Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 4:00 p.m.

Motion 20-19: Motion by Mr. MacAdam, seconded by Mr. Smith to accept the minutes from the February 28, 2019 special meeting as written and distributed.

Ayes All: Motion Carried.

Motion 21-19: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes from the March 4, 2019 meeting as written and distributed.

Ayes All: Motion Carried.

Motion: 22-19: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a special meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, May 13, 2019 at 2 p.m.

Ayes All: Motion Carried.

Motion 23-19: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular May meeting of the Town of Watertown Planning Board for Monday, May 13, 2019 at 4:00 p.m.

Ayes All: Motion Carried.

Mr. Vaas announced that a Scoping Session has been scheduled for Monday, April 15, 2019 at 10:00 a.m. & 2:00 p.m. at the Town of Watertown Municipal Building. The purpose of the scoping session is to identify impacts that will be included in an Environmental Impact Statement for the proposed Thousand Island International Agribusiness Park project on NYS Route 3, Tax Map #82.00-2-1 at the town line of the Town of Hounsfield & Town of Watertown.

SIGN PERMIT

Fuccillo Mitsubishi – 18822 US Route 11 – Tax Map #91.09-1-6.2 – Sign Permit

Dawn Cisco, NASCO, on behalf of Fuccillo Mitsubishi, 18822 US Route 11, Tax Map #91.09-1-6.2, submitted proposed plans for new signage. Discussion followed.

A site map showing the exact placement of the proposed sign showing all setbacks requirements needs to be submitted.

Motion 24-19: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign application for Fuccillo Mitsubishi, 18822 US Route 11, Tax Map #91.09-1-6.2 as shown on plans prepared by AGI, dated 12/18/18 and a revision date of 2/13/19, Sheets 1-8. The size of the wall mounted signs are shown on Sheet #7 and the size of the Pylon Sign is shown on Sheet #8, conditional upon submission of a site map indicating that the pylon sign will be at least 15′ from the US Route 11 right-of-way and showing landscaped plantings at the base of the sign.

Enterprise Rent-A-Car – 18929 US Route 11 – Tax Map #91.05-1-67.1 – Sign Permit

Doug Allbrooks, Ryan Fennell & Aimee Gallipeau presented proposed plans to replace the current signage with new signage and move it to a new location for Enterprise Rent-A-Car, 18929 US Route11, Tax Map #91.05-1-67.1. Discussion followed.

A site map showing the exact placement of the proposed signage showing all setbacks requirements needs to be submitted.

Motion 25-19: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign application for Enterprise Rent-A-Wreck, 18929 US Route 11, Tax Map #91.05-1-67.1 as shown on plans prepared by Patterson Sign Group, THI-25105A, dated 11/20/18 and a revision date of 11/22/18, Page 1 of 1 to relocate a existing sign and replace it with a new 4′ x 20′ sign with a decorate planter at the base, conditional upon submission of a revised site map indicating that the proposed sign will be at least 15′ from the US Route 11 right-of-way

LOT LINE ADJUSTMENT

Mike Harringer – 24287 County Route 67 – Tax Map #91.00-1-21.4 / James Biccum – 24613 County Route 67 – Tax Map #91.00-1-21.1 – Lot Line Adjustment.

Patsy Storino, along with Mike Harringer and James Biccum, submitted and reviewed proposed plans for a lot line adjustment at 24286 County Route 67, Tax Map #91.00-1-21.4 and 24613 County Route 67, Tax Map #91.00-1-21.1. Discussion followed.

The applicants will decide if they want to submit a lot line adjustment or a subdivision and come back with a completed application at another meeting.

SITE PLAN

DBA – Clifton Land company, LLC – Classy Chassy Car Wash – 20965 NYS Route 3 – Tax Map #82.11-1-51 – 20′ x 60′ addition to the existing building – Site Plan.

Representatives presented proposed plans to construct a 20′ x 60′ addition to the back of Classy Chassy Car Wash, 20965 NYS Route 3, Tax Map #82.11-1-51. Discussion followed.

The proposed plans do not meet zoning requirements. The Planning Board cannot take any action on this matter and referred the applicant to the Town of Watertown Zoning Board of Appeals for a variance.

Phil Clement – Burrville Saw Mill – 18181 VanAllen Road – Tax Map #91.11-1-25 – 30′ x 100′ Quonset Hut -Site Plan.

No one was present.

SUBDIVISION

Salmon Run Mall – 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21 – 2 lot subdivision to separate the Bon Ton parcel from the footprint of Salmon Run Mall for future sale or lease purposes.

Salmon Run Mall was granted a 2 lot subdivision for the Bon Ton footprint by the Town of Watertown Planning Board on November 5, 2018 but failed to file it with the County and the deadline has passed. They are asking for re-approval so they can file the subdivision. There has been no change to the original subdivision plat that was approved. Discussion followed.

Motion 26-19: Motion by Mr. Boxberger, seconded by Mr. Vaas to re-approve the 2 lot subdivision for Salmon Run Mall for the Bon Ton Parcel located at 21182 Salmon Run Mall Loop West, Tax Map #82.11-1-50.21 that was previously approved on November 5, 2018 in Motion 88-18 where all the particulars are specified. This is a re-approval of that same subdivision that was never filed with the County by the deadline.

Motion 27-19: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:55 p.m.
