Jean Waterbury will be a voting member at this meeting due to Mr. Boxberger’s absence.

Mrs. Desormo called the rescheduled regular February meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 5-23: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the January 4, 2023 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 6-23: Motion by Mrs. Desormo, seconded by Mr. Vaas to schedule a workshop meeting with the Tug Hill Commission on Monday, March 6, 2023 at 4:00 p.m.

Ayes All: Motion Carried.

SIGN PERMIT

Next Step Floral Designs – 19177 US Route 11 – Tax Map #91.05-1-5 – Change of Use/Sign Permit

Kate Millard approach the Board regarding a change of use and sign permit for Next Step Floral Designs, 19177 US Route 11. There will be no modifications to the current building. The upstairs will be for storage and office space. Discussion followed.

Motion 7-23: Motion by Mrs. Desormo, seconded by Mr. Smith to waive site plan review for Next Step Floral Designs, 19177 US Route 11, Tax Map #91.05-1-5 as there are no significant modifications to the present facility to warrant site plan review.

Ayes All: Motion Carried.

The Board review proposed signage. The sign will be placed on brackets that are currently on the roof of the building. Discussion followed.

Motion 8-23: Motion by Mrs. Desormo, seconded by Mr. Smith to approved a
4′ x 6′ sign for Next Step Floral Design, 19177 US Route 11, Tax Map #91.05-1-5 the sign will be mounted on the building as shown on two (2) page plans dated 2/6/23.

Ayes All: Motion Carried.

A change of use and zoning permit will be needed.

SITE PLAN

Burrville Power Sports – 25371 State Route 12 – Tax Map #91.11-1-44 – 80′ x 96′ Addition to Front of Existing Building – Site Plan.

Scott Weston, Plans by Design, submitted a completed application and proposed plans for a 80′ x 96′ showroom addition to the front of the existing building for Burrville Power Sports, 25371 US State Route 12. Discussion followed.

Motion 9-23: Motion by Mrs. Desormo, seconded by Mr. Vaas to schedule a public hearing for Burrville Power Sports 25371 State Route 12 for a 80′ x 96′ addition to the front of the existing building on Monday, March 6, 2023 at 3:00 p.m.

Ayes All: Motion Carried.

Washington Summit Associates, Inc. – AAA Building Relocation to Lot #7 – 22708 Summit Drive- Tax Map #91.05-1-72 – Site Plan.

Mike Lundy stated that site plan approval was granted 6/6/22 (Motion 58-22) conditional upon submission of a color rendering. Additionally, a six-month extension of site plan approval was extended on 1/4/2023 (Motion 2 -23) to submit the color rendering.

Mr. Lundy submitted a color rendering today along with an application for a zoning permit and check.

Signage will not be addressed at this time. Discussion followed.

Motion 10-23: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the color rendering of the AAA building for relocation to Lot #7 at 22708 Summit Drive, Tax Map #91.05-1-72 as shown on plans prepared by Mosher Architects, P.C. Sheet SK-2, with a latest revision date of 3/1/22.

Ayes All: Motion Carried.

Washington Summit Associates, Inc. – Office /Maintenance Building – Lot #8 – Washington Summit – Tax Map #91.05-1-17.251 – Site Plan.

Mr. Lundy submitted proposed plans for a office/maintenance facility on Lot #8 in Washington Summit, Tax Map #91.05-1-17.251. This project received site plan approval on 6/6/22 (Motion 59-22) conditional upon submission of a color rendering.

The approval has expired. Everything is the same from approval on 6/6/22. Mr. Lundy submitted a color rendering. Discussion followed.

Motion 11-23: Motion by Mrs. Desormo, seconded by Mr. MacAdam to waive the public hearing of site plan review for Washington Summit Associates, Inc., Lot #8 Washington Summit, Tax Map #91.05-1-17.251 as one was already held on 6/6/22 with no public opposition to this proposed project.

Motion 12-23: Motion by Mrs. Desormo, seconded by Mr. MacAdam to re-approve site plan for Washington Summit Associates, Inc., and add the elevation drawing of the 2,400 sf office/maintenance facility located on Lot #8 in Washington Summit, Tax Map #91.05-1-17.51 as shown on plans prepared by Mosher Architects, P.C., Plan S-1, dated 5/9/22, Job #2216.

Mr. Lundy needs to follow up with the Town of Watertown Fire Department regarding lock boxes.

Washington Summit Associates, LLC – Tax Map #91.05-1-11.31 – Lot #15 – Construction of a 24,000 Square Foot Stand-Alone Medical Center – Site Plan Update/Lot Line Adjustment.

Mr. Lundy submitted updated plans for a 24,000 square foot stand-alone medical center on Lot #15 at Washington Summit. He submitted an updated site plan application and lot line adjustment application with a check to cover both. He also submitted a short SEQR form. Mr. Lundy is asking for a lot line adjustment today and that a public hearing be scheduled for site plan approval. He will address the subdivision once the lot line adjustment and site plan is approved.

A master SWPPP will be completed. Discussion followed.

Motion 13-23: Motion by Mr. MacAdam, seconded by Mr. Smith to approve a lot line adjustment for the lands of Washington Summit Associates, LLC, Tax Map #91.05-1-11.1 & Tax Map #91.05-11.31 as shown plans prepared by Kovach Land Surveying, P.C., Drawing Number 22123-1, dated 2/3/23, signed by Howard Lyndaker. This lot line adjustment will consist of taking 1.56 acres from Parcel A, Tax Map #91.051-11.1 and adding it to Parcel B, Tax Map # 91.05-1-11.31. Parcel A will be 5.49 acres and Parcel B will be 7.79 acres, conditional upon satisfactory review of lot descriptions.

Motion 14-23: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for Washington Summit Associates for the construction of a 24,000 square foot medical center on Lot #15 at Washington Summit, Tax Map #91.05-1-11.31 on Monday, March 6, 2023 at 3:00 p.m., conditional upon the filing of the lot line adjustment prior to site plan approval.

Ayes All: Motion Carried.

This matter is being referred to the Jefferson County Department of Planning for their review.

Mr. Lundy will submit updated plans showing the lot line adjustment, lighting plan, and elevations.

SIDE WALK PLAN – WASHINGTON SUMMIT

Mr. Lundy submitted proposed plans for a master side walk plan in Washington Summit.
This plan will be presented to the Town Board for approval. Discussion followed.

Mr. Lundy will follow up with the Highway Superintendent and Town Board regarding this proposed project.

Lundy Construction, LLC – Lot #10 – Jefferson County Industrial Park – Tax Map #73.20-1-2.17 – 30,000 Square Foot Corporate Facility – Zoning Permit.

Mike Lundy submitted a completed zoning application for a 30,000 square foot corporate facility on Lot #10 in the Jefferson County Industrial Park, Tax Map #73.20-1-2.17. This project was conditionally approved on 9/7/22 under Motion 96-22. Mr. Lundy has been in communication with the JCIDA regarding this proposed project. The SWPPP has been reviewed and approved per Mr. Vaas. Signage will be address at a future date.

The following conditions need to be submitted before the zoning permit will be issued.

• FAA 7460-1 Form
• Jefferson County Highway Permit
• Updated plans showing documentation for a 10′ easement for future pedestrian walkway
• Notation on deed regarding easement for shared driveway
• A vegetative-staggered buffer of Spruce & Hardwood trees at least 6′ tall between Lot #9 & Lot #10
• Sign off by the County regarding under road water & power hook ups
• Contact Town of Watertown Fire Department regarding a Lock Box

Motion 15-23: Motion by Mrs. Desormo, seconded by Mr. Smith to approve the construction of a 30,000 square foot corporate facility for The Lawman Group, LLC, Lot #10 in the Jefferson County Industrial Park, Tax Map #73.20-1-2.17 as shown on plans prepared by Mosher Architects, P.C., Job#:2222, Sheet L-101, A-100 & A-300, all dated 8/16/22, conditional upon submission of proof that all the above conditions have been met prior to a zoning permit being issued.

L2l, LLC – T.I. Ag Park – Lot #6 – Tax Map #82.00-4-1.7 – 12,000 Square Foot Multi-Tenant Retail Building – Site Plan

Mike Lundy and Jared Dickinson submitted a completed zoning permit and updated plans for a 12,000 square foot multi-tenant retail building on Lot #6 in the T.I. Ag Park. The updated plans address concerns from the Board regarding the traffic flow on Alexander Drive Extension from the September 7, 2022 meeting. The new proposed plans require a lot line adjustment. Discussion followed.

Mrs. Desormo referred to the comments from the Jefferson County Department of Planning from 8/31/22.

• An Agricultural Data Statement needs to be submitted.

• The SWPPP needs to be submitted.

• The Planning Board plans to review the parking area location requirements as well as impervious surface percentages.

The Board also discussed the overall drainage plan and how it will affect neighboring parcels.

Mr. Lundy stated that a master plan of all the lots in the T.I. Ag Park is being completed which will give a good idea of lot coverage, parking areas, and driveways. Mr. Lundy stated that he will also have a master SWPPP plan completed at the same time to address all utilities.

Mr. Lundy will return to the March meeting with additional information.

SIGN PERMIT

The Detail Shop – 18890 US Route 11 – Tax Map #91.09-1-8.1 – Sign Permit

David Ross, Code Enforcement, called The Detail Shop to discuss their sign which does not meet zoning regulations. He explained the documentation that The Detail Shop needs to submit for sign approval.

No one was present. The Town has not received completed plans to date. The Board took no action on this matter.

A & A Beauty Shop – 21290 County Route 202 – Tax Map #82.11-1-41.1 – Sign Permit.

The Board review proposed signage for A & A Beauty Shop, 21290 County Route 202, Tax Map #82.11-1-41.1. Discussion followed.

Motion 16-23: Motion by Mrs. Desormo, seconded by Mr. MacAdam to grant sign approval to A & A Beauty Shop, 21290 County Route 202, Tax Map #82.11-1-41.1 as shown on plans prepared by Ulrich Sign Company, Inc., dated 12/20/22. The sign will be approximately 40′ x 135″ and will be mounted on the building.

Dick’s Sporting Goods – Towne Center – NYS Route 3 – Tax Map #82.00-1-3.1 – Update on Pylon Sign

The Board reviewed the proposed signage plans for Dick’s Sporting Goods, Towne Center for the Plaza pylon sign out front along NYS Route 3. Discussion followed.

Motion 17-23: Motion by Mrs. Desormo, seconded by Mr. Vaas to grant sign approval to Dick’s Sporting Goods, Towne Center, NYS Route 3 for a sign on the Plaza pylon sign on NYS Route 3 as shown on plans titled Dick’s Sporting Goods, Towne Center, Watertown, NY, Exhibit A, Store 1545.

Ayes All: Motion Carried.

Motion 18-23: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 5:07 p.m.
