Mrs Desormo called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 15-17: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the March 6, 2017 meeting as written and distributed.

Ayes 4: Motion Carried.

PUBLIC HEARING – SUBDIVISION
Karla/Junior Stefanini – 23905 Spring Valley Drive – Tax Map #83.18-1-16.3 – 2 Lot Subdivision.

Legal notice was published in the newspaper and evidence that adjacent property owners were notified was provided.

The public hearing was opened at 7:01 p.m. No one from the public wished to speak.
The public hearing was closed at 7:02 p.m.

PUBLIC HEARING – SITE PLAN
Fuccillo Subaru/Hyundai – 18351 US Route 11 – Tax Map #90.12-1-23.41 & 90.12-1-23.42 – To demolish existing building and build a new 23,8000 square foot car dealership. Site Plan.

Legal notice was published in the newspaper.

The public hearing was opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.

Mrs. Desormo announced that the Town of Watertown Planning Board will not be addressing sign regulations tonight as was reflected in the Watertown Daily Times.

LOT LINE ADJUSTMENT

Boulder Ridge Developers, Inc. – County Route 155 – Tax Map #91.13-1-38.1 – Ali/Latif – 14233 Boulder Creek Road – Tax Map #91.13-1-38.3 – Lot Line Adjustment.

RJ Roux submitted proposed plans for a lot line adjustment for Boulder Ridge Developers, Inc. Discussion followed.

Motion 16-17: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment for Boulder Ridge Developers, Inc. consisting of taking 5.10 acres from Tax Map #91.13-1-38.1 and adding it to Tax Map #91.13-1-38.3 owned by Mahsin Ali and Sundus Latif making it 7.51 acres as shown on plans prepared by Bernier Carr Associates, dated 3/21/17, Sheet #1, File #2007-264, conditional upon receipt of an addition to the deed stating that the combined parcels will become one tax parcel and satisfactory review of lot descriptions.

SUBDIVISION

Karla/Junior Stefanini – 23905 Spring Valley Drive – Tax Map #83.18-1-16.3 – 2 Lot Subdivision.
Karla and Junior Stefanini submitted a completed application and proposed plans for a 2 lot subdivision at 23905 Spring Valley Drive. Discussion followed.

A statement regarding a driveway right-of-way needs to be included in the deed. Lot descriptions need to be submitted.

Motion 17-17: Motion by Mrs. Desormo, seconded by Mr. MacAdam to grant a 2 lot subdivision for Junior and Karla Stefanini located at 23905 Spring Valley Drive, Tax Map #83.18-1-16.3. Lot 2A will consist of 5.19 acres. Lot 2B will consist of 1.97 acres as shown on plans prepared by LaFave, White & McGivern, signed by Steven Gracey, dated 3/28/17, File #2017S-06, Sheet 1 of 1, conditional upon receipt of an addition to the deed stating the right-of-way on the driveway and satisfactory review of lot descriptions.

Ayes All: Motion Carried.

Mark & Muzeyyen O’Hara – 19632 Hillside Drive – Tax Map #82.20-2-65 – 3 Lot Subdivision.

Tom Ross, GYMO, on behalf of the O’Hara’s, submitted proposed plans for a 3 lot subdivision at 19632 Hillside Drive.

A feasibility study for on-site sewer disposal is being completed and will be submitted at the next meeting. Discussion followed.

The board asked that Mr. Ross contact the Liettere Water Tract regarding water, check the covenant restrictions regarding further subdivision, and contact the Town of Watertown Highway Superintendent regarding driveway cuts.

Motion 18-17: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for Mark O’Hara for a 3 lot subdivision on property located at 19632 Hillside Drive for Monday, May 1, 2017 at 7:00 p.m.

Ayes All: Motion Carried.

Mike Lundy – Washington Summit – Lot #1 – Tax Map #91.05-1-17.252 – 2 Lot Subdivision.

Mike Lundy submitted proposed plans for a 2 lot subdivision of Lot #1 in Washington Summit.

When building #1 & building #2 were built in Washington Summit, frontage was only allowed on a town road. Now the laws allow frontage to be on a private road and the proposed plans call for each of these two buildings to be on a separate parcel as they are owned by different Entities. They will use Summit Drive as road frontage. They do not have the required side setback of 20′ for each building for a total of 40′ between the two buildings. Discussion followed.

Motion 19-17: Motion by Mr. Vaas, seconded by Mr. Smith that the Town of Watertown Planning Board deny the proposed 3 lot subdivision for Washington Summit Associates on Lot #1 as it does not meet zoning requirements of a 20′ side setback for each lot between the 2 buildings..

Mr. Lundy was told he can go before the Town of Watertown Zoning Board of Appeals and request an area variance.

SITE PLAN

Fuccillo Subaru/Hyundai – 18352 US Route 11 – Tax Map #90.12-1-23.41 & 90.12-1-23.42 – Demolish existing building and construct new 23,800 square foot building – Site Plan.

The Jefferson County Department of Planning comments, dated 3/29/17, were entered into record (Attachment #1).

A letter from the New York State Department of Transportation, dated 03/30/17, was also entered into record regarding the driveway location/NYSDOT Highway Work Permit (Attachment #2).

Matt Morgia, Aubertine & Currier, presented updated plans and went over them with the board. Fuccillo’s is still working on joining the two parcels. Discussion followed.

The following still need to be submitted:
! proposed signage
! color rendering of the proposed building including elevations and vegetative planting on US Route 11 to green up the front.

The SWPPP is not yet complete. Mr. Vaas wants to see a design of the drainage plans and meet with Mr. Morgia regarding the comments submitted by the Jefferson County Department of Planning.

Mr. Morgia also needs to get more information on the 30 foot water right-of-way easement shown on the survey. Mr. Morgia will contact the Town of Watertown Highway Superintendent and Mrs. Desormo will see if she can get any further details.

Mr. Morgia will tie up loose ends and come back to the May meeting with updates.

Paul Kilgore – 20255 NYS Route 3 – Tax Map #82.11-1-33.1 – Site plan for a Brewery Business.

Paul Kilgore approached the board with preliminary plans for WAORGANY Brewing, LLC located at 20255 NYS Route 3. He will be leasing the property from John Bellinger. This is a multi-tenant building. This will be a small micro brewery. Mr. Kilgore needs approval from the Town of Watertown Planning and Zoning to take possession of the space and begin the build of the brewery. Once all the equipment is in place and operational, he can file for a Federal Brewers Permit and his NYS License. Discussion followed.

There will be no changes to the outside of the existing building signage was not submitted at this time, however, the plans are to replace the face of existing sign.
Mr. Kilgore must apply for a sign permit when he prepares the proposed sign.

Mr. Kilgore stated that New York State requires that a brewery needs to be at least 200 feet from a school. This proposed business is 650 feet from BOCES. Discussion followed regarding the type of business that currently shares the multi-tenant building. The board asked that Mr. Kilgore submit the name and nature of the business that shares the space.

Motion 20-17: Motion by Mr. Smith, seconded by Mr. Vaas to waive site plan review for Paul Kilgore for a WAORGANY Brewing, LLC located at 20255 NYS Route 3 as there will be no exterior changes to the existing building.

Ayes All: Motion Carried.

Ryan Frary – Frary Medical Transport/Monument Business – 18973 Watertown Center Loop – Tax Map #91.05-1-66 (subdivision from Ed Donato’s property) Site Plan.

Ryan Frary approached the board with preliminary plans for a building at 18973 Watertown Center Loop. This building would be used for office space/possible retail space and storage of vehicles for his medical transport/monument/business. Mr. Frary also asked about the possibility of having an apartment on the second floor.

Mrs. Desormo stated that she has received a letter from the NYS DOT, dated 3/14/17, stating that they have denied Mr. Frary’s request for an additional highway cut on US Route 11 (Attachment #3).

Mr. Frary stated that he is in the processes of reapplying now that he plans on using the building for office/retail space in addition to the original medical transport business. Discussion followed.

Mr. Frary needs to submit the following to the planning board:

! A completed application.

! Detailed plans showing the dimensions of the proposed building, exact placement of the building meeting all zoning setbacks, proposed vegetative landscaping, lighting, parking, and a color rendering showing elevations.

! A buffer between this property the adjoining residential property as stated in the zoning requirements.

! Proposed signage showing the dimension of the sign and exact placement meeting all setback requirements with a decorative base including vegetative planting.

! Pictures of the monuments that you plan to display and exact placement on the property.

Mr. Frary must also contact the following:

! Town of Watertown Highway Superintendent regarding utilities.

! NYS DOT regarding highway cuts

! Jefferson County Codes regarding a possible apartment on the second floor.

! City of Watertown regarding an oil/water separator in the drain of the garage where vehicles are to be stored.

Mr. Frary will notify the board when he is ready to proceed further.

GYMO Engineering – 18969 US Route 11 – Tax Map #91.05-1-67.5 (former Pediatric Associate building) – Site Plan for storage shed and signage.

Tom Ross reported that GYMO recently purchased 18969 US Route 11 and will be moving in soon. He submitted proposed plans for a storage shed at the rear of the property to store equipment. This is a 12′ x 24′ pre- fab shed. It will be placed 20′ off the side property line. He also stated that GYMO will be putting in a perimeter drain but they will not be making any exterior changes to the existing building. Proposed signage was also submitted. They plan on refacing the existing sign and installing landscaping at the base. Discussion followed.

Motion 21-17: Motion by Mrs. Desormo, seconded by Mr. Smith to waive site plan review for GYMO Engineering, 18969 US Route 11, Tax Map #91.05-1-67.5 as there will be no significant changes to the existing building, the 12′ x 24′ storage shed meets zoning regulations and will be used for equipment storage only and cannot be seen from the road.

Motion 22-17: Motion by Mrs. Desormo, seconded by Mr. Vaas to authorize the Town of Watertown Zoning Officer to issue a sign permit for GYMO, 18969 US Route 11, Tax Map #91.05-1-67.5 to reface an existing 10′ tall sign as shown on a drawing signed by Tom Ross, dated 4/3/17, conditional upon vegetative planting at the base of the sign and submission of the application fee.

FX Caprara Imports – Carolyn Pontiac Reconstruction Project – 19138 US Route 11 – Tax Map #91.05-1-61.2 – Site Plan.

Charlie Caprara and Mike Lasell, MBL Engineering, PLLC, presented a drawing of the proposed FX Caprara Imports – Carolyn Pontiac Reconstruction Project located at 19138 US Route 11.

They have not submitted a completed application or proposed plans for site plan review. There is no change in use on this property. Mr. Caprara would like to start working on the building immediately. Discussion followed.

If a completed application including a color rendering of the building showing elevations, proposed signage, landscaping, parking (both for employees & display of inventory), short form SEQRA, and lighting can be submitted by April 12, 2017 for referral to Jefferson County Department of Planning, the board agreed to schedule a public hearing for the May meeting.

The board also stated that Mr. Caprara can work on the building such as changing the doors, windows, siding and inside work as long as there are no structural changes to the existing building.

Mrs. Desormo also stated that NYS Department of Transportation stated that Mr. Caprara needs to address ingress and egress to secure part of the open frontage on the property.

Mr. Caprara also needs to contact Joel Bartlett, Town Supervisor regarding grant deadlines and check with the Highway Superintendent on water and sewer connections.

Motion 23-17: Motion by Mrs. Desormo, seconded by Mr. MacAdam, to schedule a public hearing for site plan review for a new car dealership for FX Caprara Imports, 19138 US Route 11, for Monday, May 1, 2017 at 7:00 p.m., conditional upon receipt of a completed packet to submit to the Jefferson County Department of Planning by 4/12/17.

Ayes All: Motion Carried.

Motion 24-17: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 8:49 p.m.
