Mr. Boxberger called the regular November meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 83-21: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the October 6, 2021 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 84-21: Motion by Mr. Boxberger, seconded by Mr. MacAdam to reschedule the December meeting of the Town of Watertown Planning Board to Wednesday, December 8, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Bette & Cring – 18438 US Route 11 – Tax Map #90.12-1-23.3 – Construction of an 80′ x 35′ Building – Site Plan

Legal notice was posted in the newspaper.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

SUBDIVISION

Jon Vespa/Michael Moran – E. Gotham Street – Tax Map #91.07-1.9 – 2 Lot Subdivision

Patsy Storino, on behalf of Jon Vespa and Michael Moran, presented proposed plans for a 2 lot subdivision on E. Gotham Street, Tax Map #91.07-1-9. Discussion followed.

Motion 85-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing for a 2 lot subdivision for Jon Vespa and Michael Moran, E. Gotham Street, for Wednesday, December 8, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

SITE PLAN

Bette & Cring – 18438 US Route 11 – Tax Map #90.12-1-23.3 – Construction of an 80′ x 35′ Building – Site Plan

The Jefferson County Department of Planning comments from 10/27/21 were entered into record (Attachment #1).

The Board reviewed the proposed plans from Bette & Cring, 18438 US Route 11, Tax Map #90.12-1-23.3 for the construction of an 80′ x 35′ building. Discussion followed.

Motion 86-21: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for Bette & Cring, 18438 US Route 11, Tax Map #90.12-1-23.3 for the construction of an 80′ x 36′ building with the notation that the 36′ includes 35′ of structure plus 6″ of dimension on either side making the outside dimension 36′ so the structure will be 80′ x 36′ as show on a schematic for Bette & Cring, dated 9/22/21 consisting of 4 pages labeled Sheet 1-4 and a plat labeled Sheet 1 of 2 indicating the 80′ x 36′ storage building for Bette & Cring, dated 9/24/21, conditional upon submission of fees.

Cory Edgar – 24922 NYS Route 12 – Tax Map #91.07-1-20.1 – Preliminary discussion concerning use of property in Residential Zone.

No one was present.

Tnara Route 3, LLC – 20485 NYS Route 3 – Tax Map #82.11-1-36 – Construction of Sea Comm Credit Union – Site Plan.

A representative of Sea Comm Credit Union presented proposed plans for a 36,000 square foot Sea Comm Credit Union at 20485 NYS Route 3, Tax Map #82.11-1-36. Discussion followed.

The developer needs to approach the Town Board to expand the sewer district as this property is not currently in the district.

$ Board members would like to see the building moved back to allow for a 5 – 8 foot vegetative planting in the front of the lot to dress up the building.

$ An Elevation Drawing needs to be submitted.

$ A Color Rendering needs to be submitted.

$ Revised plat showing all revisions including lighting plan, vegetative plan, proposed signage, and directional arrows in parking lot.

$ Updated on water/sewer connections from Town Board.

Mark Catalina/Nexamp, Inc./Watertown Renewables, LLC – 22088 County Route 60 – Tax Map #82.07-1-2.1 – Site Plan for Solar Panels by Nexamp, Inc.

Nexamp, Inc./Watertown Renewable, LLC presented proposed plans for solar panels at 22088 County Route 60, Tax Map #82.07-1-2.1. This project will help National Grid with their substation on Coffeen Street with storage.

An application has been submitted and Nexamp will work with Mrs. Desormo regarding the appropriate fee. FAA paperwork has been submitted and a SWPPP is being prepared. Nexamp, Inc./Watertown Renewable, LLC asked that the Town of Watertown Planning Board declare Lead Agency tonight. Discussion followed.

Motion 87-21: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a
public hearing for the solar project located on the Mark Catalina property, 22088 County Route 60, in the name of Watertown Renewable, LLC & Watertown Renewable 2, LLC for Wednesday, December 8, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

This project is being referred to the Jefferson County Department of Planning for their review.

Motion 88-21: Motion by Mr. Vaas, seconded by Mr. Boxberger to declare that the Town of Watertown Planning Board be Lead Agency for the Solar Project for Watertown Renewable, LLC & Watertown Renewable 2, LLC located on the property of Mark Catalina, 22088 County Route 60, Tax Map #82.07-1-2.1.

Ayes All: Motion Carried.

The Board discussed the 10% prime farmland conversion/agricultural co-utilization component of the solar bylaws.

It was the Board’s intent that land maintained for agriculture doesn’t count toward the 10%.

Motion 89-21: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 4:45 p.m.
