Mr. Boxberger called the special meeting of the Town of Watertown Planning Board to order at 8:30 a.m.

Legal notice was published in the newspaper.

The public hearing was opened at 8:32 a.m. No one from the public wished to speak. The public hearing was closed at 8:32 a.m.

Kevin & Todd Morgan, Morgan Development, Joel Bartlett, Town Supervisor, John Maguire, Town Highway Superintendent, and Mickey Lehman, Town Engineer were present at the meeting.

Kevin Morgan and Joel Bartlett stated that they are in the process of getting an appraisal of the land for the connector road and are confident that they will be able to negotiate transfer of the land in a few weeks.

Mr. Boxberger stated that the reason the Planning Board is concerned with the transfer of the land for the connector road is that this is something the Planning Board and Town Board have been working on for a long time. When funds become available, the Town will construct the road. If they don’t address the transfer of land now, it will never happen.

The board agreed that construction of the connector road will not restrict Morgan Development from moving ahead on their proposed project. The Town needs to ensure that there will be transfer of the land prior to site plan approval. The actually construction depends on the budget and agreements with other parties and does not have a firm date for completion.

Mr. Boxberger referred to the Jefferson County Department of Planning comments from a letter dated 8/28/14 on future connection to the adjacent property to the north of the proposed development as a requirement of the Neighborhood Commercial District. Discussion followed.

Kevin Morgan stated that they would not consider providing access to their private property as it is strictly residential and may create safety issues. Planning Board members agree that the requirement of the Neighborhood Commercial District should not apply to residential property.


Garth Winterkorn, Costich Engineering, submitted updated material for SEQRA Determination and updated plans addressing sidewalks and landscaping on County Route 202 as asked at the October 9, 2014 meeting.

The board discussed the proposed sidewalks and crosswalks on the plans. The main concern is pedestrians crossing a busy road. The developer will address lighting and contact the County regarding the crosswalks and possible signage warning traffic of the pedestrian crossings. The speed limit was also discussed. The developer will contact New York State regarding a possible reduction of the speed limit.

Mr. Lehman stated all his concerns regarding the SWPPP have not been answered. He feels that a meeting with Mr. Winterkorn is needed before he gives his final approval on the SWPPP. Discussion followed.

Mr. Vaas will not make his final SEQRA Determination until all outstanding issues regarding the SWPPP have been addressed to Mr. Lehman’s satisfaction.

Mr. Winterkorn and Mr. Lehman will meet to finalize all SWPPP issues and appear at the November 4th meeting. This will also allow the Town and the Morgans to finalize the transfer of the property for the land.

Motion 85-14: Motion by Mr. Smith, seconded by Mr. Boxberger to adjourn the meeting at 9:15 a.m.
