Mrs. Desormo called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 21-16: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the March 7, 2016 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Greg Steiner – Tax Map #91.00-1-11.51 – 2 Lot Subdivision.

Legal notice was published in the newspaper and evidence that adjacent property owners were notified was submitted.

The public hearing was opened at 7:01 p.m. No one from the public wished to speak. The public hearing was closed at 7:01 p.m.

Zircon Development (Nice N Easy) – 21603 NYS Route 12F & Corner of Salmon Run Mall Road – Tax Map #82.08-1-18 – 2 Lot Subdivision

Legal notice was published in the newspaper and evidence that adjacent property owners were notified was submitted.

The public hearing was opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.

PUBLIC HEARING – SITE PLAN

Jake’s Lawn Care/ NC Property Services – 17912-940 US Route 11 – Tax Map #90.16-1-9.22 – Construction of a 30′ x 80′ greenhouse.

Legal notice was published in the newspaper.

The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.

SUBDIVISION

Greg Steiner – Tax Map #91.00-1-11.51 – 2 Lot Subdivision

Mr. Steiner submitted updated plans, lot descriptions, and an agreement with the neighbor for purchase of the property. The board review the proposed plans. Discussion followed.

Motion 22-16: Motion by Mr. MacAdam, seconded by Mr. Smith to approve a 2 lot subdivision for the Steiner property which is east of County Route 156 as shown on plans prepared by GYMO, dated 3/21/16, Project #2015-336.01, Drawing #01, dividing the property in to 2 parcels. One parcel will be 33.5 acres and the second parcel will be 38.785 acres and purchased by a neighbor in the Town of Rutland, conditional upon satisfactory review of the lot descriptions.

Zircon Development (Nice N Easy) – 21306 NYS Route 12F & Corner of Salmon Run Mall Road – Tax Map #82.08-1-18 – 2 Lot Subdivision.

Robert Busler, LaFave, White, & McGivern, on behalf of Zircon Development (Nice N Easy), 21306 NYS Route 12F and the Corner of Salmon Run Mall Road, submitted updated plans with an agreement for Zircon Development to acquire an additional strip of land adjoining their property to be merged with Lot #2. This strip of land has 40′ road frontage on Salmon Run Mall Road and will be used as access to Lot #2. Zircon Development will have to do a lot line adjustment and then the 2 lot subdivision. The proposed plans submitted show the property line through the existing building with the understanding that the building will be taken down to meet requirements. Discussion followed.

The board will not take any action on this proposed project until the existing building has been taken down and the plans meet all setback requirements. Mr. Busler will return when all requirements have been met.

Wright Brothers /Guilfoyle Ambulance Services, Inc. – Tax Map #82.08-1-10 – South of NYS Route 12F – 2 Lot Subdivision

Howard Lyndaker, GYMO, on behalf of Wright Brothers/Guilfoyle Ambulance Services, Inc., submitted an application, SEQRA, and preliminary plans for a 2 lot subdivision on Tax Map #82.08-1-10. A notarized signature for the application, application fee, and lot descriptions need to be submitted.

The property is located both in the City of Watertown and the Town of Watertown. The City wants a copy of the map when it is approved as the proposed subdivision is entirely in the Town of Watertown. Discussion followed.

Motion 23-16: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for a 2 lot subdivision for Wright Brothers/Guilfoyle Ambulance Services, Inc. Tax Map #82.08-1-10 for Monday, May 2, 2016 at 7:00 p.m.

Ayes All: Motion Carried.

Anything on the map that has preliminary or proposed needs to be removed. Lot descriptions describing the right-of-way need to be submitted prior to the next meeting.

Mr. Boxberger will review the proposed plans to see if he has any concerns prior to the public hearing.

SITE PLAN

Jake’s Lawn Care/NC Property Services – 17912-940 US Route 11 – Tax Map #90.16-1-9.22 – Construction of a 30′ x 80′ Greenhouse.

The review from Jefferson County Department of Planning, dated 4/1/16 was entered into record (Attachment #1).

Updated signage was submitted signed by Jake Johnson, dated 4/4/16. It is the same square footage as previously approved. The panel have been amended.

Jake Johnson submitted updated plans for one 30′ x 80′ greenhouse as well as proposed plans for an extensive landscaped patio display in front of the greenhouse at 17912-940 US Route 11, Tax Map #90.16-1-9.22. Discussion followed.

The board needs another detailed map showing the dimensions of the greenhouse, the exact placement of the greenhouse and landscaped patio display meeting all state and town setback requirements, a picture of the greenhouse, and the application fee before a permit will be issued. The board has agreed to allow Mrs. Desormo to contact them by email for approval when the information has been submitted to avoid delaying this project another month.

Motion 24-16: Motion by Mrs. Desormo, seconded by Mr. Vaas to grant site plan approval for Jake’s Lawn Care, 17912-940 US Route 11, for the construction of a 30′ x 80′ greenhouse with landscaped patio, conditional upon submission of an updated plan showing the dimensions of the greenhouse, the exact placement of the greenhouse and landscaped patio display meeting all state and town setback requirements, a picture of the greenhouse, and the application fee. When all information is submitted, it will be reviewed by board members for approval before a permit will be issued.

Sundance Leisure – 19281 US Route 11 – Tax Map #91.05-1-7.3-701 – Site Plan for Pool Display in Front of the Store.

Brian Fraser submitted proposed plans for a pool display in front of Sundance Leisure, 19281 US Route 11. This display will replace the existing display. Mr. Fraser is updating the display to reflect the products he currently sells. Discussion followed.

Motion 25-16: Motion by Mr. Vaas, seconded by Mr. Smith to waive site plan review for Sundance Leisure, 19281 US Route 11, as the new plans stay within the same footprint of the previously approved site plan.

Salmon Run Mall Shopping Center, LLC – Tax Map #82.11-1-50 – Request to reduce parking spaces.

A Resolution of the Town of Watertown Planning Board Granting Salmon Run Mall a Parking Ratio Waiver was emailed to board members for review. Discussion followed.

Motion 26-16: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the resolution (Attachment #2) as written.
