Mr. Boxberger called the rescheduled July meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 64-22: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the June 6, 2022 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

St. Croix Leasing – 17086 US Route 11 – Tax Map #90.20-1-18 & 17096 US Route 11 – Tax Map #90.20-1-21 – 2 Lot Subdivision

Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.

The public hearing was opened at 3:01 p.m. No one from the public wished to speak. The public hearing was closed at 3:01 p.m.

Mike Romeo – 24353 Gotham Street Road – Tax Map #83.18-1-6.1 – 2 Lot Subdivision

Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.

SIGN PERMIT

Spirit Halloween (Former Bon Ton) – Salmon Run Mall) – Tax Map #82.11-1-50.21 – Sign Permit.

Skye Valerio, Spirit Halloween, submitted paperwork for temporary signage at 21073 Salomon Run Mall Loop West in the former Bon Ton Store at the Salmon Run Mall. This is the same request as in previous years and will be taken down by November 1, 2022. Discussion followed.

Motion 65-22: Motion by Mrs. Desormo, seconded by Mr. Smith to approve the sign permit application for 2 signs for Spirit Halloween, located at 21073 Salmon Run Mall Loop West as shown on a 4-page plan prepared by HighTech Signs, dated 7/6/22, conditional upon receipt of the application fee.

Ayes All: Motion Carried.

A zoning permit will be required.

Davidson Management Group – 18439 US Route 11 – Tax Map # 90.12-1-16.21 & 18443 US Route 11 – Tax Map #90.12-16.22 – Sign Permit.

Greg Fishel, Allied Sign Company, on behalf of Davidson Management Group, submitted an application for 2 signs at Davidson Management Group. The existing signage will be modified to add “Truck Repair” below Davidson at 18443 US Route 11, Tax Map #90.12-1-16.22 and add “Collision Center” below Davidson at 18439 US Route 11, Tax Map #90.12-1-16.21. Discussion followed.

Motion 66-22: Motion by Mrs. Desormo, seconded by Mr. Smith to approve the sign permit application for Davidson Management Group
18439 US Route 11, Tax Map #90.12-1-16.21 & 18443 US Route 11, Tax Map #90.12-1-16.22 as shown on a 2-page plan prepared by Allied Sign Company, dated 6/29/22.

LOT LINE ADJUSTMENT

St. Croix Leasing – 17086 US Route 11 – Max Map #90.20-1-18 (Parcel #1) & 17096 US Route 11 – Tax Map 90.20-1-21 (Parcel #2) – Lot Line Adjustment.

Tom Storino, Storino Geomatics, on behalf of St. Croix Leasing reviewed proposed plans for a lot line adjustment for 17086/17096 US Route 11. Discussion followed.

Motion 67-22: Motion by Mr. Desormo, seconded by Mr. Smith to approve a lot line adjustment for St. Croix Leasing 17086 US Route 11, Tax Map #90.20-1-18 – Parcel #1 & 17096 US Route 11, Tax Map #90.20-1-21 – Parcel #2 as shown on plans prepared by Storino Geomatics, Sheet V101, dated 6/7/22, signed by Adam Storino. The lot line adjustment consists of taking .20 acres from Tax Map #80.20-1-21- Parcel #2 and adding it to Tax Map #90.20-1-18 – Parcel #1.

Motion 68-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to grant a 2 lot subdivision for St. Croix Leasing, 17096 US Route 11, Tax Map #80.20-1-21. Parcel #3 will be 1 acre and the residual Parcel #2 will be 12.60 acres as shown on plans prepared by Storino Geomatics, Sheet V101, dated 6/7/22, signed by Adam Storino.

SITE PLAN

Jerry Vecchio – NYS Route 202 – Lot #1 – Part of Tax Map #73.19-1-5.1 – Construction of 8,400 Square Foot Gym/Hair Salon – Site Plan.

A representative from Tectonics NorthEast, Inc. and Jerry Vecchio were both present and submitted a completed application, proposed plans, SEQR, and lot descriptions for a 8,400 square foot gym/hair salon at NYS Route 202, Lot #1, Part of Tax Map #73.19-1-5.1. Discussion followed.

Board members informed Mr. Vecchio that the land for this proposed project may be part of the Jefferson County Industrial Park. If it is, it will need to be reviewed by the JCIDA to see if it is an allowable use in the Park. Discussion followed.

Mr. Vecchio called Dave Zembeci, Director of JCIDA, and was informed that the proposed land is not included in the Jefferson County Industrial Park. Mr. Vecchio will get a formal letter from Mr. Zembeci stating that it is not included in the park.

Board members reviewed the proposed plans. The Board wants the front of the building dressed up with vegetation and not just parking spots. It was suggested that the building be moved back to allow for parking and vegetative plantings. Mr. Vecchio was directed to talk to the Town of Watertown Highway Superintendent regarding water/sewer and Jefferson County regarding the driveway and bringing services under the road. Discussion followed.

Mr. Vecchio needs to submit the following:

$ Updated plans showing vegetative plantings
$ Proposed signage (if ready)
$ Dark sky compliant lighting cited on plans
$ A color rendering of the proposed building including elevations
$ Letter from JCIDA stating this property is not in the Jefferson County Industrial Park
$ Letter from Jefferson County DOT regarding the highway cut

Motion 69-22: Motion by Mr. Boxberger, seconded by Mr. Smith to scheduled a public hearing on Monday, August 1, 2022 at 3:00 p.m. for Jerry Vecchio, NYS Route 202, Lot #1 of Parcel #73.191-15.1 for the construction of a 84,000 square foot gym/hair salon.

Ayes All: Motion Carried.

This matter will be referred to the Jefferson County Department of Planning for their review.

U-Store of Watertown – Matt Turcott – NYS Route 12F – Lot #2 – (Owned by Jerry Vecchio) – Part of Tax Map #73.19-1-5.1 – Construction of Two 40′ x 120′ Storage Units – Site Plan.

Scott Weston, on behalf of U-Store Watertown, submitted a completed application, proposed plans, and SEQR for the construction of two 40′ x 120′ storage units on NYS Route 12F (Lot #2) – Part of Tax Map #73.19-1-5.1. Mr. Weston stated that he has verbal confirmation from New York State DOT for a driveway cut. Discussion followed.

Mr. Weston needs to submit the following:

$ Written confirmation for the highway cut
$ Proposed signage
$ A color rendering showing elevations
$ Dark sky compliant lighting cited on the plans

Motion 70-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to scheduled a public hearing on Monday, August 1, 2022 at 3:00 p.m. for U-Store Watertown, NYS Route 12F, part of Tax Map #73.19-1-5.1 for the construction of two 40′ x 12′ storage units.

Ayes All: Motion Carried.

This matter will be referred to the Jefferson County Department of Planning for their review.

Mr. Vaas stated that MS4 paperwork needs to completed if over 1 acre is disturbed for this proposed project.

COR – Panera Bread – 21890 Towne Center Drive – Tax Map #82.00-1-3.3 – Revised Site Plan.

The board reviewed the revised site plan submitted by Andrew Hart, Bergmann Architects, via an email dated July 9, 2022. Motion 47-22 from the June 6, 2022 Planning Board meeting was conditional upon submission of this updated site plan showing all revisions discussed at the May 9, 2022 meeting.

Motion 71-22: Motion by Mr. Boxberger, seconded by Mrs. Desormo to approve the revised site plan for Panera Bread, 21890 Towne Center Drive, Tax Map #82.00-1-3.3 as shown on plans prepared by Bergmann Architects, Pages C100, C120, C130, C150, dated 7/1/22 as this submission fulfills the conditional approval from June 6, 2022.

SIGN PERMIT

7-Eleven, Inc. – 19221 US Route 11 – Tax Map #91.05-1-6 – Sign Permit.

The Board review proposed signage submitted by 7-Eleven, Inc. 19221 US Route 11, Tax Map #91.05-1-6. Discussion followed.

Motion 72-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign application for 7-Eleven, Inc., 19221 US Route 11, Tax Map #91.05-1-6 as shown on plans prepared by LSI Graphic Solutions, dated 3/7/22 which includes a Cover Sheet, SP1, B-1, B-8, & S-1, conditional upon receipt of a completed application and fee.

SUBDIVISION

Mike Romeo – 24353 Gotham Street Road – Tax Map #83.18-1-6.1 – 2 Lot Subdivision

The Board reviewed the revised plans for a 2 lot subdivision for Mike Romeo, 24353 Gotham Street Road, Tax Map #83.18-1-6.1.

Motion 73-22: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a 2 lot subdivision for Mike Romeo, 24353 Gotham Street Road, Tax Map #83.18-1-6.1 as shown on plans prepared by Nathan Romeo, dated 5/23/20, Job 20457-B. Lot A will consist of .805 acres and Lot B will consist of 3.441 acres, conditional upon satisfactory review of lot descriptions.

LOT LINE ADJUSTMENT

T.I. Ag Park – Tax Map #82.00-1-1.5/82.00-1-1.1 – Lot #8a & Lot #9 – Re-Approval of Lot Line Adjustment That Never Got Filed.

The Board reviewed the lot line adjustment for T.I. Ag Park, Lot #8a & Lot #9, Tax Map #82.00-1-1.5/82.00-1-1.1 that was previously approved on 1/3/22 but was not filed with Jefferson County. Discussion followed.

Motion 74-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to re-approve the lot line adjustment for T. I. Ag Park, for Lot #8a & Lot #9 that was previously approved on 1/3/22 but was not filed on time as shown on plans drawn for the land of T.I. Ag Park, LLC & Michael Lundy by Kovach Land Surveying, P.C., signed by Howard Lyndaker, dated 3/31/22. This lot line adjustment consist of removing 1.370 acres from Lot #8a and adding it to Lot #9 making it 32.183 acres, conditional upon the addition of the Tax Map numbers to the plans.

Ayes All: Motion Carried.

Motion 75-22: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:33 p.m.
