Members Absent: David D. Prosser, Councilman

Supervisor Bartlett opened the meeting with Pledge of Allegiance followed by roll call of members present at 7:00 pm. Attorney Russell was also present.

MOTION #68-2019

Supervisor Bartlett moved to adopt the minutes from the September 12, 2019 meeting, Councilman McAtee seconded.

Supervisor Bartlett introduced proposed Local Law #2 of 2019. A Local Law to override the tax levy limit established by Section 3-C of the New York General Municipal Law.

MOTION #69-2019

Supervisor Bartlett moved to schedule at Public Hearing Thursday October 24, 2019 at 7:00 pm concerning proposed Local Law #2 of 2019. A Local Law to override the tax levy limit established by Section 3-C of the New York General Municipal Law, seconded by Councilwomen McAtee.

MOTION #70-2019

Supervisor Bartlett offered a motion to schedule a special meeting and work session relative to the 2020 Tentative Town of Watertown Budget Thursday, October 24, 2019 at 7:00 pm and any other business brought before the town, seconded by Councilman McAtee.

The floor was opened to public, no one wished to speak; the floor was closed.

Supervisor Bartlett accepted the Town Clerk’s report and Town Ambulance when it is submitted.

MOTION #71-2019

Supervisor Bartlett moved to pay the following abstracts as audited.

Utilities paid prior to the meeting
General Vouchers # 195 to 196 Total $ 10,692.00
Highway Vouchers # 127 to 127 Total $ 19,939.58
Spec. Dist. Vchrs. # 71 to 71 Total $ 2,566.09

Vouchers approved for monthly meeting
General Vouchers # 197 to 206 Total $ 6,033.26
Highway Vouchers # 128 to 140 Total $ 27,225.92
Spec. Dist. Vchrs. # 72 to 79 Total $ 148,274.46

Councilman Desormo seconded the motion.

Supervisor Bartlett included in the Board’s agenda the 2020 Tentative Budget and the Town Fire District 2020 Preliminary Budget. He did a brief overview of the budget and funds needed for the 2020 fiscal year. He asked the Board member to review the budget for the upcoming work session scheduled for October 24th, 2019.

Old/New Business

Attorney Russell updated the Board on the status with the cat situation on Co Rte 67. The Town has received a formal written complaint from David Johnston, 23025 Co. Rte. 67 concerning the situation. The Town has asked Thomas Boxberger, Town Health Officer to do an investigation and report for the October 24th, 2019 meeting. At that time the Town Board as the Town Health Board will call a hearing for the owners of the cats to attend.

Supervisor Bartlett moved to adjourn the meeting at 7:20 pm, seconded by Councilman Desormo.
