Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 74-18: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the September 10, 2018 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Boulder Ridge Development – Tax Map #91.13-1-38.1 – 2 Lot Subdivision

Legal notice was posted in the newspaper and evidence that adjacent property owners were notified was provided.

The public hearing was opened at 7:01 p.m. No one from the public wished to speak. The public hearing was closed at 7:02 p.m.

Ronald & Jacqueline Lee – 18431 Ives Street Road – Tax Map #90.00-6-25.2 – 3 Lot Subdivision

Legal notice was posted in the newspaper and evidence that adjacent property owners were notified was provided.

The public hearing was opened at 7:02 p.m.

David Harrington, 18279 County Route 65, expressed concerns about the following:

! Water issues – Mr. Harrington’s well has gone dry a few times and he wants to make sure that water availability is being looked at before more subdivisions are granted.

Mr. Boxberger stated that it is being looked at and will be considered.

! Hunting issues – It is Mr. Harrington’s understanding that the land behind the proposed subdivisions and Mr. Lee’s residence will be used by Mr. Lee and his family for hunting. Mr. Harrington stated that Mr. Lee has hunting blinds as close to 30′ from his property line and he feels it is dangerous. He wants new property owners to know that Mr. Lee hunts very close to the property lines.

Mr. Boxberger stated that there are no regulations regarding archery hunting. However, there are setback from the road and residences for any use of a firearm while hunting and should be addressed with the local authorities.

! What type of homes will be allowed in the subdivisions? Will the neighbors have to worry about their property values going down?

Mrs. Desormo stated that single trailers are not allowed, however, there is not a specific covenant to state what has to be built.

SIGN PERMIT

Thousand Island Diamond Center (formerly Perrywinkles) – 21875 Towne Center Drive – Tax Map #82.00-2-3.3 – Sign Permit

Ms. Girard, on behalf of Atomic Sign Works, approach the board with plans for proposed signage for Thousand Island Diamond Center. They will replace the three exiting signs with the new company name. Discussion followed.

Motion 75-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign change for Thousand Island Diamond Center, 21875 Towne Center, Tax Map #82.00-0-3.3 as shown on plans drawn by Atomic Sign Works, with a cover letter dated 10/1/18, Permit #07-2018, dated 10/1/18, conditional upon receipt of the signed application and fee.

SUBDIVISION

Boulder Ridge Development – Tax Map #91.13-1-38.1/91.13-1-38.2 – 2 Lot Subdivision and Lot Line Adjustment.

RJ Roux reviewed updated plans for 2 lot line adjustments and a 2 lot subdivision for Boulder Ridge Development, Tax Map #91.13-1-38.1/91.13-1-38.2. The Town Board accepted the road at their last meeting. A completed application for both subdivision and a lot line adjustment with the fee and a completed SEQRA have been submitted. Discussion followed.

Motion 76-18: Motion by Mr. MacAdam, seconded by Mr. Boxberger to grant a lot line adjustment for Boulder Ridge Development, Tax Map #91.13-1-38.1/91.13-1-38.2. The lot line adjustment consist of taking 1.508 acres from Tax Map #91.13-1-38.1 and combining it with Tax Map #91.13-1-38.2 as show on plans prepared by Bernier Carr & Associates, dated 9/28/18, titled Land of Boulder Ridge Developers, Inc, dated 9/28/18, Sheet 1, File #2007-264, conditional upon satisfactory review of lot descriptions.

Motion 77-18: Motion by Mr. Boxberger, seconded by Mr. Smith to grant a 2 lot subdivision for Boulder Ridge Development, Lot #1 being Tax Map #91.13-1-38.1 will consist of 35.87 acres and Lot #2 being Tax Map #/91.13-1-38.2 and consist of .968 acres as show on plans prepared by Bernier Carr & Associates, signed by Gerald Kostyk, dated 9/28/18, titled Land of Boulder Ridge Developers, Inc., dated 9/28/18, Sheet 1, File #2007-264,

SUBDIVISION

Ronald & Jacqueline Lee – 18431 Ives Street Road – Tax Map #90.00-6-25.1 – 3 Lot Subdivision

Tom Storino, Storino Geomatics, submitted a completed application, SEQRA and updated plans for a 3 lot subdivision for Ronald & Jacqueline Lee, 18431 Ives Street Road, Tax Map #90.00-6-25.1. A certified well test, by Greenhill Well Drilling, dated 10/14/09, was provided and shows that adequate water is available. Discussion followed.

Motion 78-18: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a 3 lot subdivision for Ronald & Jacqueline Lee, Tax Map #90.00-6-25.1, located on County Route 63. Lot #1 will consist of .987 acres, Lot #2 being .987 acres and the residual parcel will be 17.85 acres as shown on plans prepared by Storino Geomatics, signed by Thomas Storino, dated 8/6/18, File #2018-031, Drawing V101, Sheet 1 of 1, conditional upon notification of purchase offer that the purchaser has right to cancel the contract prior to closing if water is not available, and conditional upon satisfactory review of lot descriptions.

John & Joan Krawchenko – 18705 Woodruff Settlement Road – Tax Map #91.12-1-30/91.12-1-31 – 2 Lot Subdivision and Lot Line Adjustment.

Tom Storino, Storino Geomatics submitted proposed plans, a letter of Authorization, SEQRA, and completed applications for both a 2 lot subdivision and lot line adjustment. Discussion followed.

Motion 79-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 2 lot subdivision and lot line adjustment for John & Joan Krawchenko, 18705 Woodruff Settlement Road for Monday, November 5, 2018 at 7:00 p.m.

Ayes All: Motion Carried.

SITE PLAN

Samaritan Summit Village – 22691 Campus Drive – Construction of a 14′ x 44′ Storage Building.

Ralph Fargo, Facility Manager, Samaritan Summit Village, reviewed proposed plans to construct a 14′ x 44′ storage building behind the facility on the blacktop. The building would match the existing facility. The board would like Mr. Fargo to submit a color rendering of the proposed storage building. Discussion followed.

Motion 80-18: Motion by Mr. Boxberger, seconded by Mr. Smith to waive the requirement for site plan review as this project consists of approximately 616 square feet of a pre-manufactured building that is temporary in nature. There will be no structural change to the property, the storage building will sit on an existing impermeable surface to the rear of the facility, and the exterior finishes will match the exterior coloring of Samaritan Summit Village, conditional upon receipt of a color rendering of the storage building.

A Zoning Permit is required.

Homestead Quality Homes – 18326 US Route 11 – Tax Map #90.12-1-23.2 – Re-approval of site plan from December 2016.

Mr. Boxberger entered into record the review from the Jefferson County Department of Planning dated September 26, 2018 (Attachment #1).

Gary Riebert, Homestead Quality Homes, submitted a completed application and SEQRA to have the board re-approve a site plan for a 14′ x 36′ gift shop with an 8′ porch and 16′ x 28′ pavilion that was originally approved in December of 2016. Additionally, an area variance 20′ off the New York State right-of-way was granted by the ZBA for the 16′ x 28′ pavilion on August 3, 2016. The project was not done at that time, therefore, the original site plan approval has expired. The proposed project was resubmitted to the Jefferson County Department of Planning for the review. Discussion followed.

Motion 81-18: Motion by Mr. Boxberger, seconded by Mrs. Desormo to waive the requirement of a public hearing for Homestead Quality Homes site plan as prior to the approval in December 2016, two public hearings were held through the ZBA and Planning Board and no negative public comments were received and this project is identical in scope to what was approved in December 2016.

Motion 82-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Homestead Quality Homes, 18326 US Route 11, Tax Map #90.12-1-23.2 for a 14′ x 36′ gift shop and a 16′ x 28′ pavilion as show on plans originally approved 12/5/16, dated 11/17/16, Page A, and Page 1 through 7 showing both projects.

Ayes All: Motion Carried.

Mr. Riebert needs both a Zoning Permit and Building Permit.

Motion 83-18: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 8:15 p.m.
