Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 90-15: Motion by Mr. Vaas, seconded by Mr. MacAdam to accept the minutes of the October 5, 2015 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 91-15: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the October 13, 2015 special meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

R J Roux – Boulder Ridge Developers – Boulder Creek Road – Tax Map #91.13-1-38.1 – 4 Lot Subdivision.

Legal notice was published in the newspaper.

The public hearing was opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:02 p.m.

Mr. Rick’s Bakery – 17099 US Route 11 – Tax Map #90.20-1-16 – Construction of a 28′ x 40′ cold storage addition to the existing building.

LOT LINE ADJUSTMENT

Lisa Shambo – 16057 Hamp Road – Tax Map #101.00-1-5 – Lot Line Adjustment.

Patsy Storino, on behalf of Lisa Shambo, submitted a completed application, SEQRA, lot descriptions, and proposed plans for a lot line adjustment at 16057 Hamp Road, Tax Map #101.00-1-5. Discussion followed.

Motion 92-15: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment resulting in an assemblage as shown on a map prepared by Patsy Storino titled Survey Plot of the Proposed Lisa A. Shambo Subdivision/Assemblage on Hamp Road, dated 5/30/97 with the latest revision date of 10/19/15, File #97-071A-Watn, Drawing #1 which shows Lot #2 and 2A being combined as 1 parcel. Lot #2 consists of 2.084 acres and Lot #2A will consist of 2.037 acres. Lot #3 is also being shown as 3.491 acres and is combined with the residual Tax Map #101.00-1-5, conditional upon satisfactory review of the lot description for Lot #2A.

SUBDIVISION

R J Roux – Boulder Ridge Developers – Boulder Creek Road – Tax Map #91.13-1-38.1 – 4 Lot Subdivision.

R J Roux submitted a completed application, SEQRA, lot descriptions, and proposed plans for a 4 lot subdivision for Boulder Ridge Developers, Boulder Creek Road, Tax Map #91.13-1-38.1. Discussion followed.

Motion 93-15: Motion by Mr. MacAdam, seconded by Mr. Boxberger to grant a 4 lot subdivision for Boulder Ridge Developers as shown on a subdivision plat prepared by Gerald Kostyk titled Land of Boulder Ridge Developers, Inc, County Route 155, (Dry Hill Road) and Boulder Creek Road, Tax Map #91.13-1-38.1, File #2007-264, dated 10/23/15. Lot #1 will consist of 0.72 acres, Lot #2 will consist of 0.72 acres, Lot #3 will consist of 0.72 acres, and the residual Lot #4 will consist of 43.69 acres, conditional upon satisfactory review of lot descriptions.

Sarah Miller – 16591 Deer Run Road – Tax Map #90.20-1-32.3 – 2 Lot Subdivision.

Sarah Miller presented preliminary plans for a 2 lot subdivision at 16591 Deer Run Road, Tax Map #90.20-1-32.3. A deed restriction lift was submitted which allows further subdivision on this parcel. Discussion followed.

The board will have the Town Attorney review the deed restriction lift. A completed appplication, SEQRA, lot descriptions, and proposed plans needs to be submitted.

Motion 94-15: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a public hearing for Sarah Miller for a 2 lot subdivision at 16591 Deer Run Road for Monday, December 7, 2015 at 7:00 p.m., conditional upon submission of a completed application, receipt of all appropriate materials for filing, and review of the deed restriction lift for Lot #9B from the Town Attorney.

SITE PLAN

JKA Enterprises (Junior Stefanini) 18198 US Route 11 – Tax Map #90.12-1-25.4 – Construction of a 80′ x 50′ Garage.

Junior Stefanini came before the board asking for guidance on his options to construct a 80′ x 50′ garage at 18198 US Route 11 – Tax Map #90.12-1-25.4.

Mr. Stefanini asked about a lot line adjustment to create a new lot for tax purposes to build the proposed garage.

The board advised that this process would require two steps. First he would need to submit a lot line adjustment application with a survey of the proposed plans meeting all setback requirements. Second, he would have to submit a site plan application for review of the proposed 80′ x 50′ garage.

Mr. Stefanini also wanted to know about having the water and sewer extended further on his property to the location for the proposed garage. Discussion followed.

Mrs. Desormo will check with the Town Supervisor to see what the best option for Mr. Stefanini to pursue.

Mary Mercer, 24097 NYS Route 12, Tax Map #83.15-3-3 – Special Use Permit/Site Plan

Updated paperwork was submitted showing that the property next door has been acquired and the two parcel have been consolidated into one to meet all zoning requirements. Discussion followed.

Review of the Jefferson County Department of Planning comments were entered into record (Attachment #1). Discussion followed.

Motion 95-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval and a Special Use Permit for Mary Mercer for Cold Creek Studios, 24097 NYS Route 3, Tax Map #83.15-3-3. This approval is for a dwelling which already consists of 2 studio apartments that will be converted into 7 studio apartments. All town zoning requirements have been met including parking spaces as shown on a map prepared by LaFave, White & McGivern, dated 6/18/13, with a revision date of 10/21/15, File #2015C-23. Sheet #1 of #1. Part of the approval is the combination of the neighboring parcel, Tax Map #83.15-3-4, into one parcel to meet all zoning requirements for a multi-family dwelling, conditional upon receipt of a completed application, removal of the deck and stairs on the south side in accordance with Jefferson County code requirements.

Harter Secrest & Emery, LLP, on behalf of Teddy Sutton – 24085 County Route 67 – Tax Map #91.00-1-10.2. Preliminary discussion to erect a 10-14 acre Solar Farm.

Gregory Scholand, Attorney for Harter Secrest & Emery, LLP and Ben Sufrin from Sun Edison approached the board with preliminary plans for a solar farm on County Route 67, Tax Map #91.00-1-10.2.

The plans call for a 20 year lease of the land which will be gated with a traditional chain link fence and monitored 24/7. They will meet all town code requirements. Discussion followed.

The planning board asked that some type of screening for the front of the property be cited on the proposed plans. Additionally, a completed application, and long form SEQRA needs to be submitted. Mr. Vaas asked that the local Department of Environmental Conservation be contacted regarding any and all endangered species including archeological.

Mr. Scholand has requested, for the purposed of grant funding, that the planning board sign a notice of intent under SEQRA indicating that an initial discussion about the proposed project has taken place and when they have reached the point of submitting the application materials, the planning board is likely to seek lead agency status.

Mr. Scholand will submit a sample draft of a letter for the board to review and modify to their liking.

Mr. Rick’s Bakery – 17099 US Route 11 – Tax Map #90.20-1-16 – Construction of a 28′ x 40′ cold storage addition to the existing building.

The board reviewed the proposed plans for a 28′ x 40′ cold storage addition to the existing building at 17099 US Route 11 – Tax Map #90.20-1-16. A copy of the Jefferson County Department of Planning comments was submitted into record (Attachment #2).

Motion 96-15: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for the construction of a 28′ x 40′ cold storage building for Mr. Rick’s Bakery, 17099 US Route 11 as shown on plans prepared by Anthony Felcer, LPE, dated 10/6/15, Sheet C-1. The planning board discussed the traffic flow concerns expressed by the Jefferson County Department of Planning and feel that there are no concerns created by this addition as it will involve commercial delivery traffic that already exist and not customer traffic.

ADMINISTRATIVE ACTION

Fuccillo Subaru – 18822 US Route 11 – Tax Map #91.09-1-6.2 – Review of submission for proposed signage.

The board reviewed the plans for proposed signage for Fuccillo Subaru submitted via email by NASCO as requested at the October 5, 2015 meeting. Discussion followed.

Mrs. Desormo will notify Mike from NASCO that the purpose of the planter box is to be something observable and seen as a decorative and enhancing, the proposed plans do not meet any of this criteria. The board would entertain plans showing a planter box 3-4′ tall if they can demonstrate that it meets the above criteria.

Motion 97-15: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 8:30 p.m.
