Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 19-22: Motion by Mrs. Desormo, seconded by Mr. MacAdam to accept the minutes of the February 7, 2022 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Metalcraft Marine US, Inc. – 22620 Fisher Road – Tax Map #73.20-1-10.52 – Construction of two 20′ x 40′ x 13.7′ Storage Buildings – Site Plan.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:01 p.m.. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.

National Grid – 21265 NYS Route 232 – Tax Map #90.12-1-33 – Construction of two 25′ x 60′ and one 18′ x 56′ Storage Structures (originally approved 12/7/20) – Site Plan

LOT LINE ADJUSTMENT

James Biccum – 24163 County Route 67 – Tax Map #91.00-1-21.1 & Michael Harrienger – 24287 County Route 67 – Tax Map #91.00-1-21.4 – Lot Line Adjustment.

Scott Kolb, Storino Surveying, on behalf of James Biccum and Michael Harrienger, submitted a completed application for a lot line adjustment for Tax Map #91.00-1-21.1 and Tax Map #91.00-4-21.4. Discussion followed.

Motion 20-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve a lot line adjustment to remove 6.29 acres from Tax Map #91.00-1-21.1 owned by James Biccum, 24163 County Route 67 and adding it to Tax Map #91.00-1-21.4 owned by Michael Harrienger, 24287 County Route 67 making it 22.78 acres as shown on plans prepared by Patsy A. Storino, with a survey date of 2/12/2019, latest revision date of 2/22/22, File #19-008-Watn., conditional upon satisfactory review of lot descriptions.

KDM Alliance, LLC – US Route 11 – Tax Map #91.05-1-2.6 – 2 Lot Subdivision.

Rob Busler, LaFave White & McGivern, on behalf of KDM Alliance, submitted a completed application for a 2 lot subdivision on US Route 11 & Echo Drive, Tax Map #91.05-1-2.6. Discussion followed.

! KDM Alliance needs to submit a water/sewer accessibility plan or agreement with adjacent property owner.

Motion 21-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing on Monday, April 4, 2022 at 3:00 p.m. for KDM Alliance for a 2 lot subdivision on property located on US Route 11 and Echo Drive, Tax Map #91.05-1-2.6.

SITE PLAN

Metalcraft Marine, US, INC. – 22620 Fisher Road – Tax Max #73.20-1-10.52 – Construction of two 20′ x 40′ x 13.7′ Storage Buildings – Site Plan.

The comments from the Jefferson County Department of Planning dated 21/23/22 were entered into record (Attachment #1).

Brooks Timmerman, Metalcraft Marine, submitted updated plans for the construction of two 20′ x 40′ x 13.7′ storage buildings at 22620 Fisher Road, Tax Map #73.20-1-10.52.

Mr. Timmerman stated that there will be no changes in lighting and that the existing gravel/stone parking is cited on the plans. Discussion followed.

! The application fee needs to be submitted.

! Notification from JCIDA that the project conforms with park requirements needs to be submitted.

Motion 22-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to grant site plan approval for Metalcraft Marine, US, Inc., 22620 Fisher Road, Tax Map #73.20-1-10.52 for the construction of two 20′ x 40′ x 13.7′ storage buildings as shown on a plat labeled Site Plan Review 22620 Fisher Road, 1T8W7, dated 3/7/33, consisting of two pages, an application for site plan review narrative, a color rendering depicting both buildings, dated 3/7/22, that no additional lighting and no changes to the gravel or parking area will take place without approval of the Town of Watertown Planning Board, conditional upon receipt of the application fee and notification from JCIDA that the project conforms with park regulations.

A zoning permit will be needed.

National Grid – 21265 NYS Route 232 – Tax Map #90.12-1-33 – Construction of two 25′ x 60′ & one 18′ x 56′ Storage Structures (originally approved on 12/7/20) – Site Plan.

Jefferson County Department of Planning stated that no further review of this proposed project is needed as it was previously reviewed in December of 2020.

Derrick Kuehnhold, on behalf of National Grid, presented proposed plans for the construction of two 25′ x 60′ and one 18′ x 56′ storage structure. These were originally approved on 12/7/20 but never constructed. Discussion followed.

Motion 23-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to waive the site plan application fee as it was paid in December 2020 and the construction was never started.

Ayes All: Motion Carried.

Motion 24-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval for National Grid, 21265 NYS Route 232, Tax Map #90.12-1-33 for the construction of two 25′ x 60′ and one 18′ x 56′ storage structures as shown on plans consisting of Pages C101, ED100 & E101 all dated 12/4/20 and a revision date of 12/3/21, C102 & A103, both dated 12/4/20, A101, A200 & A300 all dated 11/5/20, E100, dated 12/4/20 with a latest revision date of 12/7/21, These plans are consistent with the plat previously approved on 12/7/20.

A zoning permit is required.

National Grid – Tax Map #73.20-1-15 – Removal and Replacement of an Existing Gas Main Suspension Bridge over the Black River (between Town of Watertown and Town of Pamelia) – Site Plan.

Robert Tyson, Bond Schoeneck & King, and two representatives from National Grid, reviewed proposed plans for the removal of an existing gas main suspension bridge over the Black River and replacing the gas main with a run that goes underneath the Black River. This proposed project is between the Town of Watertown and the Town of Pamelia. At this time, National Grid is looking for a Lead Agency to coordinate the proposed project. Discussion followed.

It is the belief of the Town of Watertown Planning Board that the Town of Pamelia will declare Lead Agency since the majority of the above ground work is being done in the Town of Pamelia.

Mrs. Desormo stated that she spoke with Randy Vaas who, on behalf of the Town of Watertown Planning Board, will coordinate with the Town of Pamelia to make sure that the MS4 regulations are met.

Mrs. Desormo also stated that she spoke with the Town’s Attorney and as long as there are no new structure being built in the Town of Watertown, the Planning Board can waive site plan review. The project will go through the MS4 review process.

Motion 25-22: Motion by Mr. Boxberger, seconded by Mrs. Desormo that the Town of Watertown Planning Board waives site plan review and approval for the National Grid proposed project to remove an existing gas main suspension bridge and replace it with a gas line which will run under the Black River on Tax Map #73.20-1-15 as there will be no above ground structures in the Town of Watertown, conditional upon submission of final drawings to the Town of Watertown, completion of Environmental review for SEQR, compliance with MS4 regulations, and obtaining all local and county permits as required.

The proposed project should take approximately 30 weeks to complete and is expected to begin in March of 2023. A zoning permit will be needed in the Town of Watertown as well as the Town of Pamelia. The Planning Board will require National Grid to submit updated information on the proposed project prior to receiving permits.

Drop Zone Storage – County Route 202 – Tax Map #82.07-1-7.3 -Office & Storage Unit Facility – Site Plan.

Andrew Garlock, on behalf of Drop Zone Storage, presented updated plans for a storage unit facility with an office on County Route 202, Tax Map #82.07-1-7.3. Discussion followed.

! The Board would like to see the office building moved to allow for more convenient parking. Designated parking needs to be cited on the plans.

! Mr. Garlock stated that Nexamp, Inc. is working on the SWPPP and Notice of Intent for the Department of Environmental Conservation. Dallas Mason will appear to explain Nexamp’s plans regarding the fence and easement agreement.

! Dallas Mason also needs to address issues discussed at the February 7, 2022 meeting regarding justification of the changes to the Solar Panel Project previously approved on 12/8/21.

! The SEQR form also needs to be submitted.

! If proposed signage is available, it should also be submitted for review.

This information needs to accompany the packet being sent to the Jefferson County Department of Planning.

Motion 26-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing on Monday, April 4, 2022 at 3:00 p.m. for Drop Zone Storage for site plan review of a storage unit facility with an office on property located on County Route 202, Tax Map #82.07-1-7.3.

Ayes All: Motion Carried.

SIGN PERMIT

COR Route 3, Corp – T.J. Maxx – 21855 Towne Center Drive – Tax Map #82.00-2-3.1 (Former Bed Bath & Beyond) – Sign Permit.

Greg Fishel, Allied Sign Company, presented proposed plans for signage for T.J. Maxx at the former Bed Bath & Beyond, Route 3, Tax Map #82.00-2-3.1. Discussion followed.

Motion 27-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for T. J. Maxx, 21855 Towne Center Drive, Tax Map #82.00-2-3.1 as shown on plans prepared by Allied Signs, Job 258036-R4, dated 8/31/21, Sheets 1.0 – 10.0.

Ayes All: Motion Carried.

A zoning permit will be required.

Mr. Boxberger stated that the Town Board is considering a resolution for a moratorium on solar projects at their next meeting, the Planning Board would like guidance from the Town Board on what zoning regulations they would like the Planning Board to address.

Motion 28-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to adjourn the meeting at 4:35 p.m.
