Mr. Boxberger called the regular April meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Jan Waterbury will be a voting member at this meeting.
Motion 20-25: Motion by Mr. Vaas, seconded by Mrs. Waterbury to accept the minutes of the March 10, 2025 meeting as written and distributed.
Ayes All: Motion Carried
PUBLIC HEARING – SUBDIVISION
Generation Land Holdings, LLC – County Route 63 – (Massey Street Road) – Tax Map #82.20-1-2.1 – 2 Lot Subdivision.
Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.
The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.
SIGN PERMIT
Celebrations NNY, LLC – 21290 County Route 202 – Tax Map #82.11-1-41.1 – Sign Permit.
Christopher Shorkey & Steven Booth, Celebrations NNY, LLC, presented a completed application and proposed signage for 21290 County Route 202, Tax Map #82.11-1-41.1. Proposed signage includes a 3′ x 8′ sign over the entrance and 5′ x 10′ on the side of the building. Discussion followed.
Motion 21-25: Motion by Mr. Vaas, seconded by Mrs. Desormo to approve signage for Celebrations, 21290 County Route 202, Tax Map #81.11-1-41.1 for two signs on the building as shown on plans dated and signed 4/7/2025.
Ayes All: Motion Carried.
A zoning permit will be required.
LOT LINE ADJUSTMENT
Lisa Shambo – 16361 County Route 68 – Tax Map #91.00-1-37 / Ed Smith – 16472 County Route 68 – Tax Map #101.00-1-9.1 – Lot Line Adjustment.
Scott Kolb, Professional Land Surveyor, on behalf of Lisa Shambo & Ed Smith, presented proposed plans for a lot line adjustment at 16361 County Route 68, Tax Map #91.00-1-37 & 16472 County Route 68, Tax Map #101.00-1-9.1. Discussion followed.

Motion 22-25: Motion by Mr. Vaas, seconded by Mrs. Waterbury to grant a lot line adjustment to Lisa Shambo, 16361 County Route 68, Tax Map #91.00-1-37 and Edward Smith, 16472 County Route 68, Tax Map #101.00-1-91. This lot line adjustment will consist of removing 0.302 acres from Tax Map #101.00-1-91 and adding it to Tax Map #91.00-1-37 as shown on plans prepared by Scott Kolb, File #25-02-Watn., dated 3/27/2025, conditional upon satisfactory review of lot descriptions.

SUBDIVISION
Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision.
Andrew McCabe, on behalf of Gurney McCabe, presented proposed plans for a 2 lot subdivision at 20958 NYS Route 232, Tax Map #90.19-1-11. This proposed project was originally submitted in October of 2022 but never completed. Discussion followed.
A completed application and updated plans removing the structure encroaching on the property line need to be submitted.
Motion 23-25: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a public hearing for a 2 lot subdivision for Gurney McCabe, 20958 NYS Route 232, Tax Map #90.19-1-11 on Monday, May 5, 2025 at 3:00 p.m.
Ayes All: Motion Carried.
Widrick Auto Sales – 19107 US Route 11 – Tax Map #91.05-1-62.1 – 2 Lot Subdivision.
Patsy Storino, on behalf of Widrick Auto Sales, approached the Board to discuss the possibility of a subdivision that does not meet frontage requirements.
A survey of the property at 19107 US Route 11 was completed 2 years ago. Mr. Storino is asking the Board what zoning requirements needs to be met to accomplish the proposed action. Discussion followed.
Mr. Storino was advised to contact the Town of Watertown Fire Department regarding road width and NYS DOT regarding a driveway cut and provide the board with written approval.
Generations Land Holdings, LLC – County Route 63 (Massey Street Road) – Tax Map #82.20-1-2.1 – 2 Lot Subdivision.
Mike Lundy, on behalf of Generations Land Holdings, LLC, reviewed proposed plans for a 2 lot subdivision on County Route 63, Tax Map #82.20-1-2.1. The plans meet all zoning requirements. Discussion followed.
Motion 24-25: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve a 2 lot subdivision for Generations Land Holdings, LLC, Tax Map #82.20-1-2.1 as shown on plans prepared by Kovach Land Surveying, PC, Drawing #25105-1, dated 2/25/2025. This subdivision creates a 42.68 acres from Tax Map #82.20-1-2.1, conditional upon submission of the SEQR and satisfactory review of lot descriptions.

SITE PLAN
Upstate Oral Surgery – 22755 Summit Drive – Lot 9B – Tax Map #90.05-1-74 – Amended Site Plan & Sign Permit.
Scott Weston, Plans by Design, on behalf of Upstate Oral Surgery, submitted an amendment to the original site plan approved on 9/11/2023. The new plans show an adjustment to the radius of the turn in the parking lot, a slight modification to parking, and slight modification to the layout of the dumpster pads. Discussion followed.
Motion 25-25: Motion by Mr. Boxberger, seconded by Mr. Vaas to waive the requirement of a public hearing for an amendment to site plan as the modification is very minor in nature.

Motion 26-25: Motion by Mr. Boxberger, seconded by Mrs. Waterbury to waive site plan approval and grant an amendment to a previously approved site plan under Motion 69-23 for Upstate Oral Surgery, 22755 Summit Drive, Lot 9B, Tax Map #90.05-1-74 as the changes that were made are very minor and include changing the radius of the access driveway which makes the corner much easier to navigate, a slight orientation of the dumpster pads, and slight modification to the parking with no change to the number of parking spaces as shown on plans prepared by MBL Engineering, Project #24-376, dated November 25, 2024, Sheet C-101.

SIGN PERMIT
Mr. Weston, on behalf of Upstate Oral Surgery, presented proposed signage for Upstate Oral Surgery. The proposed signage includes a 4′ x 8′ doubled sided, lighted monument sign with a decorative base. Discussion followed.
Motion 27-25: Motion by Jean Waterbury, seconded by Mr. Boxberger to approve signage for Upstate Oral Surgery at 22755 Summit Drive, Lot 9B as shown Sheet No. D-100, with the latest revision date of 4/1/2025, conditional upon receipt of application fee.

Mirabito Holdings – 19950 Morse Lane – Tax Map #90.18-1-12 – Construction of a 2,400 Square Foot Office Building with an Attached Heated Storage Garage, 3,800 Square Foot 6-Bay Fueling Facility, 120 Square Foot Utility Shed, and two new 30,000 Gallon Propane Storage Tanks with Associated Equipment – Site Plan
Matthew Napieral, Napieral Consulting, on behalf of Mirabito Holdings, presented proposed plans to expand the existing propane distribution site located at 19950 Morse Lane. This expansion consists of a 2,400 square foot office-heated storage space, 4,200 square foot covered parking area for fueling and storage of trucks, two additional 30,000 gallon bulk storage tanks with associated equipment, and a 10′ x 12′ utility shed.

At this time, it is estimated that just over 1 acre of land will be disturbed. Discussion followed. Mr. Napieral stated that they will work on modifying the plans so under 1 acre of land will be disturbed.
Elevations, a coloring rendering, and updated plans showing the total amount of disturbed land need to be submitted prior to the public hearing.
Motion 28-25: Motion by Mr. Boxberger, seconded by Mrs. Waterbury to schedule a public hearing for site plan review for Mirabito Holdings, 19950 Morse Lane, Tax Map #90.18-1-12 on Monday, May 5, 2025 at 3:00 p.m.
Ayes All: Motion Carried.
Motion 29-25: Motion by Mrs. Waterbury, seconded by Mr. Vaas to adjourn the meeting at 3:50 p.m.
