Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 84-18: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the October 1, 2018 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 85-18: Motion by Mr. Boxberger, seconded by Mr. MacAdam to scheduled a special meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, December 3, 2018 at 4:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

John & Joan Krawchenko – 18705 Woodruff Settlement Road – Tax Map #91.12-30/91.12-1-31 – 2 Lot Subdivision.

Legal notice was posted in the newspaper and evidence that adjacent property owners were notified was provided.

The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:04 p.m.

SIGN PERMIT

K & J Fitness (9 Round) – 21290 County Route 202, Suite 6 – Tax Map 82.11-1-41.1 Sign Permit.

Dawn Cisco, Northern Awning & Sign Co., Inc., submitted an application and proposed signage for K & J Fitness, 21290 County Route 202, Suite 6. Proposed signage includes two 48″ x 136″ internal LED lite signs. One sign will be on the front of the building and one at the rear of the building. Discussion following.

Motion 86-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for K & J Fitness, 21290 County Route 202, Suite 6, Tax Map #82.11-1-41.1. This is for two signs that will be 48″ x 136″ and will be located at the front and rear of the building. The signs will read 9 Round 30 Min Kickbox Fitness as shown on plans prepared by Northern Awning & Sign Company, signed by Dawn Cisco, dated 10/23/18, Page 1, 2 & 3, conditional upon receipt of the application fee.

A zoning permit is also needed.

Signs & Designs – Northern Federal Credit Union – I-81 – Tax Map #91.11-6-6 (property owned by Brian Robbins) – Sign Permit

Mike Britton, Signs & Designs, submitted preliminary paperwork for a billboard sign for Northern Federal Credit Union. The billboard will be located on I-81 on land owned by Brian Robbins, Tax Map #91.11-6-6 and will consist of a Center Pole Mount Vee 10″ x 30′ with a 15′ spand 10’6″ with 20′ spand. The sign will have LED lighting. Signs & Designs needs to get approval from the Planning Board and then further approval from the New York State Department of Transportation. Mr. Britton stated that he may have a problem with the 100′ spacing requirement between billboards because of a rest area at the 100′ mark. Discussion followed.

Signs & Designs will talk to New York State Department of Transportation regarding the property line and DOT setbacks. He will then make a determination to whether he needs to come back to the Planning Board or ZBA. He will come back with detailed plans showing property lines, setbacks, and sign details.

SUBDIVISION

Salmon Run Mall 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21 – 2 Lot Subdivision.

Salmon Run Mall was granted an Area Variance from the Town of Watertown’s Zoning Board of Appeals at their meeting tonight at 5:30 p.m.

Thomas Shepardson, Esq. & Kyle Hopkins, General Manager, Salmon Run Mall, reviewed the proposed plans for a 2 lot subdivision to separate the former Bon Ton building and parking area from the footprint of the Salmon Run Mall. Discussion followed.

The review from the Jefferson County Department of Planning dated November 1, 2018 was entered into record (Attachment #1).

Salmon Run Mall needs to submit a MYLAR and separate lot description for Lot #3.

Motion 87-18: Motion by Mr. Boxberger, seconded by Mr. Smith to waive the public hearing for a 2 lot subdivision for Salmon Run Mall as a public hearing was already conducted by the Zoning Board of Appeals, adjacent property owners were notified, legal notice was posted, and there were no negative comments.

Ayes All: Motion Carried.

Motion 88-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve a 2 lot subdivision for Salmon Run Mall, 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21. This would separate the former Bon Ton Building and parking area consisting of 3.8 acres from the footprint of the Salmon Run Mall as shown on a map prepared by C.T. Male Associates, Titled Subdivision Plat – Lot 3 – Portion of Lands of Salmon Run Shopping Center LLC, signed by David Uhrimec, dated August 3, 2018, Sheet 1 of 1, Drawing #18-0412, Project #14.410, condition upon submission of signed and stamped plans, MYLAR, separate lot description for Lot #3, and satisfactory review of lot descriptions.

John & Joan Krawchenko – 18705 Woodruff Settlement Road – Tax Map #91.12-1-30/91.12-1-31 – Lot Line Adjustment – Tax Map #91.12-30 – 2 Lot Subdivision

Tom Storino, Storino Geomatics, submitted updated plans for a 2 lot subdivision and lot line adjustment for property located at 18705 Woodruff Settlement Road. Discussion followed

Motion 89-18: Motion by Mr. Vaas, seconded by Mr. Boxberger to approve a lot line adjustment for John and Joan Krawchenko, 18705 Woodruff Settlement Road, 5.35 acres from Tax Map # 91.12-1-30 will be joined with Tax Map #91.12-1-31 as shown on plans prepared by Storino Geomatics, signed and stamped by Thomas Storino, dated September 15, 2018, Project #2018-043, Drawing V101, conditional upon satisfactory review of lot descriptions.

Ayes All: Motion Carried.

Motion 90-18: Motion by Mr. Vaas, seconded by Mr. Smith to grant a 2 lot subdivision for John and Joan Krawchenko, 18705 Woodruff Settlement Road, Tax Map #91.12-1-30. Lot #2 will consist of 5.01 acres, Lot #3 will consist of 5.61 acres as shown on plans prepared by Storino Geomatics, signed and stamped by Thomas Storino, dated September 15, 2018, Project #2018-043, Drawing V101, conditional upon satisfactory review of lot descriptions.

Ayes All: Motion Carried.

Richard Cean – Floral Drive (County Route 60) – Tax Map #82.07-1-1.1 – 3 Lot Subdivision.

Richard Cean approached the board for a preliminary discussion regarding proposed plans for a 3 lot subdivision on Floral Drive (County Route 60), Tax Map #82.07-4-1.1. Discussion followed.

Mr. Cean needs to submit the $150 application fee and add a footnote to the plans noting that Floral Drive is now County Route 60.

Motion 91-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 3 lot subdivision for Richard Cean, Floral Drive (County Route 60), Tax Map #82.07-1-1.1 for Monday, December 3, 2018 at 7:00 p.m.

Ayes All: Motion Carried.

SITE PLAN

Edgewater Management Company – 1622 Washington Street – Tax Map# 91.05-1-2.7 – Office building in the City – Parking in the Town of Watertown – Site Plan.

No one was present.

Samaritan Summit Village – 22691 Campus Drive – Tax Map #91.05-1-11.32 – Addition of 30-35 parking spaces.

Ryan Churchill, GYMO, presented proposed plans for the addition of 30-35 parking spaces at Samaritan Summit Village, 22691 Campus Drive, Tax Map #91.05-1-11.32. Discussion followed.

Motion 92-18: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for Samaritan Summit Village, 22691 Campus Drive, Tax Map #91.05-1-11.32 for additional parking as shown on plans prepared by GYMO Engineer, dated November 5, 2018, Project #2010-267E.07, Page C101, conditional upon receipt of a Short SEQRA form demonstrating no environmental concerns.

Ayes All: Motion Carried.

John Poggi – 16640 County Route 155 – Tax Map #91.17-1-17.1 – Discussion concerning in-home occupation.

John Poggi appeared before the Planning Board, as directed, regarding his in-home business.

Mr. Poggi was advised to prepare a narrative regarding the scope of his in-home business and submit it to the Town’s Code Enforcement Officer.

Motion 93-18: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 8:18 p.m.
