Supervisor Bartlett offered a moment of silence in memory of former Town of Watertown Supervisor Ralph Green who passed away this week. The meeting opened with the Pledge of Allegiance followed by a roll call of members present at 7:00 pm.

MOTION #25-2019

Supervisor Bartlett moved to adopt the minutes from the February 14, 2019 meeting, Councilman Prosser seconded.

Ayes All

The floor was opened for public comments; no one wished to speak, the floor was closed.

Supervisor Bartlett accepted the Town Clerk and Town Ambulance reports.

MOTIONS/RESOLUTIONS

MOTION #26-2019

WHEREAS, a certain map, plan and report for the proposed extension of Water District No. 1 within the Town of Watertown prepared by the engineering firm of BCA Architects & Engineers, Michael D. Altieri, P.E., a New York State licensed professional engineer and dated February 13, 2019, has been filed with the Town Clerk for the Town of Watertown, and

WHEREAS, the land encompassing the proposed extension of Water District No. 1 is located immediately adjacent to the existing boundaries of Water District No. 1; and

WHEREAS, it is proposed that the infrastructure to provide service to said property is to be constructed and installed at no cost to the Town, and a request has been made to this Board to extend Water District No. 1 pursuant to Article 12-a of the New York State Town Law.

NOW, on motion duly made and seconded, it is:

FOUND, ORDERED AND DETERMINED that the map, plan and report prepared by BCA Architects & Engineers for the proposed extension of Water District No. 1 has been duly filed with the office of the Town Clerk as required by law and is available thereat for inspection; and it is

FOUND, ORDERED AND DETERMINED that the boundaries of the proposed extension of Water District No. 1 shall be as appear on the map filed with the Town Clerk and as described on the attached Schedule “A”; and it is

FOUND, ORDERED AND DETERMINED that the improvements including transmission lines, appurtenances and lateral connections to transport water from the property within the proposed extension of Water District No. 1 shall be constructed at no cost to the Town and therefore, the Town on behalf of Water District No. 1 will not have to incur debt in connection therewith; and it is

ORDERED that a public hearing be held on the 11th day of April 2019, at 7:00 PM, at the Town Offices, 22867 County Route 67, Watertown, New York to hear all persons interested in the proposed extension of Water District No. 1, and it is further

ORDERED that the Town Clerk shall cause a copy of this Order to be published at least once in the official newspaper for the Town of Watertown not less than 10 no more than 20 days before the date set for the hearing, and shall cause a copy hereof to be posted on the official signboard of the Town of Watertown maintained pursuant to the provisions of the Town Law not less than 10 no more than 20 days before the date designated for the hearing.

A motion to adopt the foregoing Order was made by Supervisor Bartlett and seconded by Councilmember Prosser and upon a roll call vote of the Board was duly adopted as follows:

ALL THAT TRACT or parcel of land situate in the Town of Watertown, County of Jefferson, State of New York, and further described as follows:

BEGINNING at the intersection of the northerly highway limits of New York State Route 12F and the westerly highway limits of County Route 202, said point also being in the Town of Watertown Water District 1;

THENCE in a generally northwesterly direction along the northerly highway limits of New York State Route 12F to the most southerly corner of Tax Map Parcel 73.19-1-6;

THENCE in a generally northeasterly direction along the easterly property line of Tax Map Parcel 73.19-1-6 to the most easterly corner of Tax Map Parcel 73.19-1-6, said point being in the Town of Watertown Water District No. 1;

THENCE in a generally southeasterly direction along the northerly property line of Tax Map Parcel 73.19-1-7 to a point in the westerly highway limits of County Route 202, said point being in the Town of Watertown Water District No. 1 limits;

THENCE in a generally southwesterly direction along the westerly highway limits of County Route 202 limits to the point of beginning.

CONTAINING 0.74 acres of land more or less.

IT BEING the intent to add Tax Parcel Number 73.19-1-7 to the Town of Watertown Water District 1 utilizing Town of Watertown Tax Map 73.19, said Tax Map is on file at the Jefferson County Tax Mapping Department.

Altieri, P.E., a New York State licensed professional engineer and dated February 13, 2019, has been filed with the Town Clerk for the Town of Watertown, and

WHEREAS, the land encompassing the proposed extension of Sewer District No. 3 is located immediately adjacent to the existing boundaries of Sewer District No. 3; and

WHEREAS, it is proposed that the infrastructure to provide service to said property is to be constructed and installed at no cost to the Town, and a request has been made to this Board to extend Sewer District No. 3 pursuant to Article 12-a of the New York State Town Law.

Supervisor Bartlett moved to pay the following abstracts as audited.

Board Correspondence:

There is an updated annual report from Jefferson County Dog Control. The dog Local Law will need to be amended to include some changes to the language. Supervisor Bartlett will forward the information to the town attorney to see if it represents a significant change to warrant a new Local Law or an amendment to the existing law.

Notice from the EPA showing disinfectant problems with Sewer District #1 and Water Districts #3 & #4. The town is working with the town engineer, DEC and EPA. They will address the discharge overage violation of the SPDES permit in Sewer District #1. Dave Quinta has offered some suggestions that should help lower the cost.

A copy of the court decision concerning the law suit involving Onondaga Development.

Supervisor Bartlett will advise the town attorney to make minor changes to the proposed Local Law #4-2018 concerning uses in the Neighborhood Commercial Zone. This Local Law was tabled because of ongoing litigation in that area. The proposed Local Law would include uses already in existence in this area but not listed on the use table.

Old Business:

Discussion took place concerning the purchase of a dump/plow truck for the highway department. Supervisor Bartlett asked Superintendant Rohr to get him a list of the specifics he needs for the truck. A resolution will be put together for the April meeting to bond for the purchase of the vehicle. The turnaround time is a year due to backorders.

Councilman Prosser moved to adjourn the meeting at 7:27 pm, seconded by Councilwoman McClusky.
