Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 55-15: Motion by Mrs. Desormo, seconded by Mr. MacAdam to accept the minutes of the June 29, 2015 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 56-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to rescheduled the regular September meeting of the Town of Watertown Planning Board to Tuesday, September 1, 2015 at 7:00 p.m.

Ayes All: Motion Carried.

Motion 57-15: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a
special informational meeting to discuss the proposed New York Meat Company in the Jefferson County Industrial Park for Tuesday, August 18, 2015 at 7:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Sandy Hill – US Route 11 – Tax Map #100.07-2-17.1 – 2 Lot Subdivision.

Legal notice was posted in the newspaper and evidence that adjacent property owners were notified.

The public hearing was opened at 7:02 p.m.

Steven King, 15755 Pheasant Run Road, asked to review the proposed plans. Mr. King had no concerns with the proposed subdivision.

The public hearing was closed at 7:04 p.m.

PUBLIC HEARING – SITE PLAN

Lundy Development & Property Management, LLC – 5,345 square foot building on Lot #4B – Washington Summit. – Site Plan.

Legal notice was published in the newspaper.

The public hearing was opened at 7:05 p.m. No one from the public wished to speak. The public hearing was closed at 7:05 p.m.

LOT LINE ADJUSTMENT

Ed & Ann Davis – 17192 Ives Street Road – Tax Map #90.19-1-8.1 – Lot Line Adjustment.

Patsy Storino stated that he will come back when plans have been finalized.

RJ Roux – County Route 155 – Lot Line Adjustment.

RJ Roux presented proposed plans for a lot line adjust on County Route 155. Discussion followed.

The planning board cannot act on this request until the Town Board accept the proposed road. The Town Board needs to make the acceptance of the proposed road conditional upon 2 lot line adjustments. Lot descriptions need to be submitted and the tax map number needs to be provided.

Valentine/Toped Management – Corner of NYS Route 12F & Salmon Run Mall Road – Tax Map #82.08-1-18/82.08-1-17 – Lot Line Adjustment.

The paperwork for this proposed lot line adjustment has not been completed and will be submitted at another meeting.

SUBDIVISION

Sandy Hill – US Route 11 – Tax Map #100.07-2-17.1 – 2 Lot Subdivision

Patsy Storino, on behalf of Sandy Hill, submitted updated plans for a 2 lot subdivision on US Route 11, Tax Map #100.07-2-17.1. Discussion followed.

Motion 58-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 2 lot subdivision for Sandra Hill, US Route 11, Tax Map #100.07-2-17.1. One lot will consist of 35.463 acres and the second lot will consist of 23.644 acres as shown on File #15-017-Watertown, Drawing #1. The survey date is 5/28, 6/2, 6/3, 6/9 & 6/16/15

Lisa Shambo – 16057 Hamp Road – 3 Lot Subdivision.

Patsy Storino and Lisa Shambo submitted updated plans for a 3 lot subdivision at 16057 Hamp Road. Discussion followed. A complete application still needs to be submitted.

Motion 59-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for a 3 lot subdivision for Lisa Shambo, 16057 Hamp Road for Tuesday, September 1, 2015 at 7:00 p.m.

Ayes All: Motion Carried.

Eric Purcell – 25362 East Gotham Street Road – Tax Map #91.07-1-8.1 – Update on 4 lot subdivision and new road.

Patsy Storino stated that after speaking with town officials, he needs to complete new plans. He will come back when all paperwork has been finalized.

SITE PLAN

Sullivan’s Body Shop – 17085 US Route 11 – Amendment to previously approved site plan on June 1, 2015.

Mr. Sullivan submitted plans for a 1,000 square foot addition to the existing building in place of the 24′ x 36′ cold storage building originally approved on June 1, 2015. Discussion followed.

Motion 60-15: Motion by Mrs. Desormo, seconded by Mr. Smith to amend the site plan approval of a 24′ x 36′ cold storage garage from June 1, 2015 for Sullivan’s Body Shop, 17085 US Route 11 to a 1,000 square foot addition to the existing building as noted on plans dated 6/29/15, Page 1 of 3, drawn by JVA Engineering.

Abstention – 1: Motion Carried.

Griffith Energy – 21822 Gillette Road – Tax Map #90.12-1-17 – Construction of an office building.

Tom Ross, GYMO, on behalf of Griffith Energy presented a completed application, SEQRA, and proposed plans fora 3,600 square foot office building at 21822 Gillette Road, Tax Map #90.12-1-17. Discussion followed.

The water and sewer issues are being addressed at a public hearing scheduled for Thursday, August 1, 2015 at 7:00 p.m. at the Town Board’s meeting. Signage will be submitted at a later date. A schematic of the proposed lighting needs to be submitted.

Motion 61-15: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for the construction of a 3,600 square foot office building for Griffith Energy, 21822 Gillette Road for Tuesday, September 1, 2015 at 7:00 p.m.

Ayes All: Motion Carried.

Lundy Development & Property Management, LLC – Lot 4B – Washington Summit – 5,345 square foot building on Lot 4B in Washington Summit. Discussion followed.

Motion 62-15: Motion by Mr. MacAdam, seconded by Mr. Boxberger to grant site plan approval for a 5,345 square foot building on Lot 4B, Tax Map #91.05-1-17.258 in Washington Summit as shown on plans prepared by LUNCO, dated 6/29/15, S1-1, conditional upon identification of vegetation and location of lighting.

Ayes All: Motion Carried.

Lundy Development & Property Management, LLC – Lot 10 & 11 – Jefferson County Industrial Park – New Agricultural Processing Center.

Mr. Lundy state that he will be ready for the special information meeting scheduled for Tuesday, August 18, 2015 at 7:00 p.m.

ADMINISTRATIVE ACTION

John Sovie – 25820 County Route 160 – Tax Map #91.08-1-2.3 – Amendment to previously approved lot line adjust approved on June 29, 2015.

Mrs. Desormo reported that the surveyor made a minor change to the plans for a lot line adjustment previously approved on June 29, 2015. The change was to pin markings not on the original plans. There will not be any change to acreage of either lot. Discussion followed.

Motion 63-15: Motion by Mr. Vaas, seconded by Mrs. Desormo to amend the previously approval of a lot line adjustment for John Sovie, 25820 County Route 160, Tax Map #91.08-1-2.3 made on June 29, 2015 as the new plans show marking not on the original plans. There is no change to acreage on either lot . The survey is prepared by William Dorr, File #15-9, dated 6/2/15, with a revision date of 7/20/15.

Lundy Development & Property Management, LLC – Lot 2B – Jefferson County Industrial Park – Tax Map #73.20-1-2.6.

Mr. Lundy submitted revised plans on June 29, 2015 for Lot 2B in the Jefferson County Industrial Park citing adjacent property owners as requested in the conditional approval on June 2, 2015 meeting. These updated plans need to be accepted.

Mr. Lundy stated that a SWPPP is not needed as the parcel is under 1 acre.

Motion 64-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to accept the revised plans for Lundy Development & Property Management, LLC for Lot 2B in the Jefferson County Industrial Park, Tax Map #73.20-1-2.6 originally approved June 1, 2015. The new plans are dated 6/22/15, Project #PL14-10. The plans consist of S1 & R1.

Lundy development & Property Management, LLC – Lot #8 – Washington Summit – Tax Map #91.05-1-17.251.

Mr. Lundy submitted revised plans on June 29, 2015 for Lot #8 in Washington Summit citing proposed vegetation as requested in the conditional approval on June 2, 2015 meeting. These updated plans need to be accepted.

Motion 65-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to accept the revised plans for Lundy Development & Property Management, LLC for Lot #8 in Washington Summit, Tax Map #91.05-1-17.251. The revised plans are dated 6/22/15, consisting of S1-A1 & A2, Project No. PL 15-17. The original plans were approved on 6/1/15.

Tracey Road Equipment – 19598 Cady Road – Tax Map #90.18-1-22.2 – 24′ x 45′ Addition to the Existing Building.

Victor Natali, Branch Manager, for Tracey Road Equipment presented updated plans for a 24′ x 45′ cold storage addition to the existing building at 19598 Cady Road. The addition will match the existing building. Discussion followed.

Motion 66-15: Motion by Mr. Smith, seconded by Mr. Vaas to waive site plan for the 1,080 square foot addition for Tracey Road Equipment, 19598 Cady Road, Tax Map #90.18-1-22.2 as the addition is a minor change.

Ayes All: Motion Carried.

Motion 67-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to adjourn the meeting at 8:30 p.m.
