Councilman Desormo opened the meeting with a prayer followed by the Pledge of Allegiance.

Supervisor Bartlett opened the meeting at 7:00 PM and called for the roll of members present.
All members were present.
MOTION #33-2016
Supervisor Bartlett moved to accept the minutes for March 10, 2016 meeting, Councilman McAtee seconded.

MOTION #34-2016
Supervisor Bartlett moved to schedule a special meeting April 28, 2016 at 7:00 pm for the purpose of considering a zone change request and any other business that may come before the board. Councilman Prosser seconded.

Supervisor Bartlett opened the public hearing for the Desormo zone change request at 7:05 pm. There was proof of public notice and comments have been received from the Jefferson County and Town Planning Departments. No one wished to speak; the public hearing was adjourned until the special meeting April 28, 2016.
Supervisor Bartlett apologized that he did not have the Local Law drafted to introduce at the March meeting which caused a delay in the process.
Supervisor Bartlett introduced Local Law 1 of 2016, a law to amend Chapter 107 of the Code of the Town of Watertown Zoning. Each member of the board has a copy of the Local Law. The public hearing will be reopened at the Special Meeting April 28, 2016.
Supervisor Bartlett has been in contact Attorney Russell’s office to prepare the Short Form EAF, the Local Law in form and Negative Declaration and the findings. After the conclusion of the public hearing April 28, 2016 they can address adopting the Local Law thus adopting the zone change.
Supervisor Bartlett apologized to the Board and Desormo’s for the delay in process.

Sandra Macy spoke in regards to the Heather Freeman Foundation charity run. The run will be held May 7, 2016. The run will start at the Davidson dealerships and will take place on Town, County, State and City roads. Many police and emergency organizations help in the run to ensure a safe and successful event. No roads will be closed although some traffic could be held up for the safety of the participants. The neighbors will be notified of the event and possible traffic delays in the area.
No one else wished to speak the floor was closed.
The Town Clerk has no correspondence this month.
Supervisor’s correspondence; a letter was submitted by Peter Baily for an interest in mowing of the sewage treatment facilities in the town. He has provided insurance and workman’s comp information and has quoted a price for less than the current provider. The board has agreed to use Mr. Baily for the upcoming season for mowing.
Supervisor Bartlett provided the board with a proposal from ATT to amend the contract for the antenna’s on the water tower behind the Municipal Building. They are asking for a reduced rate and provided justification for their request. Supervisor Bartlett would like Attorney Russell review the request.
Councilman Rich recommended the board keep the contract as is.

MOTION #28-2016
WHEREAS, a request for Zoning change has been submitted by Tracy Stevens for a change in Zoning for parcel No. 91.07-1-20.1 to changes the zoning from Natural Resources classification to residential Residential 1 use; and
WHEREAS, the Town Planning Board has reviewed this request for zoning change and has determined that reclassifying this parcel has no adverse effects will be noted and recommends a favorable outcome on the zoning change request.
THEREFORE BE IT RESOLVED, this board hereby refers the zoning change request on parcel No. 91.07-1-20.1 to the Jefferson County Planning Board for their review and comments and call for a public hearing on the matter to be held at 7:00 pm Thursday April 14th, 2016 at the Town of Watertown Municipal Offices, 22867 Co. Rt. 67 Watertown, NY 13601 wherein all persons interested will be afforded an opportunity to be heard.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, and seconded by Councilmember McAtee.

MOTION #29-2016
WHEREAS, a request for a grant of Town Bed Tax revenues has been submitted by the D.P.A.O. to assist the organization by underwriting promotional expenses relating to the organizations 2016 Summer Concert Series, a number of concert events that draws thousands of tourists to the area; and
WHEREAS, the D.P.A.O. annually provides and accounting of how these funds are appropriated; and
WHEREAS, funds were provided for such an appropriation in the 2016 Budget.
THEREFORE BE IT RESOLVED, the D.P.A.O. is hereby awarded a grant of $25,000.00 of Town Bed tax revenues to be used to underwrite promotional expenses relating to the D.P.A.O. 2016 Summer Concert Series.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, and seconded by Councilmember McAtee.

MOTION #30-2016
WHEREAS, the term of office of Board of Assessment Review member John Deal expired on September 30, 2105; and
WHEREAS, Mr. Deal has expressed an interest in being reappointed to the position.
THEREFORE BE IT RESOLVED, John Deal is hereby appointed to a term on the Town of Watertown Board of Assessment Review for the term commencing March 10, 2016 and ending September 30, 2020.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, and seconded by Councilmember Desormo.

Supervisor Bartlett moved to pay the following abstracts as audited.

Councilman Prosser seconded the motion.

Supervisor Bartlett asked if there was any old or new business to discuss.
Councilman Prosser asked Highway Supervisor Rohr about coordinating a meeting with Town of Rutland to discuss their automated system for fuel. He also mentioned meeting with the Town Fire Department in reference to the fuel use.
The board agreed to review the employee handbook at the April meeting and possibly schedule a work session.
Councilman Prosser asked about the status of the fixed assets report. Supervisor Bartlett informed he would make a call this week to check on the status of the report.

Councilman Prosser moved to close the meeting at 7:12 pm, Councilman Desormo seconded.
