Town of Watertown Planning Board

November 6, 2017

Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

 

Motion 72-17:            Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the October 2, 2017 meeting as written and distributed.

 

Ayes All: Motion Carried.

 

Motion 73-17:            Motion by Mr. Boxberger, seconded by Mr. Smith to scheduled a special meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, December 4, 2017 at 4:00 p.m.

 

Ayes All: Motion Carried.

 

SIGN PERMIT

 

FX Caprara KIA Dealership- 18675 US Route 11 – Tax Map #90.00-6-29.2 – Sign Permit

 

NASCO submitted updated plans for three signs at FX Caprara KIA Dealership – 18675 US Route 11, Tax Map #90.00-6-29.2.  Discussion followed.

 

A completed application and the fee needs to be submitted.

 

Motion 74-17:                                    Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign changes for FX Caprara KIA Dealership, 18675 US Route 11, Tax Map #90.00-6-29.2.  This includes a Dealership Name Sign (FX Caprara), a KIA sign on the face of the building, and reducing the size of the pylon KIA sign as shown on Project ID JP2-18583, consisting of 2 pages dated 9/15/17 Drawn by Pattison Sign Group, Design # E01, E02 & E03, conditional upon submission of the completed application with fees.

SUBDIVISION

 

Jim Lettiere – Sunset Ridge – Lettiere Tract Area – Tax Map #82.20–2-86.91 – Preliminary discussion regarding subdivision.

 

Jim Lettiere presented preliminary plans for a subdivision of 2-4 lots in the Lettiere Tract area, Tax Map #82.20-2-86.91.  Discussion followed.

 

This proposed plans does not meet zoning requirements.  It was the consensus of the Planning Board that due to inadequate road frontage, the Planning Board cannot issue any approval on this proposed plan and referred Mr. Lettiere to the Town of Watertown Zoning Board of Appeals to apply for a variance.

Robert Hawthorne – 19629 Woodside Drive – Tax Map #82.20-2-64.1 – Preliminary discussion regarding a 2 lot subdivision.

 

Robert Hawthorne presented preliminary plans for a 2 lot subdivision at 19629 Woodside Drive, Tax Map #82.20-2-64.1.  Discussion followed.

 

Mr. Hawthorne needs to submit a completed application, survey, proof that an acceptable on-site sewage system can be supported on that property, and proof that there are no covenants against further subdivision.

 

Thomas Compo – 18941 US Route 11 – Tax Map #91.05-1-67.1 – 2 Lot Subdivision

 

Mr. Compo presented proposed plans for a 2 lot subdivision at 18941 US Route 11, Tax Map #91.05-1-67.1.  Discussion followed.

 

Mr. Compo needs to submit a completed application, survey, and lot descriptions.  He was advised the next meeting of the Planning Board is Monday, December 4, 2017 at

7: 00 p.m.

 

SITE PLAN

 

North American Tape – 22430 County Route 196 – Tax Map #83.20-1-17 – Expansion project.

 

Steve Hare presented proposed plans for an expansion project for North American Tape, 22430 County Route 196, Tax Map #83.20-1-17.

 

North American Tape has been working for approximately 1 year on Phase 4 of an expansion project.  They have been working with New York State to acquire a landlocked parcel owned by DOT that they thought was surplus property.  The JCIDA became involved and a meeting was held and this property has to be sold at auction it is not consider surplus property.

 

North American Tape is now submitting proposed plans to move forward on the expansion plan due to inability to negotiate with DOT.  Discussion followed.

 

This proposed plan does not meet zoning side setback requirements of 30′.  North American Tape was referred to the Town of Watertown Zoning Board of Appeal to apply for a variance request.  It was the consensus of the Planning Board that they have no issue of concerns with a 10 foot setback variance request due to the land locked parcel involved.

 

 

Motion 75-17:            Motion by Mrs. MacAdam, seconded by Mr. Smith to adjourn the meeting at 7:55 p.m.
