Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 48-15: Motion by Mr. Vaas, seconded by Mr. MacAdam to accept the minutes of the June 1, 2015 meeting as written and distributed.

Ayes All: Motion Carried.

Mr. Boxberger announced that the public hearing would be held at 7:15 p.m. tonight as several people who are interested in attending would not be here at 7:00 p.m.

SIGN PERMIT

NASCO – Donna Yang – Beam Mack – 22048 Salmon Run Mall Road – Sign Permit

Donna Yang submitted updated plans for Beam Mack, 22048 Salmon Run Mall Road. Discussion followed.

Motion 49-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to authorize the Zoning Officer for the Town of Watertown to issue a sign permit for Beam Mack, 22048 Salmon Run Mall Road for a 20′ two-pole sign as shown on plans prepared by Allen Industries, NMP- 60 Pylon Sign, Page 2, signed by Donna Yang, dated 6/29/15 and also replacement of all building signs with the new updated Mack sign, conditional upon mulch and flowers being planted at the base of the sign.

Ayes All: Motion Carried.

LOT LINE ADJUSTMENT

Ed & Ann Davis – 17192 Ives Street Road – Tax Map #90.19-1-8.1 – Lot Line Adjustment.

Patsy Storino submitted preliminary plans for a lot line adjustment for Ed & Ann Davis, 17192 Ives Street Road, Tax Map #90.19-1-8.1. Discussion followed.

The board has no concerns with the proposed plans. Mr. Storino will come back when plans have been finalized.

John Sovie – 25820 County Route 160 – Tax Map #91.08-1-2.3 – Lot Line Adjustment.

John Sovie submitted a completed application, lot descriptions, and proposed plans for a lot line adjustment at 25820 County Route 160, Tax Map #91.08-1-2.3. Discussion followed.

Motion 50-15: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a lot line adjustment for John Sovie, 25820 County Route 160, Tax Map #91.08-1-2.3. Lot A will consist of 5.9 acres and Lot B will consist of 31.38 acres. The lot adjustment does not change the frontage of either lot only the acreage involved. This is shown on a survey prepared by William Dorr, dated 6/2/15, File 15-9, conditional upon satisfactory review of lot descriptions.

PUBLIC HEARING – SITE PLAN

Todd Badalato/Cold Brook Development, LLC – Gotham Street Road – Tax Map #91.07-1-24.1 – 4 Lot Subdivision

Legal notice was posted in the newspaper and evidence that adjacent property owners were notified.

The public hearing was opened at 7:16 p.m.

Bart Bonner, 23967 County Route 67, reviewed the proposed plans for a 4 lot subdivision on Gotham Street Road and made the following comments:

He stated that he has concerns with development at the rear of this parcel.

The board stated that the issue before the board is a 4 lot subdivision only.

Mr. Bonner does not want the stream disturbed.

The board stated that issue would be addressed during construction.

Mr. Bonner wants to be notified if any further development is proposed for this property. He has no concerns with the 4 lot subdivision on Gotham Street Road.

The public hearing was closed at 7:26 p.m.

SUBDIVISION

Sandy Hill – US Route 11 – Tax Map #100.07-2-17.1 – 3 Lot Subdivision

Patsy Storino, on behalf of Sandy Hill, submitted a completed application, SEQRA, owner authorization, lot descriptions, and updated plans for a 3 lot subdivision on US Route 11, Tax Map #100.07-2-17.1. Discussion followed.

Motion 51-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for 7:00 p.m., August 3, 2015 for a 3 lot subdivision for Sandra Hill, US Route 11.

SITE PLAN

Todd Badalato/Cold Brook Development, LLC – Gotham Street Road – Tax Map #91.07-1-24.1 – 4 Lot Subdivision.

Todd Badalato submitted a completed application and updated plans for a 4 lot subdivision on Gotham Street Road, Tax Map #91.07-1-24.1. Discussion followed.

Mr. Badalato needs to submit an inset of the entire lot, a modified SEQRA, and lot descriptions. Also Lot #1 needs to be modified as the lines are not finished.

Motion 52-15: Motion by Mr. Boxberger, seconded by Mr. Vaas to grant a 4 lot subdivision for Todd Badalato/Cold Brook Development, LLC located at Gotham Street Road, Tax Map #91.07-1-24.1. Lot #6 will be 1.15 acres, Lot #5 will be 1.16 acres, Lot #7 will be 3.09 acres, and the residual parcel will be 95 acres, as shown on plans prepared by Michael Battista, Licensed Land Surveyor, dated 6/18/15, conditional upon submission of a completed SEQRA, lot descriptions, an inset of the entire parcel, completed lot line for Lot #1, and satisfactory review of lot descriptions.

Ruth & Russ Greenwood – 20356 County Route 63 – Tax Map #90.07-1-29 – 2 Lot Subdivision.

No one was present.

Mark O’Hara – 19632 Hillside Drive – Tax Map #82.20-2-65 – 4 Lot Subdivision.

Mark O’Hara presented preliminary plans for a 4 lot subdivision at 19632 Hillside Drive, Tax Map #82.20-2-65.

This parcel may not be allowed to be subdivided as it may only be approved for 1 lot in the sewer district. The sewer system is at the maximum capacity. Mr. O’Hara needs to check his deed if he believes that the parcel can be subdivided.

Another option for Mr. O’Hara to pursue is to contact an engineer to see if it is feasible to design an acceptable raised-bed sewer system.

Lisa Shambo – 16057 Hamp Road – 2 Lot Subdivision.

Ed Smith and Lisa Shambo submitted preliminary plans for a 2 lot subdivision at 16057 Hamp Road. Discussion followed.

There may be a problem with an abandoned road which cannot be used toward the required road frontage. Each parcel needs 150′ of road frontage on a public road. Ms. Shambo needs to check with the Town of Watertown Highway Superintendent or have the surveyor check for her.

A completed application, lot descriptions, and survey need to be submitted.

SITE PLAN

Tracey Road Equipment – 19598 Cady Road – Tax Map #90.18-1-22.2 – 24′ x 45′ Addition to the Existing Building.

Victor Natali, Branch Manager, for Tracey Road Equipment presented preliminary plans for a 24′ x 45′ cold storage addition to the existing building at 19598 Cady Road. The addition will match the existing building. Discussion followed.

Mr. Natali needs to submit a completed application, site plan including a schematic and rendering of the proposed addition showing elevations, and an overhead plat showing the location and separation distances from lot lines. If this information is satisfactory, site plan review may be waived as this proposed project is less than 1,100 square feet with no impact on the existing site plan.

Griffith Energy – 21822 Gillette Road – Tax Map #90.12-1-17 – Construction of an Office Building.

No one was present.

Lundy Development & Property Management, LLC – Washington Summit – Lot #8 – Tax Map #91.05-1-17.251 – New building for Watertown Ambulance & Washington Summit Associates, LLC.

Mike Lundy submitted updated paperwork for site plan that was approved on June 1, 2015 for Lot #8 in Washington Summit as requested.

Lundy Development & Property Management, LLC – Tax Map #73.20-1-2.6 – Site plan for a 10,000 square foot warehouse on Lot 2B in the Jefferson County Industrial Park.

Mike Lundy submitted updated paperwork for site plan that was approved on June 1, 2015 for Lot #2B in the Jefferson County Industrial Park. Discussion followed.

There is no need for a SWPPP as the parcel is under 1 acre. They still need to apply for county permits and utilities should be done with an easement.

Lundy Development & Property Management, LLC – Lot #4B – Washington Summit – 5,345 Square Foot Office Building.

Mike Lundy submitted a completed application, SEQRA, and proposed plans for a 5,345 square foot office building on Lot #4B in Washington Summit. Discussion followed.

This project will be referred to the Jefferson County Department of Planning.

Motion 53-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for 7:00 p.m. on August 3, 2015 for LUNCO for a 5,345 square foot office building on Lot #4B in Washington Summit.

Lundy Development & Property Management, LLC – Jefferson County Industrial Park – Lot #10 & 11 – New Agricultural Processing Center.

Mike Lundy submitted an application, short form SEQRA along with a copy of the previous Negative Declaration for Lot #10 & 11 which will be modified as needed, and proposed plans for New York Meat Company which will be overseen by the USDA. Discussion followed.

The board stated that they need a long form SEQRA and a new Negative Declaration to be submitted.

Mike Lundy outlined the preliminary plans for the proposed project which will consist of 3 phases. Discussion followed.

Mr. Vaas stated that he needs to investigate the regulations to schedule a Public Scoping Session for this proposed project. He will have more information at the August meeting.

The board agreed that both the Public Scoping Session and Public Hearing should be scheduled as special meetings.

Mr. Lundy will submit a proposed site plan package to submit to the Jefferson County Department of Planning in August.

It was suggested that the board should contact an outside consultant familiar with this type of project for guidance regarding regulations. Mike Lundy will provide a list of possible municipalities from other states to contact.

Motion 54-15: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 9:45 p.m.
