Mr. Boxberger called the rescheduled May meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 40-22: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes of the April 4, 2022 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Panera Bread – 21890 Towne Center Drive – Tax Map #82.00-2-3.3 – Site Plan

Legal notice was posted in the newspaper.

The public hearing was opened at 3:01 p.m. No one from the public wished to speak. The public Hearing was closed at 3:02 p.m.

Washington Summit Associates, Inc. – AAA Building Relocation to Lot #7 – 22708 Summit Drive – Tax Map #91.05-1-72 – Site Plan.

This public hearing will be rescheduled.

Washington Summit Associated, Inc. – Office & Maintenance Building – Lot #8 – Washington Summit – Tax Map #91.05-1-17.251 – Site Plan.

This public hearing will be rescheduled.

SUBDIVISION

Anthony & Nora Machia – 17698 US Route 11 & 17720 US Route 11 – Tax Map #90.16-1-11.1 – 2 Lot Subdivision.

Anthony & Nora Machia submitted a completed application and proposed plans for a 2 lot subdivision at 17720 & 17698 US Route 11. Discussion followed.

The proposed plans meet all zoning requirements. Both lots already have separate 911 addresses.

Motion 41-22: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for Anthony & Nora Machia on Monday, June 6, 2022 at 3:00 p.m. for a 2 lot subdivision on property located at 17698 & 17720 US Route 11, Tax Map #90.16-1-11.1.

Harry Wilson – County Route 60 – Tax Map #82.07-1-1.9 – 2 Lot Subdivision

Harry Wilson submitted an application and proposed plans for a 2 lot subdivision at County Route 60, Tax Map #82.07-1-1.9. Discussion followed.

The application fee and short SEQR form need to be submitted.

Motion 42-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Harry Wilson on Monday, June 6, 2022 at 3:00 p.m. for a 2 lot subdivision on property located at County Route 60, Tax Map #82.07-1-1.9.

22807 County Route 202, LLC – Jerry Vecchio – 22807 County Route 202 & NYS Route 12F – Tax Map #73.19-1-5.1 – 3 Lot Subdivision.

Austin Keith, on behalf of 22807 County Route 202, LLC, submitted a completed application and proposed plans for a 3 lot subdivision on property located at 22807 County Route 202 & NYS Route 12F. Discussion followed.

The word preliminary needs to be removed from the plans.

Motion 43-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing for 22807 County Route 202, LLC (Jerry Vecchio) on Monday, June 6, 2022 at 3:00 p.m. for a 3 lot subdivision on property located at 22807 County Route 202 and NYS Route 12F, Tax Map #73.19-1-5.1.

SITE PLAN

Sea Comm Federal Credit Union – 20565 NYS Route 3 – Tax Map #82.11-1-36 – Update to Site Plan.

Chris Todd, Aubertine & Currier, on behalf of Sea Comm Federal Credit Union submitted revised plans site plans. Discussion followed.

Motion 44-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the revised site plans for Sea Comm Federal Credit Union, 20565 NYS Route 3, Tax Map #82.11-1-36 as shown of plans prepared by Aubertine & Currier – Sheet CD-100, CG-100, CG-101, CU-100, CU-500, CU-501, CS-100, CS-501, CS-502, CS-503, CS-504 & Sheet C-100 all with a final revision date of 4/26/22, Project #2021-123 as these changes are minor and were made at the request of the Planning Board.

Rob Miller – Sales & Services Business – 20768 NYS Route 12F – Tax Map #82.07-1-7 – Site Plan/Change of Use.

Rob Miller approached the Board regarding operating a sales and service business for small engine machines at 20768 NYS Route 12F.

There will be no changes to the building. Discussion followed.

This proposed business meets all zoning requirements. No site plan is required. Mr. Miller will come back to the Board with proposed signage.

Northern Auto Sales – 24371 County Route 12 – Tax Map #83.19-1-17 – Construction of a 10′ addition to the existing business – Site Plan.

No one was present.

Jefferson County Soil & Water Conservation District – 25451 NYS Route 12 – Tax Map #91.11-1-10.2 – Construction of a 26′ x 30′ Garage – Site Plan.

George Birth, Jefferson County Soil & Water Conservation District, submitted a completed application and proposed plans to build a 26′ x 30′ equipment garage at 25451 NYS Route 12. Discussion followed.

Motion 45-22: Motion by Mrs. Desormo, seconded by Mr. Vaas to waive site plan review for Jefferson County Soil & Water Conservation District for the construction of a 26′ x 30′ equipment garage at 25451 NYS Route 12, Tax Map #91.11-10.2 as this meets all setback requirements, is not for public use, is not visible to neighbors, and is a minor change.

FedEx Ground – 21043 County Route 200 – Tax Map #73.20-1-2.14 – Construction of a Mobile Dock – Site Plan.

Pat Scordo, GYMO, on behalf of FedEx Ground, approached the board regarding a mobile dock for FedEx Ground on property located at 21043 County Route 200, Tax Map #73.20-1-2.14 – Discussion followed.

The Board stated that this proposed project needs to go through full site plan review.

Mr. Scordo submitted the proposed plans and will submit a completed application and short SEQR early next week.

This matter is being referred to the Jefferson County Department of Planning for review.

Motion 46-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for FedEx Ground on Monday, June 6, 2022 at 3:00 p.m. for the construction of a mobile dock at 21043 County Route 200, Tax Map #73.20-1-2.14, conditional upon receipt of a completed application and SEQR.

Panera Bread – 21890 Towne Center Drive (formerly TGI Friday’s – COR Plaza) – Tax Map #82.00-2-3.3 – Site Plan

The comments from the Jefferson County Department of Planning dated 4/28/22 were entered into record (Attachment #1).

Carlie Hanson, COR Development and Andrew Hart, Bergmann Associates, submitted updated plans showing modification to allow for the sidewalk along Route 3 as requested by the Board. Discussion followed.

An updated site plan showing all revisions needs to be submitted.

Motion 47-22: Motion by Mr. Vaas, seconded by Mr. Smith to grant site plan approval for Panera Bread, 21890 Towne Center Drive, Tax Map #82.00-2-3.3 as shown on plans prepared by Bergmann Associates, Sheet C130 with a final revision date of 5/9/22, Sheet C080, C100, C120, C130, C150 & Sheet C503, dated 3/25/22, Sheet PZ200 & PZ201, dated 3/18/22, conditional upon submission of updated plans showing all revisions.

Ayes All: Motion Carried.

A Zoning Permit will be required.

Washington Summit Associates, Inc. – AAA Building Relocation to
Lot #7 – 22708 Summit Drive – Tax Map #91.05-1-72 – Site Plan

Mike Lundy submitted both a site plan and zoning permit application, SEQR, and updated plans to relocate the AAA Building from 19472 US Route 11 to 22708 Summit Drive, Lot #7 at Washington Summit.

There are no changes from the previous plans submitted. Water and sewer are already on site. The color of the building and signage has not been finalized. Discussion followed.

Vegetation needs to be cited at the front of the proposed building.

Motion 48-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Washington Summit Associates, Inc. on Monday, June 6, 2022 at 3:00 p.m. for relocation of the AAA Building to Washington Summit, Lot #7, Tax Map #91.05-1-72.

Washington Summit Associates, Inc. – Office & Maintenance Building – Lot #8 Washington Summit – Tax Map #91.05-1-17.251

Mike Lundy submitted both a site plan and zoning permit application along with site plans for an Office & Maintenance Facility on Lot #8, Washington Summit, Tax Map #91.05-1-17.251.

The SEQR still needs to be submitted and he is working on the building elevations. This will be a management facility to take care of the properties at Washington Summit. The building and parking are the only new additions to the property. The existing storage yard will have a white vinyl fence with vegetation in front. Discussion followed.

The water and sewer lines need to be cited on the plans.

Motion 49-22: Motion by Mr. Smith, seconded by Mr. Boxberger to schedule a public hearing for Washington Summit Associates, Inc. on Monday, June 6, 2022 at 3:00 p.m. for site plan of an office and maintenance facility at Washington Summit, Lot #8, Tax Map #91.05-1-17.251, conditional upon submission of building elevations, SEQR, and a color rendering.

LOT LINE ADJUSTMENT

T. I. Ag Park, LLC – NYS Route 3 – Lot #9 – Tax Map #82.00-2-1.1 & Tax Map #82.00-2.7 – Lot Line Adjustment.

Mike Lundy discussed a recent meeting between the Town Attorney, Town Supervisor, Highway Superintendent, and 2 Planning Board members regarding a lot line adjustment on Lot #9 in the T. I. Ag Park, NYS Route 3, Tax Map #82.00-2-1.1 & Tax Map #82.00-2.7. Discussion followed.

Mr. Lundy will bring final plans to the June meeting.

Jefferson County Industrial Park – Lot #10 & Lot #11 – Tax Map #73.20-1-2.17

Mr. Lundy stated that he is still working on this proposed project and will come before the Board when plans are finalized.

ADMINISTRATIVE DISCUSSION

Mr. Boxberger discussed with the Board a recent letter he received regarding 5G wireless facilities and the need for local governments to review their local zoning ordinances regarding these facilities. Discussion followed.

It is the consensus of the Town of Watertown Planning Board to ask the Town Board to adopt a moratorium on 5G wireless facilities for a minimum of 6 months to allow the Planning Board to review the current regulations and schedule a meeting with the Tug Hill Commission for guidance regarding possible concerns and ways to deal with 5G facilities.

Motion 50-22: Motion by Mr. Smith, seconded by Mrs. Desormo to adjourn the meeting at 4:30 p.m.
