Mr. Boxberger called the rescheduled July meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 49-21: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes of the June 7, 2021 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 50-21: Motion by Mr. Boxberger, seconded by Mrs. Desormo to reschedule the regular August meeting of the Town of Watertown Planning Board from Monday, August 2, 2021 to Tuesday, August 3, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

SIGN PERMIT

Kohl’s (Sephoria) – 71850 Towne Center Drive – Tax Map #82.00-2-3.4 – Sign Permit

No one was present.

Spirit Halloween – 21073 Salmon Run Mall Loop West (Former Bon Ton Store) – Tax Map #82.08-1-21 – Sign Permit.

Skye Valerio, on behalf of Spirit Halloween, presented proposed plans for temporary signage at Salmon Run Mall (former Bon Ton Store), 21073 Salmon Run Mall Loop West for Spirit Halloween. The proposed signs will be 4′ x 28′ and will be displayed form July 2021 to December 2021. This is the same signage that was approved last year. Discussion followed.

Motion 51-21: Motion by Mr. Boxberger, seconded by Mr. Smith to approve signage for Spirit Halloween, 21073 Salmon Run Mall Loop West, Tax Map #82.11-1-20.21. The approval is for 2 temporary signs 4′ x 28′ from July 2021 to December 1, 2021. This is the exact signage approved in 2020 as shown on 4 pages of plans, dated 7/12/21.

SUBDIVISION

Tnara Route 3, LLC – 20485 NYS Route 3 – Tax Map #82.11-1-36 – 2 Lot Subdivision

Rob Busler, LaFave, White & McGivern, on behalf of Tnara Route 3, LLC, presented proposed plans for a 2 lot subdivision at 20485 NYS Route 3, Tax Map #82.11-1-36. The proposed 2 lot subdivision does not conform to the zoning requirements of 250′ road frontage per lot and a variance would be needed. Discussion followed.

The board expressed concerns regarding additional highway cuts at this location.

Motion 52-21: Motion by Mr. Boxberger, seconded by Mr. Smith to deny the application for a subdivision from Tnara Route 3, LLC, 20485 NYS Route 3, Tax Map #82.11-1-36 as the properties would not conform with the zoning requirements of 250′ road frontage for each lot and expressed concerns with the possibility of additional highway cuts at this location.

Ayes All: Motion Carried.

This matter will go before the Town of Watertown Zoning Board of Appeals at their 7:00 p.m. meeting this evening for a variance request.

SITE PLAN

Cala Morgia – 18590 County Route 65 – Preliminary Discussion for In-Home Business – Doggy Daycare/Boarding Proposal – Site Plan.

Cala Morgia spoke with Board members regarding the possibility of having a Doggy Daycare/Boarding business at 18590 County Route 65. She would provide doggie daycare/boarding for up to 25 dogs at a time.

Ms. Morgia stated that she is planning on building a home at this location in the spring of 2022. She would like to build a pole barn now for use as a doggy daycare/boarding business. Discussion followed.

Ms. Morgia was told that the home must be built first as the property is zoned Residential 1. She must live on the property to run an in-home business on the property. Ms. Morgia was also advised to look at the zoning regulations regarding where to build the proposed pole barn so it would meet all setback requirements for kennels.

Ms. Morgia will contact her financial investor and come back to the Board with finalized plans at a later date.

BJA Watertown Real Estate, LLC – 18712-18730 US Route 11 – (Bob Johnson Chrysler, Dodge, Ram & Jeep) – Tax Map #91.09-1-2 – Addition of an Automatic Two-Bay Car Wash to the Previously Approved Chrysler Building & Sign Package.

John Love, owner of BJA Watertown Real Estate, LLC and other representatives presented proposed plans for the addition of an automatic two-bay car wash to the previously approved Chrysler building located at 18712-18730 US Route 11 and proposed signage.

The Board reviewed the proposed signage package. Discussion followed.

Motion 53-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval submitted by BJA Watertown Real Estate, LLC as presented in a sign package prepared by Principle, Pages 3 & 8-19, dated 7/12/21, conditional upon submission of updated plans meeting all setbacks from the right-of-way and a detailed landscaping plan.

Ayes All: Motion Carried.

A zoning permit will be needed.

The Board then reviewed the proposed plans for the addition of an automatic two-bay car wash at 18712-18730 US Route 3, Tax Map #91.09-1-2. Discussion followed.

Motion 54-21: Motion by Mr. Boxberger, seconded by Mr. Vaas to waive site plan review for the additional of an automatic two-bay car wash located at the Chrysler Dealership located at 18712-18730 US Route 11 as the proposal is an approximate 5% increase to the building that was previously approved and will match the existing building.

Ayes All: Motion Carried.

The applicant was advised to contact the Town of Watertown Code Enforcement Officer regarding changes to the building permit.

Popeyes Louisiana Kitchen – 21050 NYS Route 3 – Tax Map #82.11-1-67.2 – Site Plan – Sign Permit.

Brett Steenburgh, Engineer for the applicant, Liberty Management, presented updated plans for a Popeyes Louisiana Kitchen at the former Bob Evans Restaurant located at 21050 NYS Route 3, Tax Map #82.11-1-67.2.

Popeyes addressed the recommendations made by the Planning Board at the June meeting, including moving the building back on the lot, moving the handicap parking, and addressing landscaping at the front of the building.

A sign package was also submitted. Discussion followed.

The Board determined that the existing pole sign along Route 81 is being refaced; however, they would like to see other design options for the new face.

Motion 55-21: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan for Popeyes Chicken, 21050 NYS Route 3 for Tuesday, August 3, 2021 at 3:00 p.m.

Ayes All: Motion Carried.

This matter will be referred to the Jefferson County Department of Planning for their review.

SIGN PERMIT

Walmart – 20823 NYS Route 3 – Tax Map #82.11-1-49.1 – Sign Permit.

The Board review proposed signage submitted by Walmart. Discussion followed.

Motion 56-21: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval for Walmart located at 20823 NYS Route 3, Tax Map #82.11-1-49.1 as shown on plans prepared by BRR, Pages 1, 2 & 3, dated 7/12/21.

Ayes All: Motion Carried.

A zoning permit will be needed.

Board members re-addressed the preliminary discussion from earlier in the meeting with Cala Morgia regarding site plan for a doggy daycare/boarding in-home business on her property at 18590 County Route 65.

After discussion and consideration, it is the consensus of the Board, that boarding of up to 25 dogs does not fit the definition of an in-home occupation in a residential neighborhood. The harboring of 25 dogs could be problematic in a residential zone because of noise, odors, and traffic associated with this type of business. A letter will be drafted and mailed to Ms. Morgia regarding this determination.

Motion 57-21: Motion by Mr. Smith, seconded by Mr. Vaas to adjourn the
meeting at 4:15 p.m.
