Mr. Boxberger called the regular June meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 41-23: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular July meeting of the Town of Watertown Planning Board for Wednesday, July 12, 2023 at 3:00 p.m. due to the 4th of July Holiday.

Ayes All: Motion Carried.

Motion 42-23: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the May 1, 2023 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

North American Tapes – 22430 County Route 196 – Tax Map #73.20-1-17 – Construction of a 19,200 square foot building with additional parking.

Evidence was provided that legal notice was posted in the newspaper.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.

Avichal Corporation – 19784 Cady Road (County Route 62) – Tax Map #90-18-1-28 – Site Plan for a Convenience Store/Fueling Station.

Evidence was provided that legal notice was posted in the newspaper.

The public hearing was opened at 3:03 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

SIGN PERMIT

JS Styling – 18890 US Route 11 – Tax Map #91.09-1-8.1 – Sign Permit.

Louis Noell presented proposed signage for JS Styling at 18890 US Route 11, Tax Map #91.09-1-8.1. This sign will be 4′ x 8′ and placed on the front of the building. Discussion followed.

Mr. Noell needs to submit a completed application & zoning permit with the landlords signature and a picture of the building showing the exact placement of proposed signage. This information can be emailed to Mrs. Desormo and she will forward to Board members for final approval:

Motion 43-23: Motion by Mrs. Desormo, Mr. Boxberger to approve signage for JS Styling, 18890 US Route 11, Tax Map #91.09-1-8.1 for a 4′ x 8′ sign to be placed on the building, conditional upon submission of a completed sign, zoning application, and detailed information showing the building with the sign via email for final approval, and that the proposed signage be consistent with picture shown to Board members tonight.

Spirit Halloween – 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21 – Sign Permit.

Skye Valerio, on behalf of Spirit Halloween, submitted proposed signage for Spirit Halloween, 21182 Salmon Run Mall Loop West. This proposed signage will be the same as previous years at the former Bon Ton Store in the Salmon Run Mall. Discussion followed.

Motion 44-23: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval for Spirit Halloween, 21182 Salmon Run Mall Loop West, Tax Map #82.11-1-50.21 for two signs on the building as shown on a 4 page sign packet prepared by Hightech Signs, conditional upon submission of a completed application and fee.

SUBDIVISION

Jake Johnson – 15367 County Route 68 – Tax Map #101.00-1-3.4 – 2 Lot Subdivision

Anthony Felder, Indian River Lakes Engineering, presented proposed plans for a 2 lot subdivision at 15367 County Route 68, Tax Map #101.00-1-3.4. They want to demolish an existing barn and build an barn with a residence for Mr. Johnson’s parents. They are in the process of having a survey completed. The two lots will meet all zoning requirements. Discussion followed.

Motion 45-23: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on July 12, 2023 at 3:00 p.m. for a 2 lot subdivision for Jake Johnson, 15367 County Route 68, conditional upon receipt of a completed application and submission of a survey by a licensed surveyor.

Ayes All: Motion Carried.

SITE PLAN

Rudd Town & Country – 19973 Morse Lane – Tax Map #90.18-1-10 – Construction of a 12′ x 28′ vestibule and two (2) 12′ x 36′ open lean-to – Site Plan.

Scott Weston, Plans by Design, on behalf of Rudd Town & Country, submitted proposed plans for the construction of a 12′ x 28′ vestibule and two 12′ x 36′ lean-to at 19973 Morse Lane, Tax Map #90.18-1-10. Discussion followed.

Motion 46-23: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for Rudd Town & Country, 19973 Morse Lane, Tax Map #90.18-1-10, for the construction of a 12′ x 28′ vestibule and two 12′ x 36′ lean-to that are continuous with the vestibule as this is a very insignificant percentage of the existing building, signage will be undisturbed, there is no impact on parking, traffic flow, or drainage.

Ayes All: Motion Carried.

A zoning permit will be needed.

North American Tapes – 22430 County Route 196 – Tax Map #73.20-1-17 – Construction of a 19,200 square foot addition to the existing building with additional parking – Site Plan.

Darrin Prance, President of North American Tapes, presented updated plans for the construction of a 19,200 square foot addition to the existing building with additional parking at 22430 County Route 196. These updated plans included the lighting and vegetation plan.

A letter from Samuel Wilson, Jefferson County Department of Planning, dated 6/1/23 was submitted (Attachment #1).

An email from the Mr. Zembiec, JCIDA, was entered into record (Attachment #2).
The JCIDA has no problems with this proposed project. Although they would love to see sidewalks in the park, they will not pay for them.

Motion 47-23: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve site plan for North American Tapes, 22430 County Route 196, Tax Map #73.20-1-17 for the construction of a 19,200 square foot addition as shown on plans prepared by Indian River Lake Engineering, dated 5/30/23, Plans AS101, AS102 & A-201. The exterior finish is to be consistent with the existing building.

Ayes All: Motion Carried.

A zoning permit will be needed.

Avichal Corporation – 19784 Cady Road (County Route 62) – Tax Map #90.18-1-28. Site Plan for a Convenience Store/Fueling Station. Site Plan was Previously Approved on October 6, 2021 with Conditions. They are Asking for Re-approval.

Tom Ross from Storino Geomatics, on behalf of Avichal Corporation, stated that the plans are the same as two years ago. He submitted documentation addressing the conditions from the October 6, 2021 conditional approval.

Mr. Ross stated that he has had conversations with both the Department of Health and Ag & Markets regarding the water.

At this time P & T Supply & Services is under contract to do testing required by the Department of Health and provide documentation of what will be required.

Mr. Ross stated that the waste water system is existing. At this time he can not get any further information on this system.

Mr. Boxberger stated that documentation needs to be submitted that what is in the ground will suffice or that a new system will be in place.

Mr. Ross needs to do more research on the waste water system and will submit updated documentation.

Signage will not be addressed at this time. Avichal Corporation will come back when they are ready by submitting a full sign package.

Motion 48-23: Motion by Mr. Boxberger, seconded by Mr. Vaas to grant site plan approval for Avichal Corporation, 19784 Cady Road, Tax Map #90.18-1-28 for a Convenience Store/Fueling Station as show on plans prepared by Storino Geomatics, Plans C101, dated 8/30/21, File #2021-011E, with a revision date of 2/7/22, Landscaping plan, Page C102, dated 8/30/21, revision date of 2/7/22, C501, C505 & PH101, all dated 8/30/21 all with no revision date, conditional on maintaining the same color and receipt of required information from the Department of Health regarding water and submission of evidence to ensure that the existing waste water system is satisfactory or that a new system will be put in place. This approval does not include any signage.

SIGN PERMIT

Oswego Beverage (Eagle) – 20783 Alexander Drive – Tax Map #82.00-2-1.6 – Sign Permit

Mrs. Desormo presented plans submitted by Oswego Beverage (Eagle) for review. This is a single faced sign 5′ x 7′ to be place at the front of the building. Discussion followed.

No action was taken by the Board. The Board wants clarification from Oswego Beverage as to the exact placement of the proposed signage meeting setback requirements and specific information regarding the base of the sign to include specific vegetation at base or sides of proposed signage.

Wally Mitsubishi Motors – 18822 US Route 11 – Tax Map #91.09-1-6.2 – Sign Permit.

Mrs. Desormo stated that the company installing the proposed signage has not given her the detailed information that the Board requested. Discussion followed.

No action will be taken by the board until a completed package is submitted with detailed information which meets the Board’s approval. The sign representative should appear in person.

SUBDIVISION

Tracy Edger – 24922 NYS Route 12 – Tax Map #91.07-1-20.1 – 2 Lot Subdivision.

Mrs. Desormo abstained from this discussion.

Tracy Edger approached the Board regarding a 2 lot subdivision at 24922 NYS Route 12.
Mrs. Edger wants to know how far down the property does the 150′ of road frontage required for subdivision have to be. Can the lot be tapered off down the road. Discussion followed.

The Board agreed that it can be tapered off down the property line as long as it allows for access but that the 150′ of road frontage at the road is required.

Mrs. Edger will appear at a later date when she has more information regarding a 2 lot subdivision.

Motion 49-23: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:32 p.m.
