Mr. Boxberger called the regular May meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 34-23: Motion by Mr. MacAdam, seconded by Mr. Smith to accept the minutes of the April 3, 2023 meeting as written and distributed.

Ayes All: Motion Carried.

SIGN PERMIT

Popeyes Louisiana Kitchen – 21050 NYS Route 3 – Tax Map #82.11-1-67.2 – Sign Permit.

Tom Wheeler, A J Sign Company, presented revised signage for a 5′ x 10′ monument sign in front of Popeyes at 21050 NYS Route 3. Discussion followed.

Motion 35-23: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approved a monument sign 10′ high and 48″ wide for Popeyes Louisiana Kitchen, 21050 NYS Route 3, Tax Map #82.11-1-67.2 as shown on plans prepared by Capital Signs & Awnings, drawn by D. Madden, dated 5/1/23.

Ayes All: Motion Carried.

SITE PLAN

North American Tapes – 22430 County Route 196 – Tax Map #73.20-1-17 – Construction of a 19,200 Square Foot Building with Additional Parking – Site Plan.

Darrin Prance, President of North American Tapes, presented proposed plans to construct a 19,200 square foot addition to the existing building with additional parking at 22430 County Route 196. Discussion followed.

This addition will help alleviate the line of tractor trailers lined up on the main road on a daily basis.

Mrs. Desormo will email Mr. Zembiec, JCIDA, regarding parking regulations and a sidewalk plan in the park.

Mr. Prance needs to provide the following information to the Planning Board:

$ Approval from the JCIDA to build the addition.
$ Proof from Jefferson County Highway Department for a new highway cut.
$ Submission of updated plans showing specific vegetation.
$ Spec sheet showing the lighting plan.

Motion 36-23: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a public hearing for North American Tapes on Monday, June 5, 2023 at 3:00 p.m. for the construction of a 92,000 square foot addition at 22430 County Route 196.

Ayes All: Motion Carried.

SIGN PERMIT

Cricket Cellular – 21290 County Route 202 – Tax Map #82.11-1-41.1 – Sign Permit

Mrs. Desormo presented proposed signage for Cricket Cellular to the Board for review. Discussion followed.

Motion 37-23: Motion by Mrs. Desormo, seconded by Mr. MacAdam to approve signage for Cricket Cellular, 21290 County Route 202 as shown on plans prepared by Kassis Superior Signs, Page 1, File Name: Cricket Store front of Bldg Sign PL 174134 – & Page 2, File Name: Cricket Store rear of Bldg Sign PL 174134, both with a latest revision date of 3/8/23.

Ayes All: Motion Carried.

Wally Mitsubishi Motors – 18822 US Route 11 – Tax Map #91.09-1-6.2 – Sign Permit.

Mrs. Desormo presented proposed signage for Wally Mitsubishi Motors to the Board for review. Discussion followed.

The Board took no action on this as they have not received a completed application.

BOCES – 20104 NYS Route 3 – Tax Map #82.00-1-2.1 – Sign Permit.

Mrs. Desormo presented proposed signage for Building 1A at BOCES, 20104 NYS Route 3 for review. Discussion followed.

Motion 38-23: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for BOCES, 20104 NYS Route 3 as shown on plans prepared by Allied Sign Company, dated 4/19/23. The sign will be 48″ x 152.12″ and place on the front of Building 1A.

Ayes All: Motion Carried.

Avichal Corporation – 19784 Cady Road – Tax Map #90.18-1-28. Site Plan for a Convenience Store/Fueling Station. Site Plan was Previously Approved on October 6, 2021 with Conditions. They are Asking for Re-approval.

Tom Ross from Storino Geomatics, on behalf of Avichal Corporation, contacted Mrs. Desormo stating that Avichal Corporation is ready to move forward with their plans for a Convenience Store/Fueling Station at 19784 Cady Road.

This project was conditionally approved on October 6, 2021. Conditional documentation has never been provided to the Town. It has been over a year and Mrs. Desormo told Mrs. Ross that the project need to go through full site plan review again. Discussion followed.

Mrs. Desormo will provide Mr. Ross with a copy of the minutes from the October 6, 2021 meeting and if he can provide the Board with the required documentation meeting the conditional approval, a public hearing will be held at the June meeting. The Board will also require that documentation is provided to show that the waste water septic system can handle the waste water flow of public restrooms.

Motion 39-23: Motion by Mrs. Boxberger, seconded by Mrs. Desormo to schedule a public hearing for Avichal Corporation for a Convenience Store/Fueling Station at 19784 Cady Road on Monday, June 5, 2023 at 3:00 p.m., conditional upon receipt of required documentation cited in the minutes from the October 6, 2021 conditional approval for submission to the Jefferson County Department of Planning by May 14, 2023 and submission of a completed up-to-date plans to the Town Planning Board by 5/29/23.

Ayes All: Motion Carried.

ADMINISTRATIVE ACTION

Mrs. Desormo stated that it has been several weeks and the NYS DOT has not responded to several emails regarding Watertown Garden Center’s request for new greenhouse at 17940 US Route 11. Discussion followed.

The Board agreed that Mrs. Desormo may go ahead and issue the Zoning Permit to the Watertown Garden Center.

Motion 40-23: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:55 p.m.
