Mrs. Desormo called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 07-20: Motion by Mr. MacAdam, seconded by Mr. Smith to accept the minutes from the January 6, 2020 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 08-20: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a special meeting with the Tug Hill Commission for Monday, March 2, 2020 at 4:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Grindstone Group, LLC – NYS Route 12F – Tax Map #73.20-1-7.2 – Construction of a 120′ x 40′ & 120′ x 30′ Storage Building.

Legal notice was posted in the newspaper. The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

SIGN PERMIT

The Detail Shop (Former Sears Garage) – 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21-701 – Sign Permit.

Elijah Khan presented proposed plans for signage for The Detail Shop located in the former Sears Garage at 21182 Salmon Run Mall Loop West. The plans call for three
6′ x 8′ signs. Discussion followed.

Motion 09-20: Motion by Mrs. Desormo, seconded by Mr. MacAdam to grant sign approval for The Detail Shop, 21182 Salmon Run Mall Loop West, Tax Map #82.11-1-50.21-701, for three 6′ x 8′ signs as shown on Pages 1 & 2 on plans dated 2/3/20, signed by Elijah Khan. The signs will be located on each facade of the building, conditional upon Salmon Run Mall approval of the proposed signage, the application fee, and submission of a detailed drawing showing the placement of each sign.

Ayes All: Motion Carried.

A zoning permit will also be required.

SUBDIVISION

Boulder Ridge Development – Boulder Creek Road – Tax Map #91.13-1-38.1 – 5 Lot Subdivision.

RJ Roux submitted proposed plans for a 5 lot subdivision on Boulder Creek Road – Tax Map #91.3-1-38.1. Water and sewer are already in place. Discussion followed.

Motion 10-20: Motion by Mrs. Desormo, seconded by Mr. Smith to scheduled a public hearing for a 5 lot subdivision for Boulder Ridge Development, Tax Map #91.13-1-38.1 on Monday, March 2, 2020 at 3:00 p.m., conditional upon submission of a completed application including fee and updated plans.

Ayes All: Motion Carried.

MSP Realty – 22620 County Route 196 – Tax Map #73.20-1-10.52 – 2 Lot Subdivision.

Rick Gefell, on behalf of MSP Realty, submitted preliminary plans for a lot line adjustment at 22620 County Route 196, Tax Map #73.20-1-10.52. Discussion followed.
Mr. Gefell will submit a completed application, an updated survey map, and lot descriptions. He should have the required paperwork completed by the March meeting.

SITE PLAN

Grindstone Group, LLC – NYS Route 12F – Tax Map #73.20-1-7.2 – Construction of a 120′ x 40′ & 120′ x 30′ Storage Buildings.

Comments from the Jefferson County Department of Planning dated 1/30/20 were entered into record (Attachment #1). Discussion followed.

Motion 11-20: Motion by Mr. Desormo, seconded by Mr. Smith to grant site plan approval to Grindstone Group, LLC for the construction of one 120′ x 30′ storage building and one 120′ x 40′ storage building on NYS Route 12F, Tax Map #73.20-1-7.2 as shown on Plans by Design, Sheet C100, C200 a well as the Cover Sheet showing the color rendering, dated 12/26/19, conditional upon submission of updated plans showing a landscaping buffer with specific vegetation and placement along the County Route 200 corridor and designation of egress/ingress.

Ayes All: Motion Carried.

SIGN PERMIT

Walmart – 20823 NYS Route 3 – Tax Map #82.11-1-49.1 – Replacement of Existing Signage.

Mrs. Desormo presented proposed plans submitted by Walmart to replace existing signage on the building. Discussion followed.

Motion 12-20: Motion by Mrs. Desormo, seconded by Mr. Smith to grant sign plan approval to Walmart, 20823 State Route 3, Store 1871-241, as shown on plans stamped and signed by Andrew S. Maass, Job 96545223, dated 1/10/20, Sheet A2 & A2.1.

Ayes All: Motion Carried.

A zoning permit will also be required.

SITE PLAN

TI AG Park, LLC – NYS Route 3 – Tax Map #82.00-1-1 – Mike Lundy – Time extension of previously approved Site Plans for Eagle Beverage & Cazenovia Equipment.

Mrs. Desormo presented a request from Mike Lundy for a time extension of previously approved site plans for Eagle Beverage and Cazenovia Equipment. Discussion followed.

Motion 13-20: Motion by Mrs. Desormo, seconded by Mr. Smith to approve the request for the extension of site plan for Eagle Beverage for 6 months. This was originally approved on 9/20/19, Motion 65-19. This extension is granted due to the fact that this is a large- scale project and the necessary work involved has caused a delay in the project schedule.

Ayes All: Motion Carried.

Motion 14-20: Motion by Mrs. Desormo, seconded by Mr. Smith to approve the request for the extension of site plan for Cazenovia Equipment for 6 months. This was originally approved on 7/8/10, Motion 59-19. The request for this extension was made in January which was within the 6 month required period. This extension is granted due to the fact that this is a large-scale project and the necessary work involved has caused a delay in the project schedule.

DISCUSSION

! William Tremont asked the Board if they were going to address a request he sent in a letter dated 1/12/20 to the Town of Watertown (Attachment #2) regarding supporting an amendment to the zoning ordinance which would address large-scale commercial solar projects.

! Mrs. Desormo stated that the Board will be discussing the solar zoning ordinance at the special meeting with the Tug Hill Commission scheduled for Monday, March 2, 2020 at 4:00 p.m. She urged Mr. Tremont to attend that meeting.

! A letter from the NYS Department of Transportation, dated 1/16/20 was entered into record (Attachment #3). This letter is asking that if any future development is submitted to the Board regarding the TI AG Park located on NYS Route 3, that the NYS Department of Transportation be notified.

! Reminder – the Local Government Conference is scheduled for Thursday, March 26, 2020 at Jefferson Community College.

Motion 15-20: Motion by Mrs. Desormo, seconded by Mr. MacAdam to adjourn the meeting at 4:00 p.m.
