Mr. Boxberger called the regular November meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 93-23: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes from the October 2, 2023 meeting as amended.

Ayes All: Motion Carried.

Motion 94-23: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the December 16, 2023 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN/SPECIAL USE

T-Mobil – 19079 US Route 11 – Tax Map #91.05-1-63 – Collate Equipment on Existing Tower – Site Plan/Special Use

Evidence was provided that legal notice was posted in the newspaper. The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

SIGN PERMIT

Drop Zone Storage – Gary Bass – 21969 County Route 202 – Tax Map #92.07-1-7.3 – Sign Permit.

Gary Bass submitted proposed signage for Drop Zone Storage, 21969 County Route 202, Tax Map #92.07-1-7.3. The proposed sign will be 4′ x 8′ and placed on the front of the building facing County Route 202. Discussion followed.

Motion 95-23: Motion by Mr. MacAdam, seconded by Mr. Smith to grant sign approval to Drop Zone Storage, 21969 County Route 202, Tax Map #92.07-1-7.3 as shown on three pages of plans dated 11/6/23.

Ayes All: Motion Carried.

A zoning permit will also be needed.

IN HOME OCCUPATION

Dawn Johnson – 21150 Weaver Road – Tax Map #83.11-1-30.0 – Dog Grooming.

No one was present.

SITE PLAN

North American Tapes, LLC – 22430 County Route 196 – tax Map #73.20-1-17 – Extension of Site Plan Approval from 6/5/23.

Mrs. Desormo submitted a letter dated 10/18/23 from North American Tapes, LLC (Attachment #1) requesting that the site plan approval granted on 6/5/23 for new construction be granted an extension as the construction start date has been changed to April 1, 2024. Discussion followed.

Motion 96-23: Motion by Mr. Boxberger, seconded by Mrs. Desormo to grant a site plan approval extension of one year to North American Tapes, LLC. The original approval granted on 6/5/23 will now expire on 11/6/24.

SITE PLAN/SPECIAL USE

T-Mobil – 19079 US Route 11 – Tax Map #91.05-1-63 – Collate Equipment on Existing Tower – Site Plan/Special Use

Doug Morrison, Pyramid, on behalf of T-Mobil, was present. The Board addressed the comments submitted by the Jefferson County Department of Planning (Attachment #2).

Motion 97-23: Motion by Mr. Vaas, seconded by Mr. Smith to grant special use/site plan approval to T-Mobil, 19079 US Route 11, Tax Map #91.05-1-63 to collate equipment on the existing tower as shown on plans prepared by Tectonic Practical Solutions dated 12/7/22 with a revision date of 8/2/23, Work Order #11209.008A, Sheet T1, A1, A2, A3, A4 & A5. There will be no change in the elevation of the existing tower, therefore, contact with FAA is not required.

Ayes All: Motion Carried.

The fee for the site plan/special use permit is needed.
A zoning permit will also be needed.

Motion 98-23: Motion by Mr. MacAdam, seconded Mr. Smith to adjourn the meeting at 3:25 p.m.
