Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 7-15: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the January 15, 2015 meeting as written and distributed.

Ayes All: Motion Carried.

Mrs. Desormo announced that a tentative meeting has been scheduled for Monday, March 16, 2015 at 2:00 p.m. with the Town Board to review changes the Planning Board has been working on.

SIGN PERMIT

Nicki Kogut – 23031 Spring Valley Drive – Sign Permit

No one was present.

Valentine Stores, Inc. (Nice N Easy) – Corner of NYS Route 12F & Salmon Run Mall Road – New signage on the side and rear of the building.

Mike Britton, Signs & Designs, on behalf of Valentine Stores, Inc. submitted a completed application and plans for new signage on the side and rear of the store located at the Corner of NYS Route 12F & Salmon Run Mall Road. Discussion followed.

Motion 8-15: Motion by Mr. Boxberger, seconded by Mr. Smith to authorize the Zoning Officer of the Town of Watertown to issue sign permits to allow the installation of signage totaling 96 square feet maximum on each exposure of the Nice N Easy Store located on the Corner of NYS Route 12F and Salmon Run Mall Road as shown on two plans both Project #108836, Drawing #A1.0. The proposed rear signage is dated 3/2/15 and the proposed side signage is dated 1/13/15.

SUBDIVISION

Morgan Development – County Route 202 – Tax Map #82.11-1-35.221 – 2 lot subdivision for financing purposes for new development. Needs to be referred to the ZBA.

Rob Busler, LaFave, White & McGivern, on behalf of Morgan Development, presented proposed plans for a 2 lot subdivision for financing purposes for the proposed new development on County Route 202. Discussion followed.

The planning board cannot take any action on this request as it violates setback requirements. It must go before the ZBA for a variance request.

It is the consensus of The Town of Watertown Planning Board that they have no negative issues with the variance request of side setback requirements. The board does have questions regarding the location of the proposed line and the irregularity of the lots. The board would like to see the line follow the main entrance creating a consistent parcel.

SITE PLAN

Andrew/Jessica Beuttenmuller – 23976 Gotham Street Road – Preliminary discussion regarding a tree farm.

Andrew Beuttenmuller & Steve Hall approached the board regarding the possibility
of having a tree farm, construction of a barn, and raising a few chickens and goats on Mr. Beuttenmuller’s property on Gotham Street Road. Mr. Beuttenmuller recently purchased an additional parcel adjacent to his property at 23976 Gotham Street Road. The board was also asked whether he should combine the two parcels as one or leave them as two. Discussion followed.

The board stated that Mr. Beuttenmuller can grow trees on his property without any permits but he cannot sell them on the property. He can construct a barn with the usual Town and County permits meeting all setback requirements.

As far as the animals, he may want to approach the Jefferson County Department of Planning and/or the Soil & Water Conservation Department regarding creating an agriculture district. The board suggested that he leave the two parcel as they are until he has some direction regarding the agriculture designation.

Mr. Rick’s Bakery – 17099 US Route 11 – Site plan review

No one was present.

Jeff Desormo – Precision Auto Glass – 18564 US Route 11 – Site plan review

No one was present.

Sullivan’s Body Shop – 17085 US Route 11 – Construction of an addition to the existing building.

Stephen and Keith Sullivan submitted an application and proposed plans to construct a 40′ x 40′ addition to the existing building at 17085 US Route 11. Discussion followed.

Motion 9-15: Motion by Mrs. Desormo, seconded by Mr. MacAdam to waive site plan review for Sullivan’s Body Shop, Inc., 17085 US Route 11. They will replace a 20′ x 40′ addition with a 40′ x 40′ addition. This addition is a continuation of the existing building and meets all setback requirements and will match all elevations and color patterns.

Abstention – 1: Motion Carried.

Don Davidson – US Route 11 – Presentation on Solar Panels

Mr. Davidson submitted a handout for board member to review and submitted an aerial rendering of solar panels used by their properties on US Route 11. Mr. Davidson spoke about the solar panel technology and the benefits to their company. Discussion followed.

Mr. Boxberger stated that the Town Board has asked the Planning Board to look into creating regulations for green power, wind power & solar power. It is anticipated that the regulations will be basic and set up to control setbacks, screening and capacity.

Longhorn Steakhouse – NYS Route 3 – Facade change

Mary Dudo, Salmon Run Mall, on behalf of Longhorn Steakhouse, re-addressed a proposed change to the facade that was initially addressed at the January 15, 2015 meeting. Ms. Dudo stated that this is the new design of all Longhorn Steakhouses. It was created to give it a new identity and set it apart from Olive Garden. New photo’s were submitted for the board to review. Discussion followed.

Motion 10-15: Motion by Mr. Boxberger, seconded by Mr. Smith to amend the originally approved site plan for Longhorn Steakhouse, dated 9/9/14, to reflect the revised exterior building as indicated on drawings consisting of 3 pages showing elevations signed by MW, dated 12/19/14.

Ayes All: Motion Carried.

Motion 11-15: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 8:30 p.m.
