Supervisor Bartlett opened the special workshop meeting at 7:00 pm with a roll call of members present.

The floor opened to the public for comments:

Pat Scordo, GYMO Engineering addressed the Board. He brought forth the new figures for the SE Water District when including the remaining 9 residence on Slate Road to the district. With initial estimates it appears to increase each EDU by approximately $28.00 -$50.00 depending on the funding option.

MOTION #99-2022

Supervisor Bartlett moved to accept recommendations and modification to the NE Water District as shown on in the Clerk’s Office. This change would include the remaining residence on Slate Road to the district, seconded by Councilman Prosser.

MOTION #100-2022

Supervisor Bartlett moved to change the Town of Watertown Transfer Station hours to 8:00 am-4:00 pm starting October 26, 2022 through April 1, 2023, seconded by Councilman Prosser.

Dave Roof, President of the Board of the Town of Watertown ambulance service along with Scott Lennex, Executive Director addressed the Board. They asked if the Board would consider not reducing the budget line for them. The budget showed a $5000 reduction to the service in the 2023 Budget.

The Board agreed to keep the funding the same as it was last year and not reduce it the $5000.00 as shown in the preliminary budget.

The Board discussed the 2023 Preliminary/Tentative Budget.

Supervisor Bartlett went through the budget and listed the changes that will need to be made to the tentative 2023 budget.

MOTION #101-2022

WHEREAS, following a budget work session held on Thursday October 20, 2022 at the Town Municipal Offices; a copy of the preliminary, henceforth to be known as the Tentative Fiscal Year 2023 Town of Watertown budget was placed on file at the Town Clerk’s Office, for public viewing.

Supervisor Bartlett moved to hold a public hearing on the proposed 2023 Tentative Budget, a detail of all funds including the General and Highway Funds, Water Districts 1, 3, 4, 5, & 6 and Sewer Districts 1, 2, 3, 4, 5, & 6. The hearing is to be held Thursday November 10th, 2022, at 7:00 pm. Said meeting will be held at the Municipal Building, 22867 Co Rte 67, Watertown, NY. All members of the public wishing to speak for or against will be heard. Motion seconded by Councilman Desormo.

Councilman Prosser moved to adjourn the meeting at 7:57 pm, seconded by Councilman Desormo.
