

LOT LINE ADJUSTMENT

Michael Harrienger – 24287 County Route 67 – Tax Map #91.00-1-21.4/James Biccum – 24163 County Route 67 – Tax Map #91.00-1-21.1 – Lot Line Adjustment.

Patsy Storino, on behalf of Michael Harrienger & James Biccum, presented proposed plans for a lot line adjustment for 24287 County Route 67, Tax Map #91.00-1-21.4 and 24163 County Route 67, Tax Map #91.00-1-21.1. Discussion followed.

Motion 93-22: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment for Michael Harrienger, 24287 County Route 67, Tax Map #91.00-1-21.4 and James Biccum, 24163 County Route 67, Tax Map #91.00-1-21.1 as shown on plans prepared by Scott Kolb, Drawing #1, File No. 19-008A-Watn(T), dated 8/23/22. This lot line adjustment will consist of taking 11.465 acres from Tax Map #91.00-1-21.1 and adding it to Tax Map #91.00-1-21.4, conditional upon submission of an updated plat labeled Lot Line Adjustment and satisfactory review of lot descriptions.

SUBDIVISION

Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision.

Rob Busler, LaFave, White & McGivern, on behalf of Gurney McCabe, presented proposed plans for a 2 lot subdivision at 20958 NYS Route 232, Tax Map #90.19-1-11. Discussion followed.

The structure located near the proposed subdivision line will need to be moved to meet zoning requirements of 20′. A driveway roadway cut will be needed from the NYS DOT or an easement will need to be added to the deed to allow future access to the newly created parcel.

Motion 94-22: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing on Monday, October 3, 2022 at 3:00 p.m. for a 2 lot subdivision for Gurney McCabe, 20958 NYS Route 232, Tax Map #90.191-1-11.

Ayes All: Motion Carried.

SITE PLAN

Burrville Power Equipment – 25371 NYS Route 12 – Tax Map #91.11-1-44 – 5,000 Square Foot Addition to Existing Buildings – Site Plan.

The Jefferson County Department of Planning comments dated 8/31/22 were entered into record (Attachment #1).

An Agricultural Data Statement is required. Mrs. Desormo will forward this to Mr. Weston.

Mr. Weston, on behalf of Burrville Power Equipment, submitted updated plans. Discussion followed.

Another set of plans showing setbacks needs to be submitted.

Motion 95-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to grant site plan approval for Burrville Power Equipment. 25371 NYS Route 12, Tax Map #91.11-1-44 for a 5,000 square foot addition to the existing building as shown on plans, dated 7/27/22, with a revision date of 8/2/22, drawn by Plans by Design, Sheet C-100 & Sheet #A-000, dated 7/18/22, signed by Steven Olmstead, conditional upon receipt of the Agricultural Data Statement and an updated plat showing setbacks prior to the zoning permit being issued.

Lundy Construction, LLC – Lot #10 – Jefferson County Industrial Park – Tax Map #73.20-1-2.17 – 30,000 Square Foot Manufacturing Facility – Site Plan.

The Jefferson County Department of Planning comments dated 8/31/22 (Attachment #2) and an email from David Zembiec, JCIDA, stating that the use for Lot #10 complies with the park’s covenants (Attachment #3) were entered into record.

$ Mr. Lundy address the comment from the Jefferson County Department of Planning regarding the pedestrian walkway requirement. Mr. Lundy will grant a 10′ easement to the Town by document for use down the line for a walkway.

$ Mr. Lundy will provide a vegetative-staggered buffer along the property line between Lot #9 & Lot #10 consisting of both Spruce and Hardwood trees at least 6′ tall.

$ Mrs. Desormo will request new tax map numbers from the Town Assessor for Lot #10 & Lot #11.

Motion 96-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to grant site plan approval for Lundy Construction, LLC for a 30,000 square foot manufacturing facility for the Lawman Group Headquarters on Lot #10 in the Jefferson County Industrial Park, Tax Map #73.07-1-2.17 as shown on plans prepared by Mosher Architects, dated 8/16/22, Sheet L100 & A300, conditional upon submission and approval of the SWPPP, submission of the FAA 7460-1 Form, submission of the Jefferson County Highway Permit, updated plans showing documentation for a 10′ easement for future pedestrian walkway, notation on deed regarding easement for shared driveway, a vegetative-staggered buffer of Spruce & Hardwood trees at least 6′ tall between Lot #9 & Lot #10 prior to a zoning permit being issued. This approval does not include proposed signage.

Ayes All: Motion Carried.

Lundy Construction, LLC – Jefferson County Industrial Park – Lot #11 – Tax Map #73.20-1-2.7 – Construction of a 30,000 Square Foot Manufacturing Facility – Site Plan.

Jefferson County Department of Planning comments dated 8/31/22 (Attachment #4) and an email from Dave Zembiec, JCIDA, stating that the JCIDA needs more detail before offering an opinion on the use of Lot #11 (Attachment #3) were entered into record.

The same issues that apply to Lot #10 above regarding the SWPPP, buffer, pedestrian walkway, FAA 7460-1, and easement for shared driveway also apply to this proposed project. Discussion followed.

Motion 97-22: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval for Lundy Construction, LLC for a 30,000 square foot spec building in the Jefferson County Industrial Park, Lot #11, Tax Map #73.20-1-2.17 as shown on plans prepared by Mosher Architects for the Lawman Group, dated 8/16/22, MA JOB #2222, Sheet L-102 & A-301, conditional upon submission and approval of the SWPPP, submission of the FAA 7460-1 Form, submission of the Jefferson County Highway Permit, updated plans showing documentation for a 10′ easement for future pedestrian walkway, notation on deed regarding easement for shared driveway, a vegetative-staggered buffer of Spruce & Hardwood trees at least 6′ tall between Lot #11 & Lot #12 prior to a zoning permit being issued . The applicant must return to the Planning Board and JCIDA when a tenant is secured to verify that use is within zoning and JCIDA requirements. This approval does not include proposed signage.

L2, LLC – T.I. Ag. Park – Mike Lundy – Lot #6 – Tax Map #82.00-1-1.7 – Site Plan

The Jefferson County Department of Planning comments dated 8/31/22 were entered into record (Attachment #5).

The Board reviewed the proposed plans for the construction of a 12,000 square foot multi-tenant retail building on Lot #6, Tax Map #82.00-1-1.7 in the T.I. Ag Park. Discussion followed.

Mr. Lundy needs to address the following:

$ Impervious surface, traffic flow, and highway cuts.
$ The Agricultural Data Statement needs to be submitted
$ FAA recommendations need to be addressed.

Motion 98-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to table this proposed project until October 3, 2022 for Mr. Lundy to submit revised plans.

Lunco Corporation – CWT Hatchery – T I Ag Park – Lot #8 – Alexander Drive – Tax Map #82.00-2-1.5 – Re-Approval of Site Plan previously approved 4/4/22.

Mr. Lundy submitted updated site plans for CWT Hatchery, Lot #8 in the T I Ag Park, Tax Map #82.00-2-1.5. Site plan was originally approved on 4/4/22 – Motion 35-22.

The changes include:

$ The front parking lot area was sloped to the north to be collected into a treatment swale and the storm pipe was removed. A Dry Swale was added between the parking and the road.

$ To accommodate the stormwater treatment, the entire building and parking was shifted approximately 15′ south and 8′ west.

$ Parking area was added in the back of the building near the loading docks for 7 cars.

$ The building finish floor elevation was lifted 1.5′ due to rock.

Motion 99-22: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the changes listed above as they minor changes to the site plan and the fact that no changes are being made to the actual building, the Board agrees to re-approve site plan for CWT Hatchery, Lot #8, T I Ag Park, Alexander Drive, Tax Map #82.00-2-1.5 as shown on plans drawn by MBL Engineering, Project #21-307, Drawing C-101, C-102, C-103, C-105, all with a latest revision date of 6/22/22.

LOT LINE ADJUSTMENT

Washington Summit Associates, LLC- Tax Map #91.05-1-11.31 – Lot Line Adjustment/Subdivision

Mike Lundy submitted a lot line adjustment and a site plan application, SEQR, and proposed plans for an approximately 30,000 square foot multi-tenant medical center, Tax Map #91.05-1-11.31 in Washington Summit. Discussion followed.

Motion 100-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a public hearing on Monday, October 3, 2022 at 3:00 p.m. for Washington Summit Associates, LLC for site plan review of an approximately 30,000 square foot multi-tenant medical center, Tax Map #91.05-1-11.31.

This proposed project will be referred to the Jefferson County Department of Planning for their review.

Northern New York Value Homes – Tax Map #90.12-1-10/Davidson Management Group, Inc.- Tax Map #90.12-1-12 – Lot Line Adjustment.

Michael Battista, on behalf of Northern New York Value Homes & Davidson Management Group, submitted a completed application and proposed plans for a lot line adjustment at NYS Route 232 & US Route 11. Discussion followed.

Motion 101-22: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a lot line adjustment for Northern New York Value Homes, Tax Map #90.12-1-10 and Davidson Management Group, Tax Map #90.12- 1-6.6 & 90.12-1-12. This lot line adjustment consists of removing 4.28 acres from Tax Map #90.12-1-6.6 and 1.94 acres from Tax Map #90.12-1-12 owned by Davidson Management Group and adding it to Tax Map #90.12-1-10 owned by Northern New York Value Homes as shown on plans prepared by Michael Battista, with a Survey date of April 11-21, 2022, Project #22–132, conditional upon satisfactory review of lot descriptions.

Motion 102-22: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 5:40 p.m.
