Mr. Boxberger called the regular June meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 43-21: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the May 3, 2021 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 44-21: Motion by Mr. Boxberger, seconded by Mr. Vaas to reschedule the regular July meeting of the Town of Watertown Planning Board from Monday, July 5, 2021 to Monday, July 12, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

Motion 45-21: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a workshop meeting on Monday, July 12, 2021 with the Tug Hill Commission immediately following the regular Planning Board meeting to review and update local laws.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Davidson Management Group – 21752 Gillette Road – Tax Map #90.12-1-6.6 – 5 Lot Subdivision.

The public hearing was cancelled as the application has been withdrawn.

SIGN PERMIT

Red Lobster – 20831 NYS Route 3 – Tax Map #82.11-1-49.2- Sign Permit.

The Board reviewed proposed plans from Red Lobster to update signage. Discussion followed.

Motion 46-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign package for Red Lobster, 20831 NYS Route 3, Tax Map #82.11-1-49.2. The application was submitted by ID Associates consisting of 5 pages, dated 2/25/21 with a revision date of 4/22/21. This is to replace the front pylon sign with an updated sign that will be 19′. The signs on the front and side of the building will be updated and replaced as shown on the plans.

Ayes All: Motion Carried.

A zoning permit will be needed.

Edible Arrangements – 21856 Towne Center Drive – Tax Map #82.00-2-3.3 – Sign Permit.

Kate Hill, Edible Arrangements, submitted proposed signage for Edible Arrangements, 21856 Towne Center Drive, Tax Map #82.00-2-3.3. Discussion followed.

Motion 47-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign package for Edible Arrangements, 21856 Towne Center Drive, Tax Map #82.00-2-3.3 as shown on plans consisting of 3 pages, Drawing No. 106453.00A, dated 4/21/21, Drawing No. 103348.00P, dated 7/22/20 and the third page, dated 5/17/21 prepared by Allied Sign Company, conditional upon receipt of the application fee.

Ayes All: Motion Carried.

A zoning permit will be needed.

Kohl’s (Sephoria) – 21850 Towne Center Drive – Tax Map #82.00-2-3.4 – Sign Permit.

No one was present. Mrs. Desormo will have Kohls submit detailed plans.

SITE PLAN

Popeyes Louisiana Kitchen – 21050 NYS Route 3 – Tax Map #82.11-1-67.2 – Site Plan.

Brett Steenburgh, Engineer for the applicant, Liberty Management, presented preliminary plans for a 2,145 square foot Popeyes Louisiana Kitchen at the former Bob Evans Restaurant location, 21050 NYS Route 3, Tax Map #82.11-1-67.2. Discussion followed.

The Board made the following suggestions:

! Move the building back 30-40′ to accommodate traffic flow.

! move the designated handicap parking to the front of the building.

! include landscaping in the front of the building.

Mr. Steenburgh will talk with the developers regarding the Board’s suggestions and submit a completed application including a complete detailed sign package at the July 12, 2021 meeting.

SIGN PERMIT

Walmart – 20823 NYS Route 3 – Tax Map #82.11-1-49.1 – Sign Permit.

The Board review proposed signage submitted by Walmart. Discussion followed.

The Board felt the plans were not clear enough to proceed.

Mrs. Desormo will contact Walmart and have them submit smaller plans to include a detailed narrative regarding new signage, modifications to existing signage, exact size of each sign, and color renderings for proposed signage.

Motion 48-21: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the
meeting at 3:47 p.m.
