Mr. Boxberger called the regular March meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 14-25: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the January 27, 2025 meeting as written and distributed.
Ayes All: Motion Carried
On 2/27/25, the Board scheduled a Special Meeting of the Town of Watertown Planning Board for Monday, February 10, 2025 at 3:00 p.m. to address the James Waller/David Burnash lot line adjustment provided that Mr. Waller’s zoning violation had been satisfied with the Town.
Mr. & Mrs. Burnash appeared on 2/10/25 and were informed that the violation was not satisfied, therefore, the Board can not take any action and there would be no meeting.
SITE PLAN
Grindstone Group, LLC – NYS Route 12F – Tax Map #73.19-1-5.6 – Revised Site Plan for Front Setback Requirements.
Scott Weston, Plans by Design, on behalf of Grindstone Group, appeared before the Board for a revised site plan approval for the construction of self storage units that do not meet front setback requirements.
Mrs. Desormo stated that the site plan was conditionally approved on 1/27/25 awaiting comments from the Jefferson County Department of Planning. The Planning Board missed that the front did not meet setback requirements. Discussion followed.
Motion 15-25: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Grindstone Group, LLC, NYS Route 12F, Tax Map #73.19-1-5.6 as shown on updated plans C100 & C200, prepared by Plans by Design with a revision date of 3/7/25, showing the small building meets front set back requirements.

SUBDIVISION
Greg Harmych – 22727 Swan Road – Tax Map #91.13-1-10 – 3 Lot Subdivision
Greg Harmych presented proposed plans for a 3 lot subdivision at 22727 Swan Road. Mr. Harmych recently purchased this property from James Waller. He is remodeling the house. He is working on cleaning up the property.
He has been notified that this property has pending zoning violations which need to be satisfied before any final approvals can be granted.
Mr. Harmych wants to make sure that his plans for a 3 lot subdivision meets zoning requirements. Discussion followed

The Board stated that proposed lots meet zoning requirements. A completed application with a water yield test, survey, and lot descriptions needs to be submitted.
Mr. Harmych can contact the Town Clerk to be placed on the agenda once he has satisfied the zoning violations and has the required paperwork.
The Lawman Group/Robbins Family Trust – County Route 63 – (Massey Street Road) – 2 Lot Subdivision.
Mike Lundy & Cory Lawler, on behalf of Robbins Family Trust, approached the Board regarding a 2 lot subdivision on County Route 63 (Massey Street Road).
Mr. Lundy stated that they are also asking for the Board’s support in extending the Manufacturing Zone for the entire property.
Mr. Boxberger stated that the Board has met with the Tug Hill commission, at the Supervisor’s request, and they are going to provide a few options to present to the Town Board for consideration. One option would be for the 1 parcel and the second option would be for everything in the quadrant on the one side of the road to be included in the Manufacturing Zone. Discussion followed.
Mr. Lundy also stated that they may want to look at some of the zoning criteria in the Manufacturing Zone.
Mr. Boxberger stated that, with everyone’s approval, he will schedule a special meeting with the Tug Hill Commission so a completed packet can be prepared by the April meeting for review and submission to the Town Board.
Motion 16-25: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a Special Meeting on March 24 2025 at 1:00 p.m. with the Tug Hill Commission to discuss zoning regulations.

Motion 17-25: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing for a 2 lot subdivision for Generations Land Holdings, LLC, Tax Map #82.20-1-2.1 located on County Route 63 (Massey Street Road) for Monday, April 7, 2025 at 3:00 p.m.
Ayes All: Motion Carried.
SIGN PERMIT
Taichi Bubble Tea – COR Plaza – 21852 Towne Center Drive – Tax Map #82.00-2-3.3 – Sign Permit.
Mrs. Desormo submitted proposed signage plans submitted by Taichi Bubble Tea for two signs located at 21852 Towne Center Drive. One sign is on the front of the building and the second is on the rear of the building. Discussion followed.
Motion 18-25: Motion by Mr. Smith, seconded by Mr. MacAdam to approve signage for Taichi Bubble Tea, 21852 Towne Center Drive, Tax Map #82.00-2-3.3 as shown on a 3 page plan prepared by Win Ying, dated 2/5/25 & 2/12/25.
Ayes All: Motion Carried.
