Supervisor Bartlett led the Pledge of Allegiance.

Supervisor Bartlett called the meeting to order at 7:00 PM and asked for a roll of all members present. All members were present. Joseph W. Russell, Legal Counsel was present.

MOTION # 111

Supervisor Bartlett moved to accept the minutes of the October 22, 2015 Special Meeting. Councilman McAtee seconded the motion.

Supervisor Bartlett opened the floor for a public hearing on the Preliminary Budget
of the year 2016.

No one chose to speak, therefore, Supervisor Bartlett closed the public hearing.

Supervisor Bartlett opened the floor for anyone wishing to address the town board.

Amie Boyanski and Robin Brenon inquired about extending the water line on Floral Drive. They both are interested in buying property in this area.. Supervisor Bartlett informed them of the costs associated with the extension of the water district. He instructed them that the first step would be to get the neighbors to sign a petition and present it to the Town Board. After which the board could hire the engineers to project the cost of extending the district. The added cost would be an advalorem tax to all users in the district.

Supervisor Bartlett then closed the floor since no one else chose to address the town board.

Supervisor Bartlett acknowledged receipt of the Town Clerk’s report and the Town of Watertown Ambulance Report for the Month of October 2015

Supervisor Bartlett and David Roof discussed the need for changes in the billing of motor fuel allotment. Changes would include ways to monitor the costs to the Town of Watertown Highway Department, Fire Department and the Ambulance Squad.

Supervisor Bartlett went over the final budget revisions and asked the board members if there were any changes or additions to the budget. There were none.

RESOLUTIONS:

MOTION # 112

WHEREAS, IAC, Industrial Appraiser Company of Pittsburgh, Pa. has submitted a proposal (attached as Exhibit A) to conduct an appraisal for fixed asset accounting controls and insurance purposes wherein an inventory of all Town of Watertown fixed assets will be recorded ,and
WHEREAS, an updated inventory of Town assets has not been completed in recent years and has an effect on the Town Municipal credit rating.
THEREFORE BE IT RESOLVED the Town of Watertown Council hereby authorizes a fee for service agreement with Industrial Appraisals Company of Pittsburg, PA. The contracted price of $9,820.00

Supervisor Bartlett made the foregoing resolution and Councilman Prosser seconded.

MOTION # 113
Whereas, at a regular meeting of the Town Council held on Thursday October 1, 2015 the tentative budget for the fiscal year 2016 was presented to the Town Council as required by Section 106 of the General Municipal Law, and
WHEREAS, a budget work session was scheduled for Thursday October 22, was held at the Town Municipal Offices wherein certain revisions of the tentative 2016 budget were made and following said modifications and revisions, the tentative 2016 budget became the preliminary budget for the fiscal Year 2016 and filed with the Town Clerk’s office and made available for public inspection, and
WHEREAS, at the October 22 special meeting, a public hearing on the proposed preliminary 2016 budget was scheduled for Thursday November 5TH, 2015 and
WHEREAS, Due notice of the public hearing was posted and published pursuant to the provisions of General Municipal Law and all persons interested therein were provided an opportunity to be heard on the preliminary 2016 budget which includes preliminary budgets for the Town of Watertown General Fund, Highway Fund, Water districts 1,3,4,5 and 6 and sewer districts 1,2,3,4,5 and 6.
NOW THEREFORE BE IT RESOLVED by the Town of Watertown Council as follows:
1) This Council has met at the time and place as specified in the notice to the public on the preliminary 2016 budget and heard all persons desiring to be heard thereon
2) The preliminary budget as amended and revised for the fiscal year 2016 as hereinafter set forth is hereby adopted for the year 2016, and that the several amounts stated e hereby appropriated for the objects and purposes specified, and the salaries and wages stated therein shall be and are fixed at the amounts shown therein, effective January 1, 2016

Supervisor Bartlett moved the foregoing resolution and Councilman Rich seconded. Upon a roll call vote as follows the resolution on the 2016 Budget was approved.

MOTION # 114
Supervisor Bartlett moved to pay the following abstracts as audited.

General Vouchers # 232 to 234 Total $ 1,356.41
Spec. Dist Vouchers. # 80 to 81 Total $ 55,290.24
General Vouchers # 235 to 255 Total $ 26,499.82
Highway Vouchers # 147 to 165 Total $106,864.94
Spec. Dist. Vouchers. # 82 to 92 Total $124,276.55

Councilman Desormo seconded the motion.

Old Business:
Councilman McAtee asked the status of the old farm on the Sandy Creek Valley road.
Supervisor Bartlett referred the question to Legal Counsel Joseph Russell. He in turn stated that the issue was in the hands of the attorneys and it would be processed shortly.

MOTION # 115
Supervisor Bartlett moved to adjourn to executive session at 7:35 PM to discuss employment history. Councilman Prosser seconded.

Supervisor Bartlett reconvened the meeting at 7:53 PM
