Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 4:00 p.m.

Motion 32-19: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a special meeting of the town of Watertown Planning Board with the Tug Hill Commission for Monday, June 3, 2019 at 2:00 p.m. to discuss Town code updates.

Ayes All: Motion Carried.

Motion 33-19: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes from the April 1, 2019 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 34-19: Motion by Mr. Boxberger, seconded by Mr. Vaas to accept the minutes from the April 15, 2019 special meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

DBA – Clifton Land Company, LLC – Classy Chassy Car Wash – 20965 NYS Route 3 – Tax Map #82.11-1-51 – Addition to existing building.

Evidence was provided that legal notice was posted in the newspaper.

The public hearing was opened at 4:02 p.m. No one from the public wished to speak. The public hearing was closed at 4:03 p.m.

LOT LINE ADJUSTMENT

Robin Kiernan – 20549 Weaver Road – Tax Map #83.15-1-92.1 / Paul Grinold – 20515 Weaver Road – Tax Map #83.15-1-87 – Lot line adjustment.

Robin Kiernan submitted an updated plat and lot descriptions for a lot line adjustment for 20549 Weaver Road, Tax Map #83.15-1-92.1 & 20515 Weaver Road, Tax Map #83.15-1-87. Discussion followed. The lot descriptions were reviewed and found acceptable. The MYLAR and application fee needs to be submitted.

Motion 35-19: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve a lot line adjustment for properties owned by Robin Kiernan, 20549 Weaver Road, Tax Map #83.15-1-92.1 and Paul Grinold, 20515 Weaver Road, Tax Map #83.15-1-87. This lot line adjustment will remove .270 acres from Tax Map #83.15-1-87 and add it to Tax Map #83.15-1-92.1 as shown on plans prepared by Moncrief & McLean Land Surveyors, P.C., Project #18065, with a survey date of 3/21/19, map date of 4/2/19, print date of 5/13/19 and revision date of 5/9/19, signed by John D. McLean,
conditional upon submission of an updated plat showing the entire lot of both parcels and the application fee.

SITE PLAN

DBA – Clifton Land Company. LLC – Classy Chassy Car Wash – 20965 NYS
Route 3 – Tax Map #82.11-1-51 – 20′ x 52′ addition to existing building.

The Jefferson County Department of Planning review dated 5/2/19 was entered into record (Attachment #1).

A representative from Classy Chassy Car Wash submitted updated plans for an addition to the existing building. Discussion followed.

Motion 36-19: Motion by Mr. Boxberger, seconded by Mr. Vaas to grant site plan approval for the 20′ 52′ expansion of Classy Chassy Car Wash, 20965 NYS Route 3, as shown on plans prepared by McCormick Engineering, P.C., Job #19-127, dated 2/26/19 with a revision date of 4/19/19, consisting of pages C-1.0 and A-1.0.

A zoning permit from the Town of Watertown and County Building permit will be needed for this proposed project.

Hi-Lite Properties – 20128 NYS Route 12F – Tax Map #82.07-1-2.4 – 80′ x 80′ Storage building & 20′ x 80′ addition to the existing building.

Michael LaSalle, MBL Engineering, submitted proposed plans to add a 20′ x 80′ addition to the existing building at 20128 NYS Route 12F and construction a 80′ x 80′ storage building for Hi-Lite Properties, 20128 NYS Route 12F, Tax Map #82.07-1-2.4. Discussion followed. All adjacent property owners need to be cited on the plans.

Motion 37-19: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 20′ x 80′ addition and 80′ x 80′ storage building for Hi-Lite Properties located at 21028 NYS Route 12F, Tax Map #82.07-1-2.4 for Monday, June 3, 2019 at 4:00 p.m.

Town of Watertown Fire Department – 22825 County Route 67 – Tax Map #91.05-1-55.2 – 20′ x 20′ Two-story training building.

Ronald Wareham, Assistant Chief of the Town of Watertown Fire Department, submitted proposed plans for a two-story multi-use building for storage and training at 22825 County Route 67, Tax Map #91.05-1-55.2. Discussion followed. It is the consensus of the board that the building including the stairway need to be secured when not in use.

Motion 38-19: Motion by Mr. Boxberger, seconded by Mr. Smith that site plan review requirements and the application fees be waived for the Town of Watertown Volunteer Fire Department for a two-story training building located at 22825 County Route 67. The training building is a two-story wood-frame structure 20′ x 20′ for a total of 800 square feet. The nearest road is Spring Valley Drive located a little over 100′ from the site of the proposed building. The
building itself will be owned and operated by the Volunteer Fire Department which serves the public interest and is located on the
large parcel property and represents a very small percentage of structures in terms of square footage on the property.

TI Ag Park, LLC- NYS Route 3 – Tax Map #82.00-2-1 & #82.00-2-1.701 – Preliminary discussion for 7 lot subdivision and 2 site plans.

Patrick Scordo, GYMO, submitted preliminary plans for a 7 lot subdivision and 2 site plans for proposed projects for Thousand Island International Agriculture and Business Park, NYS Route 3 which owns approximately 115 acres in the Town of Watertown.

The proposed project would be done in 2 phases. Phase 1 includes 1,400 feet of public road which will be dedicated to the Town of Watertown including sewer and water infrasture. The developer is currently working with the Town Engineer and Town Attorney regarding the road, water, and sewer concerns. A traffic study will be conducted by a traffic engineer.

Mr. Scordo presented preliminary site plans for Cazenovia Equipment which will be located on Lot #5. This lot is 8 acres and the proposed building will be 23,000 square feet. Discussion followed.

Mr. Scordo presented preliminary site plans for Eagle Beverage which will be located on Lot #6. This lot is 2 acres and the proposed building will be 6,300 square feet. Discussion followed.

The following concerns were raised by Mr. Scordo:

$ Is Cazenovia Equipment an acceptable use in the Neighborhood/Commercial District because they advertise “sales and service”? The consensus of the Board is that it is an allowed use.

$ Is there any parking flexibility? It is the consensus of the Board that there is parking flexibility. Requests with justification should be submitted in narrative form.

$ Is the 50% lot coverage requirement flexible? Eagle Beverage may have an issue with lot coverage. The Board believes a contractual agreement within the total park could be arranged.

Mr. Lundy stated that they would like to get moving on the subdivision and site plan for Cazenovia Equipment ASAP.

Mr. Scordo stated that they are in the process of applying for funding applications for improvements to water and sewer. The application process takes time. The Board was asked if they will allow temporary/suitable systems on site if improvements are not in
place when construction begins.

Mr. Scordo plans on submitting a completed application and detailed drawings for the 7 lot subdivision and preliminary site plans for Lot #5 & Lot #6 at the June meeting.

Mr. Vaas reported on a Scoping Session that was held on April 15, 2019 at 10 AM and 2 PM at the Town of Watertown Municipal Building.

This Scoping Session pertained to SEQR for the proposed TI Ag Park, LLC. Legal notice was published in the newspaper. The purpose of the meeting was to gather issues of concern to be addressed in a Generic Environmental Impact Statement.

Mr. Lundy was present at the Scoping Session to answer questions. He was provided a list of 20 issues of concerns gathered from the Town of Watertown Planning Board, Department of Environmental Conservation, NYS Department of Transportation, US Fish & Wildlife Services, and NYS Historical Preservation (SHPO) regarding the proposed project.

Mr. Scordo noted for the record, that a No Impact letter from SHPO has been received.

Seven people attended the Scoping Session. Two churches in the area wanted to know what is going in the proposed project and how will it affect their properties.

An issue regarding the mining of limestone on the property came up in the Scoping Session. Mr. Vaas stated that he sent a letter to the NYS Department of Environmental Conversation regarding the mining, and added mining to the list of concerns to be addressed under SEQR.

Mr. Vaas also stated that normally the Town of Watertown would be Lead Agency on the proposed project, however, he believes that the NYS Department of Environmental Conservation will push to take over Lead Agency because the proposed project appears to have a “regional effect” to the area due mining. Mr. Lundy stated that there is a misunderstanding regarding the mining. The mining is on site only and clarification needs to made regarding this issue immediately.

Discussion followed regarding “intent” of how the entire property will be developed and how SEQR needs to include the entire parcel. Mr. Lundy stated that he should not be made to address hypothetical projects that may or may not happen based on rumor. He also stated that some of the projects may be located in the Town of Hounsfield.

Mr. Lundy stated that he is before the Board tonight to address a 7 lot subdivision and preliminary discussion on 2 site plans. He plans on submitting a Long Form EAF for the entire project through a Master Plan and determine that Lot 7 could be and additional 12 lots under the same usage as Lots 1-6. Discussion followed.

Mr. Vaas stated that he will seek legal interpretation of “intent” under SEQR requirements as he feels strongly that SEQR must cover the entire parcel.

SITE PLAN

CANI Building – 19472 US Route 11 – Tax Map #91.05-1-11.1 – 2,000 square foot second floor addition to the existing building.

Pat Scordo, GYMO, presented proposed plans for a 2,000 square foot second floor addition to the existing CANI Building located at 19472 US Route 11. This addition will aesthetically match the existing building. Discussion followed.

Motion 39-19: Motion by Mrs. Desormo, seconded by Mr. Vaas to waive the site plan review for a 2,000 square foot second floor addition to the CANI Building, 19472 US Route 11 as it is 5% of the total square footage of the building. The Board agreed that this addition is an insignificant change that won’t effect the aesthetics of the building and is located at the rear of the building.
