Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 29-22: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the March 7, 2022 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 30-22: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the May meeting of the Town of Watertown Planning Board to May 9, 2022 at 3:00 p.m.

Ayes All: Motion Carried

PUBLIC HEARING – SUBDIVISION

KDM Alliance, LLC – US Route 11 – Tax Map #91.05-1-2.6 – 2 Lot Subdivision

Legal notice was posted in the newspaper and proof was provided that adjacent property owners were notified.

The public hearing was opened at 3:02 p.m.. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.

Drop Zone Storage – County Route 202 – Tax Map #82.07-1-7.3 – Office & Storage Facility – Site Plan.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:03 p.m. No one from the public wished to speak. The public Hearing was closed at 3:03 p.m.

SIGN PERMIT

Kay Jewelers – 21877 Towne Center Drive – Tax Map #82.00-1-3.3 – Sign Permit.

Dan Gill, Atomic Signs, on behalf of Kay Jewelers, presented proposed signage for Kay Jewelers, 21877 Towne Center Drive.

These plans show proposed signage for three signs which will replace signage from the previous tenant. The Pylon sign will also be replaced with a new Kay Jewelers sign. Discussion followed.

Motion 31-22: Motion by Mrs. Desormo, seconded by Mr. Smith to grant sign approval to Kay Jewelers for signage at 21877 Towne Center Drive, Tax Map 82.00-1-3.3 as shown on plans prepared by Ruggles Signs, dated 2/18/22, Pages 3, 4, 6, 10, & 18

Louis/Jerrid Ives – M& K Truck & Auto Repair – 17630 Old Rices Road – Tax Map #90.19-1-3.1 – Update on Previously Approved Sign (7/10/17).

Jerrid Ives presented proposed signage for his business located at 17630 Old Rices Road, Tax Map #90.19-1-3.1. He was approved for a 4′ x 12′ sign on 7/10/17, however, he never put it up. The new plans show a sign 4′ x 8′ which will be on both the front and rear of the building. Discussion followed.

Motion 31-22: Motion by Mrs. Desormo, seconded by Mr. Smith to grant sign approval to Louis/Jerrid Ives for M & K Truck & Auto Repair located at 17630 Old Rices Road, Tax Map #90.19-1-3.1 as shown on a Page 1, showing the dimensions and color, dated 4/4/22.

Ayes All: Motion Carried.

The applicant will come back with the completed application and fee.

SUBDIVISION

KDM Alliance, LLC – US Route 11 – Tax Map #91.05-1-2.6 – 2 Lot Subdivision.

Rob Busler, LaFave, White & McGivern, on behalf of KDM Alliance, submitted lot descriptions, the application fee, and a proposed site plan which includes a water/sewer accessibility plan with Summit Wood. Discussion followed.

Motion 32-22: Motion by Mr. Boxberger, seconded by Mr. Smith to grant subdivision approval for KDM Alliance, LLC, US Route 11, Tax Map #91.05-1-2.6 for a 2 lot subdivision. Lot 1B-1 will consist of 1.42 acres, Lot 1B-2 will consist of 1.27 acres as shown on plans prepared by LaFave, White & McGivern, signed by Robert Busler, dated 2/28/22, File #2022K-01, Sheet 1 of 1, conditional upon satisfactory review of lot descriptions and acceptance of the provisional easement of the water and sewer plan to the Town.

Harry Wilson – County Route 60 – Tax Map #82.07-1-1.9 – 2 Lot Subdivision

No one was present.

SITE PLAN

Drop Zone Storage – County Route 202 – Tax Map #82.07-1-7.3 -Office & Storage Unit Facility – Site Plan.

The comments from the Jefferson County Department of Planning dated 3/31/22 were entered into record (Attachment #1).

Gary Bass, Drop Zone Storage submitted updated plans as requested. The SWPPP is still being prepared and will be submitted by Dallas Mason, Nexamp. The SEQR still needs to be submitted. Discussion followed.

Motion 33-22: Motion by Mrs. Desormo, seconded by Mr. Vaas to grant site plan approval for Drop Zone Storage, County Route 202, Tax Map #82.07-1-7.3 as shown on plans prepared by Drew Architecture, the replaced SK2, dated 4/4/22, which show the relocation of the office building, will supercede all other drawings regarding the office, SK3, SK4, SK6, SK7, SK8, SK9, SK10, all dated 3/4/22 show all other buildings, conditional upon receipt of the SEQR and SWPPP.

Ayes All: Motion Carried.

A zoning permit will be needed.

Panera Bread – 21890 Towne Center Drive (formerly TGI Friday’s – COR Plaza) – Tax Map #82.00-2-3.3 – Site Plan

Catherine Johnson, Attorney for COR and Andrew Hart, Bergmann Associates, presented proposed site plans for Panera Bread, 21890 Towne Center Drive, Tax Map #82.00-0-3.3. Panera Bread will be moving from its current location to the former TGI Friday’s building located at 21890 Towne Center Drive, Tax Map #82.00-2-3.3. This move will allow Panera Bread to create a drive-thru window. Discussion followed.

The Board is requesting that a sidewalk along Route 3 be included on the site plan. Proposed signage will be submitted by the next meeting.

Motion 34-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Monday, May 9, 2022 at 3:00 p.m. for site plan of Panera Bread’s new location at 21890 Towne Center Drive.

This matter is being referred to the Jefferson County Department of Planning for review.

Lunco Corporation – CWT Hatchery – TI Ag Park – Lot #8 – Alexander Drive – Tax Map #82.00-2-1.5

Mike Lundy submitted revised plans for CWT Hatchery, Lot #8 in the TI Ag Park on Alexander Drive, Tax Map #82.00-2-1.5. Discussion followed.

Motion 35-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval for CWT Hatchery located on Lot #8 in the TI Ag Park, Alexander Drive, Tax Map #82.00-2-1.5 as shown on revised plans prepared by MBL Engineering, with a final revision date of 4/1/22, Sheets C-101, C-102, C-103, & C-104, conditional upon submission of the SWPPP. The new plans reflect only minor revisions to traffic, lighting, and the building location from the previously approved plans.

Washington Summit Associates, Inc. – AAA Building Relocation to
Lot #7 – 22708 Summit Drive – Tax Map #91.05-1-72 – (Previously approved plans have expired.)

Mike Lundy submitted updated plans to relocate the AAA Building from 19472 US Route 11 to Lot #7, 22708 Summit Drive at Washington Summit – Tax Map #91-05-1-72. This proposed project was given a conditional approval on 6/1/2020 and a six month
extension on 12/7/2020, however, it was never completed. Discussion followed.

Motion 36-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing on Monday, May 9, 2022 at 3:00 p.m. for site plan of Washington Summit Associates plans to relocate the AAA building from 19472 US Route 11 to Lot #7, 22708 Summit Drive at Washington Summit.

Ayes All: Motion Carried.

This project is being referred to the Jefferson County Department of Planning for review.

Washington Summit Associates – Office & Maintenance Building – Lot #8 Washington Summit – Tax Map #91.05-1-17.251

Mike Lundy presented proposed plans for an Office & Maintenance Facility on Lot #8, Washington Summit, Tax Map #91.05-1-72. Discussion followed.

Motion 37-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing on Monday, May 9, 2022 at 3:00 p.m. for site plan of Washington Summit Associates plans for a new office & maintenance facility on Lot #8 at Washington Summit, conditional upon submission of a completed application.

Ayes All: Motion Carried.

This project is being referred to the Jefferson County Department of Planning for review.

Mike Lundy – Discussion of Road Modification at Washington Summit.

Mike Lundy discussion road modifications that are currently being discussed at Washington Summit between Samaritan Medical, Washington Summit Associates, City of Watertown, and the Town of Watertown. Discussion followed.

An informal planning session with the Town Supervisor, Highway Superintendent, a few Planning Board members, and Mike Lundy will be scheduled to discuss these proposed modifications.

Planning Board members would also like to address sidewalks at Washington Summit.

Jefferson County Industrial Park – Lot #10 & Lot #11 – Tax Map #73.20-1-2.17 – Sketch Plan Conference

Mike Lundy stated that he is working with two companies that have expressed interest in Lot #10 & Lot #11 in the Jefferson County Industrial Park.

Mr. Lundy had previously submitted drawing for buildings on both lots, however, he has now updated the engineering drawings to fit the needs of the prospective tenants. Discussion followed.

The Board stated that both project would be considered new projects and have to go through full site plan review.

Mr. Lundy will be meeting with the JCIDA regarding zoning and covenants regulations for these proposed projects soon.

Mr. Lundy will come back to the Planning Board once he has completed the required paperwork.

Motion 38-22: Motion by Mr. Smith, seconded by Mr. Vaas to adjourn the meeting at 4:40 p.m.
