Mrs. Desormo called the regular meeting of the Town of Watertown Planning Board to order at 4:00 p.m.

Motion 8-19: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes from the January 7, 2019 meeting as written and distributed.

Ayes All: Motion Carried.

Motion: 9-19: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a special meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, March 4, 2019 at 2 p.m.

Ayes All: Motion Carried.

The Local Government Conference will be held Thursday, March 28, 2019 at Jefferson Community College. Please let Mrs. Desormo know if you will be attending.

PUBLIC HEARING – SITE PLAN/SPECIAL USE PERMIT

RBM Manufacturing Corp. – 19138 US Route 11 – Tax Map #91.05-1-61.1 – Truck advertising and manufacturing business – Site Plan/Special Use Permit.

Legal notice was posted in the newspaper.

The public hearing was opened at 4:01 p.m. No one from the public wished to speak. The public hearing was closed at 4:02 p.m.

SITE PLAN

RBM Manufacturing Corp. – 19138 US Route 11 – Tax Map #91.05-1-61.1 – Truck advertising and manufacturing business – Site Plan/Special Use Permit.

Copies of the review from the Jefferson County Department of Planning for Site Plan (Attachment #1) and Special Use Permit (Attachment #2) for this proposed project was entered into record. Discussion followed.

Motion 10-19: Motion by Mr. MacAdam, seconded by Mr. Smith to approve the Site Plan and Special Use Permit for RBM Manufacturing Corp, 19138 US Route 11, Tax Map #91.05-1-61.1, conditional upon submission of landscaping plans by the June 3rd meeting in accordance with the original site plan prepared by MBL Engineering, dated April 2017, and previously approved on 6/5/17 for FX Caprara Imports and in accordance with the business narrative and that no vehicle signage will be ok for advertisement on the premises.

SIGN PERMIT

Atomic Sign Works – Usherwood Office Technology – 20255 NYS Route 3 – Tax Map #82.11-1-33.1 – Sign Permit.

Dan Gill, Atomic Sign Works, on behalf of Usherwood Office Technology, 20255 NYS Route 3, Tax Map #82.11-1-33.1 – property owned by John Bellanger, submitted proposed plans to install a 4′ x 10′ internally lit sign on the front of the building. Discussion followed.

Mr. Gill needs to submit a completed application and signature authorization form. A zoning permit also needs to be obtained.

Motion 11-19: Motion by Mrs. Desormo, seconded by Mr. Vaas to approve signage for Usherwood Office Technology, 20255 NYS Route 3, Tax Map #82.11-1-33.1 for a 4′ x 10′ sign located on the front of the building as shown on plans prepared by Atomic Sign Works, dated 2/4/19, signed by Dan Gill, conditional upon submission of a completed application, fee, and zoning permit.

Ayes All: Motion Carried.

Salmon Run Mall / Burlington – 21182 Salmon Run Mall Loop West – Removal and replacement of signage.

Burlington no longer uses “coat factory” in their name. The proposed sign changes include changing out the existing signage to remove “coat factory” and leave only the existing Burlington. The landlord has been contacted and has no issues with these changes. Discussion followed.

Motion 12-19: Motion by Mrs. Desormo, seconded by Mr. Smith to waive the sign review for Burlington due to it is a minor change.

LOT LINE ADJUSTMENT

Mike Harringer – 24287 County Route 67 – Tax Map #91.00-1-21.4 – James Biccum – 24163 County Route 67 – Tax Map #91.00-1-21.3 – Lot Line Adjustment

Mrs. Desormo stated that the parties are not ready to present the proposed lot line adjustment and will contact the board when they are ready to proceed.

Motion 13-19: Motion by Mr. Vaas, seconded by Mr. MacAdam to adjourn the meeting at 4:33 p.m.
