Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 42-17: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes of the June 5, 2017 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

COR Development – NYS Route 3 – Tax Map #82.00-2-3.2 – Site Plan for six 20′ x 170′ storage buildings and 12,500 square foot multi-tenant retail space.

Legal notice was published in the newspaper.

The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:04 p.m.

LOT LINE ADJUSTMENT

Frank Ames/Kathryn Kieta/Charles Ames – 19059 US Route 11 – Tax Map #91.05-1-64 & 65 – Lot line adjustment.

Howard Lyndaker, GYMO, on behalf of Frank Ames, submitted paperwork for a lot line adjustment at 19059 US Route 11, Tax Map #91.05-1-64 & 65. Both parcels are owned by the same people. Discussion followed.

A signed SEQRA and a signed application with the fee need to be submitted. The plans need to be stamped and signed.

Motion 43-17: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a lot line adjustment for Frank Ames/ Kathryn Kieta/Charles Ames for property located at 19033, 19035, & 19059 US Route 11 as shown on plans prepared by GYMO, Project #2017-122S, dated 4/24/17. Tax Map #91.05-1-65 will consist of .523 after the conveyance. Tax Map #91.05-1-64 will consist of 1.170 acres after the conveyance. The lot line adjustment meets all setback and zoning requirements, conditional upon satisfactory review of lot descriptions and submission of a signed and stamped plan along with a signed SEQRA and signed application with the appropriate fees.

SUBDIVISION

Estate of Mary Escudero – 21233 Gillette Road – Tax Map #90.00-6-27.1 – 2 Lot Subdivision.

Joe Escudero, on behalf of the Estate of Mary Escudero, presented proposed plans for a 2 lot subdivision at 21233 Gillette Road, Tax Map #90.00-6-27.1. Discussion followed.

Acreage for the residual parcel needs to be noted on the plans. This information can be submitted on the attachment list of adjacent property owners.

Motion 44-17: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a public hearing for a 2 lot subdivision for the Estate of Mary Escudero, 21233 Gillette Road for Monday, August 7, 2017 at 7:00 p.m.

Ayes All: Motion Carried.

SITE PLAN

Louis Ives – 17630 Old Rices Road – Tax Map #90.19-1-3.1 – Site plan for a repair shop.

Louis Ives, 17630 Old Rices Road submitted an application and proposed plans for a repair shop at 17630 Rices Road. Discussion followed.

Proposed signage was submitted to include a 4′ x 12′ sign on the building.

Motion 45-17: Motion by Mr. Boxberger, seconded by Mr. Smith that site plan approval for a repair shop is not required for Louis Ives on property located at 17630 Old Rices Road as the business is consistent with the current usage of the building and there will be no change to the existing building.

Ayes All: Motion Carried.

Motion 46-17: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval to Louis Ives, 17630 Old Rice Road for a 4′ x 12′ sign as shown on a drawing signed by Louis Ives and dated 7/10/17. The sign will be attached to the building and facing South toward NYS Route 232.

Ayes All: Motion Carried.

Mr. Ives needs to obtain a zoning permit from the Zoning Officer.

Roland Churchill – Churchill Farms – 18161 County Route 156 – Tax Map #91.12-1-21 – Site plan for a roadside stand to sell honey and sign review.

Roland Churchill submitted proposed plans for a 4′ x 8′ roadside stand to sell honey at 18161 County Route 156, Tax Map #91.12-1-21. He also submitted plans for a 3′ 6 x 4′ free-standing monument sign. Discussion followed.

Roadside stands selling agricultural items are exempt from site plan.

Motion 47-17: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval to Roland and Vicky Churchill, 18161 County Route 156 for a 3′ 6 x 4′ free-standing monument sign as shown on plans signed by Roland Churchill and dated 7/7/17.

Ayes All: Motion Carried.

Tracy Stevens/Cory Edgar – 24922 NYS Route 12 – Tax Map #91.07-1-20.1 – Site plans for 2 cabin/camps.

No one was present.

COR Development – NYS Route 3 – Tax Map #82.00-2-3.2. Site plans for six 20′ x 170′ storage buildings and 12,500 square foot multi-tenant retail space.

Advisory comments from the Jefferson County Department of Planning dated 6/28/17 were submitted (Attachment #1).

Catherine Johnson, General Counsel for COR and Andrew Hart, Bergmann Associates reviewed updated plans for the proposed storage buildings and multi-tenant retail space for COR Development on property located on NYS Route 3 – Tax Map #82.00-2-3.2. Discussion followed.

A color rendering of the proposed buildings needs to be submitted along with a revised set of the following drawings, C100, C101, C110, C120, C130, C140 & A100.

The Town of Watertown Fire Department needs to be contacted regarding Lock Boxes.

Motion 48-17: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for COR Development, NYS Route 3, Tax Map #82.00-2-3.2 for six 20′ x 170′ storage buildings and 12,500 square foot multi-tenant retail space as show on Drawing C100. C101. C110, C120, C130, C140 & A100, conditional upon receipt of plans for the pages that reflect the modifications provided to the Planning Board on July 10, 2017 as shown on revised C101 & A100 with green infrastructure and landscaping shown on the color renderings for the structures.

Motion 49-17: Motion by Mr. Smith, seconded by Mr. Vaas to adjourn the meeting at 8:10 p.m.
