Mr. Boxberger called the regular October meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 103-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special workshop meeting with the Tug Hill Commission to discuss zoning regulation on Wednesday, October 19, 2022 at 3:30 p.m.

Ayes All: Motion Carried.

Motion 104-22: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the September 7, 2022 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision.

Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

PUBLIC HEARING – SITE PLAN

Washington Summit Associates, LLC – Tax Map #91.05-1-11.31 – Construction of a 30,000 Square Foot Multi-Tenant Medical Center – Site Plan.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:03 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.

SUBDIVISION

Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision

Rob Busler, LaFave, White & McGivern, on behalf of Gurney McCabe, contacted Mrs. Desormo asking that this matter be tabled until the November 2022 meeting as they have not heard back from NYS DOT regarding the highway cut.

Salmon Run Mall Shopping Center, LLC – Tax Map #82.11-1-50.21 – 2 Lot Subdivision.

Thomas Shepardson, Whiteman, Osterman & Hanna, LLP, on behalf of Salmon Run Mall Shopping Center, LLC, submitted a completed application and proposed survey for a 2 lot subdivision on proposed Lot #5 – Tax Map #82.11-1-50.21. Discussion followed.

Motion 105-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Monday, November 7, 2022 at 3:00 p.m. for a 2 lot subdivision on Lot #5, Tax Map #82.11-1-50.21 for the Salmon Run Mall Shopping Center, LLC.

Ayes All: Motion Carried.

Kelli Montana – 20722 Shepard Street – Tax Map #83.15-1-43.2 – 2 Lot Subdivision/Lot Line Adjustment.

Patsy Storino, on behalf of Kelli Montana, submitted a completed application and proposed plans for a 2 lot subdivision/lot line adjustment at 20722 Shepard Street, Tax Map #83.15-1-43.2. Discussion followed.

Motion 106-22: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing on Monday, November 7, 2022 at 3:00 p.m. for a 2 lot subdivision for Kelli Montana for property located at 20722 Shepard Street, Tax Map #83.15-1-43.2.

Ayes All: Motion Carried.

SITE PLAN

North American Tapes – 22430 County Route 196 – Tax Map #73.20-1-17 – Addition to the Existing Building – Site Plan.

No one was present.

Dick’s Sporting Goods – Towne Center Drive – Tax Map #82.00-1-3.1 – Construction of a 50,000 Square Foot Building – Site Plan.

Tim Freitag, Project Manager for Bohler Engineering, on behalf of Dicks Sporting Goods, submitted proposed plans for the construction of a 50,000 square foot Dick’s Sporting Goods Store at Towne Center Drive – Tax Map #82.00-1-3.1. Discussion followed.

The following issues need to be addressed:

• The sidewalk needs to be extended to the end of the proposed parking lot
• Proposed lighting on the building needs to be cited on the plans
• A vegetative landscaping plan needs to be submitted addressing landscaping along the side of the building facing Towne Center Drive, the front of the proposed building, and in the parking area.

Mr. Vaas will review the SWPPP.

There was also discussion as to what would be considered frontage for this proposed building. The Board feels that Towne Center Drive would be used for frontage, the proposed plans show the parking lot facing Route 3 as frontage. Discussion followed.

The Board will have the Town’s Attorney review the proposed plans to make a decision regarding frontage.

Motion 107-22: Motion by Mrs. Boxberger, seconded by Mr. MacAdam to scheduled a public hearing on Monday, November 7, 2022 at 3:0 p.m. for site plans review for a proposed 50,000 square foot Dick’s Sporting Goods Store at Towne Center Drive, Tax Map #82.00-1-3.1.

Ayes All: Motion Carried.

This matter has been referred to the Jefferson County Department of Planning.

AT&T – 22867 County Route 67 – 5G Antenna’s on Town’s WaterTower – Site Plan.

Mr. Boxberger reminded the Board that the Town imposed a moratorium on cell towers for one year.

A representative from AT&T submitted proposed plans for upgrades to the existing equipment on the water tower. Discussion followed.

The Planning Board is in the process of reviewing new technology associated with 5G. This request will be tabled until early next year so the Board can educate themselves on the new technology. Mr. Vaas asked that he be provided with a radio frequency report.

Watertown Pediatrics/KDM – Howell Drive – Tax Map #91.05-1-2.6 – Site Plan

Robert Sands, Bette Cring, on behalf of Watertown Pediatrics & KDM submitted proposed plans for a 4,968 square foot single-story medical office building on Tax Map #91.05-1-2.6 for Watertown Pediatrics.

KDM owns the land and was previously granted a 2 lot subdivision. KDM needs to provide a sewer connection plan before Watertown Pediatrics will purchase the land. Discussion followed.

The Board does not feel that they can move forward with a public hearing until the sewer agreement has been resolved.

The matter is being referred to the Jefferson County Department of Planning for their comments.

Robert Sands will come back when he has proof that a sewer agreement is in place.

Washington Summit Associates, LLC – Tax Map #91.05-1-11.31 – Construction of a 30,000 Square Foot Multi-Tenant Medical Center – Site Plan Lot Line Adjustment.

The comments from the Jefferson County Department of Planning, dated 9/26/22, were entered into record (Attachment #1).

Mr. Lundy will prepare paperwork for a lot line adjustment by the next meeting.
He will also prepare a SWPPP for the entire project. Discussion followed.

Mr. Lundy needs to submit elevations, a lighting plan, an easement showing the water/sewer connection hook up, all neighboring properties need to be cited on the plans, and proposed signage.

Mrs. Desormo offered to consult with the Town Board concerning a walkway on both sides of the road. Discussion followed.

Mr. Lundy suggested that he petition the Town Board to ask that the shoulder be extended on the entire road so a sidewalk can be on both sides of the road.

No action will be taken tonight.

Motion 108-22: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a special meeting of the Town of Watertown Planning Board for Wednesday, October 19, 2022 at 3:00 p.m. for any town project before the Board.

Ayes All: Motion Carried.

L2, LLC – T.I. Ag Park – Mike Lundy – Lot #6 – Tax Map #82.00-4-1.7 – Construction of a 12,000 Square Foot Multi-Tenant Retail Building – Tax Map #82.00-4-1.7 – Site Plan.

Mr. Lundy submitted updated plans for a 12,000 square foot multi-tenant retail building on Lot #6, Tax Map #82.00-4-1.7 in the T.I. Ag Park as requested at the September meeting. Mr. Lundy stated that he has been out-of-town and just received these updated plans and feels they need additional modification. He will bring back new updated plans at the November meeting.

Mr. Lundy asked the Board if there is any possibility that the requirement of 50% being dedicated to green space can be revised especially regarding big projects. Discussion followed.

The Board stated that they are currently revisiting zoning requirements and will look at this regulation.

SIGN PERMIT

U-Store – NYS Route 12 – Sign Permit.

No one was present.

The proposed signage information that was submitted via email was incomplete.

The Board will not take action on this matter until completed plans are submitted.

Mr. Boxberger announced that Jean Waterbury has been approved as an alternate board member of the Town of Watertown Planning Board. To make this official, the Town Board needs to do a Resolution at their October meeting.

Motion 109-22: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:45 p.m.
