Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 4:00 p.m.

Motion 41-19: Motion by Mr. Boxberger, seconded by Mrs. Desormo to reschedule the regular July meeting of the Town of Watertown Planning Board for Monday, July 8, 2019 at 3:00 p.m.

Ayes All: Motion Carried.

Motion 42-19: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes from the May 13, 2019 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Hi-Lite Properties – 20128 NYS Route 12F – Tax Map #82.07-1-2.4 – 80′ x 80′ storage building & 20′ x 80′ addition to the existing building.

Evidence was provided that legal notice was posted in the newspaper.

The public hearing was opened at 4:03 p.m. No one from the public wished to speak. The public hearing was closed at 4:04 p.m.

SIGN PERMIT

Jefferson County Soil & Water Conservation District – 25451 NYS Route 12 – Tax Map #91.11-1-10.2 – Sign Permit

No one was present.

IN HOME OCCUPATION

Alan Ricalton – 17800 County Route 155 – Tax Map #91.13-1-38.2 – Preliminary discussion for in home occupation.

Alan Ricalton discussed the possibility of selling 5-10 cars per year on his property which is zoned Residential. Discussion followed.

Mr. Ricalton will explore all the licensing requirements and come back when he receives more information.

Davidson Management Group – 21752 Gillette Road – Tax Map #90.12-1-6.6 / 90.12-1-13.1 / 90.12-1-13.3 – addition of solar panels.

Don Davidson presented plans to add additional solar panels at 21752 Gillette Road. The addition would comprise of approximately 15% of the existing solar panel farm. Discussion followed.

Motion 43-19: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for the expansion of a Solar Panel Farm for Davidson Management Group, 21752 Gillette Road, Tax Map #90.12-1-6.6 / 90.12-1-13.1 / 90.12-1-13.3 as the proposed expansion to the solar panel field represented 15% or less of the total existing solar farm, it is contiguous with the existing farm and is far removed from any property lines or roadways, conditional upon submission of a revised plat showing all parcels involved and listing adjacent property owners.

A Zoning Permit and County Building Permit will be required.

SUBDIVISION

TI Ag Park, LLC- NYS Route 3 – Tax Map #82.00-2-1 & #82.00-2-1.701 -7 Lot Subdivision.

Mr. Boxberger stated that he met with the Town’s Attorney, Joe Russell, regarding SEQR, specifically segmentation, on this proposed project.

It was agreed that subdivision is the project before the Board and no segmentation is involved. The Board can move forward on SEQR determinations regarding the proposed subdivision at this time.

Also discussed was whether this is a Type 1 Action or Unlisted Action. For the protections of the Town, this will be a Type 1 Action.

The proposed subdivision will require the submission of a Long Form EAF as previously discussed. The Planning Board will conduct a coordinated review with the New York State Department of Environmental Conservation as an involved agency and other interested agencies.

To start this process, a letter will be delivered to the DEC requesting that the Town Planning Board act as Lead Agency on this proposed project. Copies of all information submitted will be forward with a letter to the DEC. They will have 30 days from the date they receive all the information for a determination on whether the Town Planning Board will act as Lead Agency for the SEQR process.

The Planning Board will submit this letter to the DEC by Thursday, June 6, 2019. Additionally, letters will be sent to other interested agencies stating that they can review the information located at the Town offices. Discussion followed. Mr. Scordo will try to submit a revised plat and Long Form EAF soon as possible for submission to the DEC.

Mr. Scordo reviewed the proposed updated master plans for the 7 lot subdivision located on NYS Route 3, Tax Map #82.00-2-1 & Tax Map #82.00-2-1.-701 showing the two proposed site plans, the1400′ road that will be dedicated to the town, and details for sewer and water. Discussion followed.

Mr. Scordo stated that a traffic study will determine whether a turn lane will be needed at NYS Route 3. He will try to get the traffic report back prior to final plans being submitted.

Additionally, the Board asked that Mr. Scordo speak with the Town’s Highway Superintendent regarding the proposed hammer head at the end of the proposed road under Phase 1, prior to the next meeting.

Mr. Scordo submitted packets containing a subdivision application and 2 site plan applications along with the Engineering Report. Discussion followed.

Motion 44-19: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a realty 7 lot subdivision for TI Ag Park, LLC, NYS Route 3 for Monday, July 8, 2019 at 3:00 p.m.

Ayes All: Motion Carried.
SITE PLAN

Cazenovia Equipment – NYS Route 3 – Proposed Lot #5 – TI Ag Park – NYS Route 3. – Site Plan

Mr. Scordo reviewed proposed site plans for a 23,000 square foot building for Cazenovia Equipment located on the proposed Lot #5, TI Ag Park, NYS Route 3. Discussion followed.

The following issues need to be addressed:

$ providing a buffer on the property line of Lot #3 as there is a residence behind the church
$ submit photo metrics of Cazenovia Equipment
$ list landscaping and proposed signage (if not ready with signage, take off proposed plans)
$ If a “park sign” been considered at entrance from NYS Route 3, submit plans

Eagle Beverage – NYS Route 3 – Proposed Lot #6 – TI Ag Park – NYS Route 3 – Site Plan

Mr. Scordo reviewed proposed site plan for a 6,300 square foot building for Eagle Beverage located on the proposed Lot #6, TI Ag Park, NYS Route 3. Discussion followed.

The following issues need to be addressed:

$ address lot coverage
$ provide photo metrics of Eagle Beverage
$ list specific landscaping & proposed signage (if not ready with signage, take off proposed plans)
$ provide details of directional signage

The board will send both Cazenovia Equipment’s & Eagle Beverage’s site plan to the Jefferson County Department of Planning for their review.

Motion 45-19: Motion by Mrs. Desormo, seconded by Mr. Boxberger to scheduled a public hearing for site plan review for TI AG Park for a 23,000 square foot building for Cazenovia Equipment located on a proposed 8 acre Lot #5 , NYS Route 3 for Monday, July 8, 2019 3:00 p.m., conditional upon receipt of a completed application prior to June 12.

Motion 46-19: Motion by Mrs. Desormo, seconded by Mr. Smith to scheduled a public hearing for site plan review for TI Ag Park for a 6,300 square foot building for Eagle Beverage located on a proposed 2 acre Lot #6, NYS Route 3 for Monday, July 8, 2019 at 3:00 p.m., conditional upon receipt of a completed application prior to June 12.

Ayes All: Motion Carried.

Jefferson County Department of Planning review dated May 30, 2019 for this proposed project was entered into record (Attachment #1)

Mr. Boxberger stated that MS4 does not apply as less than 1 acres is being disturbed.

No one was present. Mr. LaSalle had a meeting in the City of Watertown at the same time.

The Board reviewed the comments from the county and since updated plans have not been submitted and the board has questions regarding several issues, they will not take any action on this matter this evening.

Motion 47-19: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 5:45 p.m.
